MEETING MINUTES
APRIL 6, 2017
5:00 P.M.
COUNCIL CHAMBERS, CITY HALL
ATTENDEES: STEVE GODLEWSKI, KEN GREY, DOUGLAS HALLER, LOU SCHNEIDER, COLIN KLEPETAR,
MAUREEN ROBERTS, AND TINA CARTON.
ABSENT: ROB WRIGHT

CALL TO ORDER:
Steve Godlewski called the meeting to order at 5:02 p.m.

APPROVAL OF MINUTES-03/16/2017
No discussion, Lou Schneider moved and Maureen Roberts seconded to approve the minutes.

UPDATE ON COMPLETE STREETS POLICY
Steve Godlewski provided an update on the status of the Complete Streets Policy and reviewed the final
language developed in coordination with Kate Maynard, Principal Planner. The committee approved of
the changes made to address concerns raised by Commissioners. Ken Grey moved and Lou Schneider
seconded to approve the updated Complete Streets Policy.

UPDATE ON COMPLETE STREETS/ SARATOGA GREENBELT TRAIL/ DPW MEETING
Colin Klepetar updated the committee on the March 24th meeting. Discussion topics at the meeting
included the Crescent Avenue SGT Connector trail, coordination with DPW to receive the paving
schedule, Glen Mitchell Road bike and pedestrian connection, and necessary City funding to support
Complete Streets and SGT trail efforts. The outcome of the discussion was extremely positive. DPW
would like the committees to support increased City funding to support these initiatives in the City

budget. DPW will be researching the possibility of the Glen Mitchell connector and SGT will assist with
research on existing conditions.
The committee then discussed the paving memo received on April 4th and the need to prioritize Complete
Streets work into the Lake Avenue paving project. Steve is in the process of coordination with Kate
Maynard, DPW, and DPS.
UPDATE ON CDTA BIKESHARE AND TROLLEY
CDTA requested information on the location of bike racks in the City. Tina Carton will follow up with
DPW to request locations of City owned bike racks and to ensure that they have all been installed for
2017. In addition, Tina Carton will follow up with the Chamber of Commerce to see ask on the location
of business owned bike racks downtown and if there are any businesses interested in installing racks that
currently do not have them.
CDTA in coordination with Kate Maynard have set up a public meeting on April 25th at the Recreation
Center to discuss the upcoming CDTA bike share program and survey the public about possible bike
station locations.
CSAB RE-APPOINTMENTS
Lou Schneider stated that he would not be seeking re-appointment to the CSAB committee.
OTHER BUSINESS
a. ALETTA STREET CONNECTOR:
Doug Haller gave the committee an update on the progress for a trail connection between Aletta
St. and Railroad Run Trail. The City and Empire State College are in the process of finalizing an
easement to the City to construct the trail. The Planning Department will then work with DPW to
finding funding for the segment. Doug Haller discussed construction funding and the legal
mechanism for completing the trail prior to the completion of the easement which may take a year
to complete.
b. UPCOMING BIKE EVENTS:
May 19th is Bike to Work Day. Other events to coordinate with would be the May 12th Lake
Avenue Bike Rodeo and Bike to School day on May 5th.

iii. Committee planned on dividing up the City and giving each member a part of the City to walk
and track locations. Please see attached zoning map. Proposal to divide up City based on zoning
districts focusing on inner districts.
