CALL TO ORDER: The meeting was called to order at 5:03 p.m. PUBLIC CO MMENT-15 MINUTES No Public Comment APPRO VAL O F MINUTES No meeting minutes were presented for approval. WELCOME MICHAEL KING TO COMPLETE STREETS The committee virtually welcomed Michael King to the group. Mr. King was traveling and unable to attend in person. DISCUSSION ON CO MPLETE STREET FUNDING Committee discussed projects on Union, Grand Ave, Crescent Ave and some minor projects. • STATE TOURING ROUTE FUNDING: Funded through the state budget for two years, approximately $1.5 mil/year. City needs to determine priority projects to fund. Tina Carton advised ADA projects approximately $375,000/year to be utilizing this grant. • SAFE STREETS AND ROADS FOR ALL GRANT: On behalf of the City, Tina Carton will be submitting grant by 9/15/22. Grant request will include updating the Complete Street Plan in order to apply for future federal grants – our current plan is out of date. Include Vision Zero goals and equity. Also include funding for pilot projects. The City will be requesting $500,000. 1  • CDTC TECHNICAL ASSISTANCE GRANT – RECONNECTING THE WEST SIDE: Investigating best ways to get pedestrian and bike accommodations for neighborhoods on the west side of the railroad tracks – Grand, Washington, Church as well as Kirby, Pine and West Circular for connections. • RAISE GRANT FOR 2023: Per Tina Carton, minimum request is $5 million if partnering with the County. CDTC advised that the best opportunity is to partner with County of Saratoga and focus on Zim Smith trail. UPDATE ON UNION AVENUE JMT CONTRACT SEPTEMBER 19TH PUBLIC MEETING 6 PM: Ken Grey and Tina Carton advised this is the public meeting for Union Ave residents to discuss the vision for engineering recommendations and designs for Union Ave. This is to complement the NYS DOT Union avenue project in 2023 from East Ave to Henning Ave. JMT engineering will make the presentation. Final plans and recommendations will not be complete until Feb 2023 with the hope to start construction in Spring 2023. Presentation is part of the RFP requirements for the engineering firm to conduct public hearing for education and public input. REVIEW OF PROJECT SPREADSHEET Ted Orosz and Ken Grey will prepare a letter to City Council with the priority project inventory. Michael King provided cost estimates and much assistance from Tina Carton. Identifies projects underway and in planning, along with priorities with a focus to connect the east and west side (and connect us to Zim Smith trail and T/O Wilton) and complete Union Ave entrance to city of Saratoga Springs. PRESENTATION TO CITY COUNCIL The Committee needs to provide project request and include cost estimates. Goal to have to city officials prior to final budget and emphasize the benefit of State Touring Rte. grant money with opportunity for 100% reimbursement. UPDATE ON CAROLINE STREET SCHOOL SIDEWALKS Assemblywoman Carrie Woerner helped matching City funding. Commission Jason Golub plans on installing roughly 1,100 feet of sidewalk on one side of Caroline Street. EAST SIDE RECREATION UPDATE The City will need to craft an RFP. Ted Orosz to assist. ADJOURN Discussed need to implement 25 mph speed limits within the city. CSAB needs to focus on getting this on the agenda of city leaders.
