CITY OF SARATOGA SPRINGS Complete Streets Advisory Committee Wednesday, April 10th 2024 5pm Attendance: Committee: Chair Ken Grey, Chair Ted Orosz, Lindley Hickox, Suzanne Jagoda, Marilynn Keating, Mike King, Jen Natyzak City Staff: Michael Dutre Meeting Minutes are not a word-for-word Transcript. I. Public Comment a. No members of the public commented. II. Administration a. March meeting minutes were approved as read. III. Updates a. Vision Zero – Safe Streets for All i. Michael Dutre forwarded his list of Community liaisons to the grantor, next step is a Subcommittee for pilot project. ii. Michael Dutre reminded the group that we can study one roadway and create one pilot: 1. Pilot - Whitney and Circular. Agreed by Board, 2. Study a roadway- Van Dam or South Broadway (Treehouse), b. City Council Presentation i. Michael Dutre forwarded the request to the Mayor’s office and either meeting in May will work. c. Van Dam and Church Neighborhood Association i. Michael Dutre updated that the Van Dam, multi-day traffic count will occur in June after the Washington Street detour ends. ii. Board agrees that they don’t support large trucks on Van Dam. The Board propose work with CDTA to assist city with Van Dam truck solution. d. Crosswalk YMCA to Pitney Meadows i. Michael Dutre reported that this project is moving forward within City Hall.  e. Railroad Run Lighting i. Michael Dutre will set up meeting with Suzanne Jagoda & DPW on next steps. f. Glen Mitchell – Gillibrand Application i. Jen Natyzak to send follow up letter to Mayor with ask of utilizing CSAB funds. IV. Action Items a. 25 mph Speed Limit – Inner Tax District i. Michael Dutre suggests Complete Streets meet to discuss speed limit and truck solutions with Beige Berryman then Commissioner Coll. Chair Orosz outlined that the letter of support was sent last year to council. Because of a new state law, it requires a minimal, low cost, engineering study but ultimately it is easier to reduce speeds than before. b. Crescent Ave – Tonko i. Michael Dutre is working with Congressman Tonko’s office on the $300,000 grant. Crescent Ave’s proximity to an affordable housing project and the upcoming Treehouse Brewing project leads to higher priority because of increased usage. c. Excelsior Springs i. Michael Dutre continued that the City is looking for a continuous path since this area sees increasing use as a connector despite being unsafe. Mike King recalled a previous discussion to make this road one way - up hill only, then adding the bike path. ii. Chair Grey motioned to support DPW in making this section of the roadway safer. d. Open CSAB Appointments i. Mike King is moving to Planning Board. Nomination going to Tim Coll. ii. Jen Natyzak is leaving as she is no longer eligible. Nomination going to Finance. e. ADA transition plan i. Michael Dutre said the City is paying attention to Complete Streets and ADA. Michael Dutre has been working with DPW on how their paving schedule and existing projects support the City’s ADA goals. f.
