CITY OF SARATOGA SPRINGS Complete Streets Advisory Board Wednesday, May 8th 2024 5pm Attendance: Chair Ken Grey, Chair Ted Orosz, Mike King, Lindley Hickox, Suzanne Jagoda, Lynn Keating, Michael Dutre I. Public comment: Jim Schneider commented that public education and enforcement is needed for 25 mph speed limit. On, Excelsior Springs with the Grove apartments, sidewalks end at housing. The problem here is a steep grade. Excelsior Springs connects Lake, Audrey and Excelsior. Chair Grey suggested that Mr. Schneider’s neighborhood put together a petition similar to Caroline Street. II. Admin a. Approval of minutes- approved. b. Chair Orosz brought up an existing CSAB Project list map in relation to the County Zim Smith trails meeting. III. Updates a. Chair Grey reported that his meeting with DPW went well, they discussed projects they are working on. If the Mayor’s Office and Complete Streets can find money, DPW can make roadway projects happen. b. Chair Grey highlighted that the 25mph education needed. Need to work with DPS Commissioner. c. Michael Dutre said that the Crosswalk at Pitney has an RFP upcoming for engineering. d. Michael Dutre added that another crosswalk request came in for the Waterfront park. e. Michael Dutre updated that the Van Dam application to Congressman Tonko for a truck origin destination study has been sent. DPS has truck enforcement division coming at year’s end. Van Dam Neighborhood has a proposed reroute, need feasibility of recommendations from traffic engineer. DPW has separate RFP for Traffic calming. CRTC- is doing the multi day traffic count on Van Dam after Belmont as well. f. Railroad Run Lighting – Michael Dutre set meeting with Engineering to discuss fixtures and placement. g. Chair Grey added that Complete Streets advocates for linkages from Nelson to Congress- on Union. DPS will investigate eliminating U-turns at Union and Nelson Avenue. Looking for support from Bike-atoga or other groups. Suzanne Jagoda to set meeting with her appointing department. h. Michael Dutre highlighted the Safe Streets For All - Vision Zero grant. He asked for final recommendations from Complete Streets on pilot projects and roadway segments to study. The group confirmed: Circular to Whitney, South Broadway (Treehouse coming), Van Dam and Grand Ave. Michael Dutre explained that the Vision Zero website is going live shortly. i. Chair Orosz discussed the DOT – east to west change of speed limit to 40pmh request - engineering sufficed to lower speed limit. Chair Orosz may request a meeting with state to discuss further. j. Michael Dutre added that the City was awarded a $75k award for Urban Forestry for plantings around lower income housing. Also the City received a match-free $10k NYSERDA award to buy electric landscaping equipment for DPW. IV. Action Items a. Chair Orosz reminded on NACTO standards – Chair Orosz has explained to DPS/DPW. b. Franklin Square - Michael Dutre to add this on to a meeting with DPW. Square is being updated if we can tack on Complete Streets improvements. c. Presentation to City Council – moving to 21st. d. CSAB openings V. Adjourn.
