DESIGN REVIEW COMMISSION MINUTES WEDNESDAY, APRIL 4, 2012 7:00 P.M. CITY COUNCIL ROOM PRESENT: Steven Rowland, Chairman; Tamie Ehinger, Vice Chairman, Richard Martin, Robert West, Staci Mannion, Karen Cavotta, Robert DeMarco STAFF: Bradley Birge, Administrator, Planning and Economic Development. CALL TO ORDER: Chairman Steven Rowland called the meeting to order at 7:02 P.M. PLEDGE OF ALLEGIANCE ANNOUNCEMENT OF RECORDING OF PROCEEDING: Steven Rowland, Chairman stated the proceedings of this meeting are being taped for the benefit of the secretary. Because the minutes are not a verbatim record of the proceedings, the minutes are not a word-for-word transcript of the recording. ANNOUNCEMENT OF ADJOURNED APPLICATIONS: 2012.017 SPRINT GENERATOR, 174 West Avenue, Architectural Review of emergency generator in the Transect-4 District. APPLICATIONS UNDER CONSIDERATION: 1. 2012.021 MCCULLOUGH RESIDENCE, 214 Nelson Avenue, Historic Review of porch and renovations to a single family residence in the Urban Residential-3 District. Agent: Shawn Bourke, Balzer Tuck Architecture. Mr. Bourke stated this property was recently purchased. The new owners/applicants are doing some minor renovations. They would like to move two windows on the porch to match the spacing of those in the dining room. The other part of this application is the installation of a new gas fireplace. Steven Rowland, Chairman stated they visited this house on caravan. There were no issues or comments. Steven Rowland, Chairman asked if anyone in the audience wished to comment on this application. None heard. Richard Martin made a motion in the matter of the application of the McCullough Residence, 214 Nelson Avenue, that the application be approved as submitted on the attached plans. Seconded, by Robert West. Steven Rowland, Chairman asked if there was any further discussion. None heard. Applicant: Mike Main, True Tattoo. The applicant is before the Board for review of a wall sign. Steven Rowland, Chairman stated we visited the site. The Board did have a few comments regarding the signage in the door and window. Bradley Birge, Administrator, Planning and Economic Development stated regarding signage on the windows. If the signage is on the inside of the window only 30% of the window can be used for signage. If the signage is on the outside of the window or if the signs exceed 30% they become a wall sign. You are only allowed one wall sign. Tamie Ehinger, Vice Chairman asked if there was any lighting being considered for the signage. Mr. Main stated the lighting is not functioning and will not be repaired or replaced. The sign is a conforming sign. Steven Rowland, Chairman asked if anyone in the audience wished to comment on this application. None heard. Tamie Ehinger made a motion in the matter of the application of True Tattoo Wall Sign, 78 Church Street that the application be approved with the following conditions – the window and door details need to be on the inside of the window and all are not to exceed 30% to accommodate the one wall sign Zoning Ordinance. Mr. Darch provided the Board with examples of the signage being proposed. Lighting currently exists. Steven Rowland, Chairman stated the Board always instructs all applicants having new signs on brick buildings to anchor into the mortar joints. Robert West made a motion in the matter of the application of Saratoga Paint and Sip Wall Sign, 80 Henry Street, that the application be approved as submitted. Seconded, by Staci Mannion. Steven Rowland, Chairman asked if there was any further discussion. None heard. Anyone with any suggestions, please forward information to the Preservation Foundation. A copy of the Preservation Foundations communication will be forwarded to all Board members. ANNOUNCEMENT OF NEXT MEETING: The next scheduled Caravan and Workshop is scheduled for Tuesday, April 10, 2012, at 5:00 P.M. The next scheduled Design Review Commission Meeting is scheduled for Wednesday, April 18, 2012, at 7:00 P.M. APPROVAL OF MINUTES: Steven Rowland, Chairman made a motion to accept the minutes of the March 7, 2012 meeting with additions and corrections as submitted. Seconded, by Staci Mannion.
