CITY OF SARATOGA SPRINGS MUNICIPAL CIVIL SERVICE COMMISSION REGULAR MEETING CITY COUNCIL CHAMBER Thursday, March 29, 2012 PRESENT: ELIO DELSETTE, CHAIRPERSON ROBERT MAINS, COMMISSIONER KIMBERLY GALVIN, COMMISSIONER Chairpersons DelSette called the meeting to order at 5:15pm Chairperson DelSette opened the public comment period at 5:17pm. Linda Bickford addressed the Commission regarding her conditional admittance to the Communication Clerk examination. Ms. Bickford explain that while her part time positions were for 12 hours per week; she worked these positions simultaneously resulting in a 40 hour work week. Ms. Bickford requests that the Commission take this into consideration while they compare her application with the minimum qualifications of the position. Johnnie Roberts, Program & Visitor Center Assistant, appeared before the Commission to outline her current duties and responsibilities at the Visitor Center. Ms. Roberts explained that she has been responsible for the daily operations of the Visitor Center since the positions of Director and Heritage Area Specialist have been vacant. Ms Roberts outlined some of her responsibilities: the supervision and scheduling of two part time Program & Visitor Center Assistants; supervision and scheduling of two part time clerical positions and the numerous Volunteers; review and submit weekly timesheets; she has responsibility for the preparation and monitoring of the Visitor Center budget; most recently she has had the responsibility to create the Visitor Center web site and assist in the activation of the web site. Joseph Lattanzio, Human Resources Administrator, addressed the Commission on behalf of the Mayor. Mr. Lattanzio stated that the Mayor does not consider the duties performed by the Program & Visitor Center Assistant to be those of a Director. Mr. Lattanzio stated that he and the Commission secretary had reviewed the job specification and felt that the duties she was performing were within the scope of duties as listed on the job specification for Program & Visitor Center Assistant. William McTygue was the Director of Public Works and felt that he could shed some light on the reclassification of the Senior Engineering Technician position; the incumbent was originally hired by Mr. McTygue. Mr. McTygue feels that the tile and job specification of Senior Engineering Technician better fits the position’s duties and responsibilities that the reclassified title and job specification of Utilities System Location Technician. There being no one else wishing to speak Chairperson DelSette closed the pubic comment period at 5:30pm Chairperson DelSette made a motion to approve the February 29, 2012 meeting minutes. Seconded by Commissioner Mains. Ayes all. MAYOR: Commissioner Mains made a motion to confirm the Provisional appointment of Lindsey Gonzalez to the position of Administrative Aide part time effective March 26, 2012. Seconded by Commissioner Galvin. Ayes all. URBAN HERITAGE : The Commission reviewed the information submitted by the Program & Visitor Center Assistant and the information submitted by the Deputy Mayor. Commissioner Galvin made a motion to table until the April meeting to give the Commission time to review the all the information submitted. Seconded by Chairperson DelSette. Ayes all. The secretary was instructed to make copies of the additional information submitted by the incumbent and to submit the copies to the Deputy Mayor. Commissioner Galvin also requested that any future documents be submitted to the Commission in a timely fashion. PUBLIC WORKS: Commissioner Mains made a motion to approve the following Non-Competitive appointments. Seconded by Commissioner Galvin. Ayes all. Larry Lloyd Motor Equipment Operator effective 03/26/12 Geraldine Loya Maintenance Mechanic effective 03/26/12 Commissioner Galvin made a motion to adopt the job specifications for the following positions. Seconded by Commissioner Mains. Ayes all. Laborer Maintenance Mechanic Working Supervisor I Working Supervisor II Commissioner Galvin made a motion, there being no communication from Commissioner Scirocco, to retained the reclassification of Senior Engineering Technician to Utilities Systems Location Technician. .Seconded by Commissioner Mains. Ayes all. RECREATION : Commissioner Mains made a motion to confirm the Provisional appointment of John Hirliman to the position of Administrative Director Recreation effective April 16, 2012. Seconded by Commissioner Galvin. Ayes all. Commissioner Galvin made a motion to confirm the following Non-Competitive appointments. Seconded by Commissioner Mains. Ayes all. The Commission instructed the secretary to notify Mr. DiFusco that he has 10 days to provide the information necessary to complete his application. Commissioner Galvin made a motion to approved the Michal Evans’s alternate test date request for Fire Captain and Fire Lieutenant. Seconded by Commissioner Mains. Ayes all. Commissioner Mains approved an alternate test date for the two Police Officer candidates who “allegedly” did not receive their notification of the test date. The secretary is to coordinate with the Police Department in scheduling an appropriate date, time, and locations. Seconded by Commissioner Galvin. Ayes all. Commissioner Galvin made a motion to place Lori Teetz within the candidate pool for the next scheduled performance test. Seconded by Commissioner Mains. Ayes all. Chairperson DelSette made a motion to accept the Andrew Brays request for a temporary restriction on the Police Officer eligible list so that he may complete his college education. Seconded by Commissioner Mains. Ayes all. The Commission reviewed the information submitted by the secretary explaining the process of establishing the top three candidates to be certified for appointment – Rule of Three. The secretary presented the Commission with a letter to the YMCA thanking them for their assistance and cooperation in the agility test recently conducted for Police Officer. The YMCA and their staff was very accommodating not only by providing the space but assisting in the keeping the section closed to only the Police Officer candidates. The Commission and the Police Department were co- signers of this letter. The Commission reviewed and approved the annual report submitted to the New York State Department of Civil Service on March 1, 2012. The Commission reviewed and approved the examination fee report submitted to the New York State Department of Civil Service on March 1, 2012. The Commission reviewed and approved the school district reimbursement bill submitted to the Accounts Department on March 1, 2012..
