Board of Ethics Minutes
Thursday, March 15, 2012
Present: Justin Hogan – Chair, Cathy Masie and Marilyn Rivers with Tony Izzo, as Advisor
Absent: Ted Obloy
Location: City Hall City Council Room
Minutes: The Minutes of February 9, 2012 were reviewed. Upon a motion by Cathy Masie,
seconded by Marilyn Rivers and the motion passed unanimously.
Discussion: Employee Awareness Material:
The Board requested a status of the employee payroll flyer. Tony Izzo offered the
following proposed change to the original paragraph:
“Have you been offered a gift? A job? Tickets to an event, a free meal or
something else at work? Would accepting it cause a conflict of interest? The City
of Saratoga Springs has an Ethics Board to help you with these and other
questions. For more information, please go to https://saratoga-springs.org and
click on Local Government, Boards and Boards. Check out the Ethics Board
Section and the City’s Ethics Guide.”
Justin Hogan as Chairperson will send an email to Mayor Johnson requesting
input on Tony Izzo’s new revision and ask for permission for the Board to share it
with City employees.
Employee Disclosure Forms:
The Board requested an accounting of the employees who have completed the
City’s Employee Disclosure Forms and those employees who have not
completed the form..
2011 Annual Report:
The Board reviewed the Board of Ethics 2011 Annual Report as prepared by
Justin Hogan. Cathy Masie proposed making a statement at a City Council
Meeting wherein Justin would present the annual report to the City Council.
Justin Hogan agreed to speak with the Mayor to determine the best avenue of
acceptance of the report. Mr. Hogan will let the Board know which
communication vehicle the Mayor prefers for the acceptance of the 2011 Annual
Report.
City Safety Incentive Program:
Marilyn Rivers requested an opinion from the Board of Ethics on behalf of the
City Safety Committee regarding the establishment of a City Safety incentive
based upon statistical methodology for being safe and accident free for a given
time period. Tony Izzo agreed to provide a legal opinion regarding the matter and
report back to the Board.
