City of Saratoga Springs Board of Ethics Minutes Thursday, September 13, 2012 Present: Justin Hogan – Chair, Cathy Masie, Ted Obloy, with Tony Izzo as Advisor. Absent, Marilyn Rivers. Location: City Hall Engineers office Minutes: The Minutes of May 24, 2012 were reviewed. Upon a motion by Ted Obloy, seconded by Cathy Masie the motion passed unanimously. Discussion: Employee Awareness Material: The Board requested a status of the employee payroll flyer. (this had been on the table from the past meeting). Tony Izzo will confirm Mayor Johnson’s final approval on the electronic flyer previously discussed and ask for permission for the Board to share it with City employees. City Safety Incentive Program: Marilyn Rivers, at the last board meeting, had requested an update from Tony Izzo on his opinion from the Board of Ethics on behalf of the City Safety Committee regarding the establishment of a City Safety incentive based upon statistical methodology for being safe and accident free for a given time period. Tony Izzo reported that in reviewing, there is case law (legal and ethical) to support this action. There was discussion in the group, and while there is nothing that the board needs to approve, we felt comfortable with the research and appreciated the citations, knowing that this program is acceptable. The gifts would be awarded by the City Safety Committee upon review of each proposed recipients record and the benefit the public has received from the person’s dedicated efforts. The donors (private sector businesses) of the gifts and gift cards would have no input whatsoever as to who receives the gifts. Tony cited a Rockland County local law, but said that while the the City Council doesn’t need to make a law, it should make a resolution to establish the program. The council should find public benefit in recognizing employees who make exceptional contributions to workplace safety. New Business: None. NOTE – did we set a next meeting date?
