City of Saratoga Springs Board of Ethics Minutes July 10, 2014 Meeting commenced at 5PM Present: Justin Hogan, Cathy Masie, Marilyn Rivers, Tony Izzo, Courtney DeLeonardis and Brendan Chudy. The meeting commenced at 5:15PM in the City Hall Music Hall. Discussion: 2014 Ethics Disclosure Forms: The BOE reviewed the status of the 2014 BOE Disclosure Forms. Tony Izzo and Katie Farone indicated that several individuals had yet to submit their forms. Tony Izzo indicated he would follow up. Ethics Code Review and Revision: The group began working on updating the City’s Ethics code. Changes were discussed in the context of the NYS Public Officers Law and NYS Ethics legislation. Cathy Masie asked what the steps were to bring forward the changes to adoption and if the City Council needed to approve the changes. Marilyn Rivers presented the City’s “Red Flag Policy” to the BOR and explained the City’s duty to the public and to employees with regard to confidentiality and appropriately securing the personal data entrusted to the City. Tony Izzo suggested that the members read the policy to better understand the policy and how it related to the City’s Ethics legislation. The BOE agreed. The BOE spent a great deal of time working through and updating the definitions with the City’s Ethics legislation. Discussion also included the definition of “Volunteer” and how the Code of Ethics should treat volunteers that graciously give their time to the City in all facets of City government and throughout the community. The BOE was asked to continue their review of the City’s Code of Ethics and bring their proposed revisions to the next scheduled meeting.
