Saratoga Springs Community Participatory Budget Minutes Date: 4/3/2023 Meeting location: Saratoga Springs City Hall, 474 Broadway Meeting called to order at 5:30 pm Voting Members in Attendance: Mary Estelle Ryckman, Jeff Altamari, Norah Brennan, Tim Holmes, Danielle Lepper Others Attending: Samantha Clemmey, Heather Crocker, Commissioner Minita Sanghvi Voting Members not in Attendance: Devin Dal Pos, Douglas Gerhardt A motion to approve the meeting minutes was made by Norah. Jeff seconded the motion. Motion passed 6-0. Commissioner Minita Sanghvi attended the beginning of the meeting. She provided a brief update to the committee on the funding plans for 2023. The committee then reviewed implementation status of the 2022 projects. Update on Cycle 1 projects: Cycle One Project Comments Dog Park Water Fountain Fountain purchased, meeting with state needed Bike repair services Events in planning stages Expressive Art Program Ongoing classes, summer activities planned Congress Park Ice Skating Weather was too warm, rec dept will purchase supplies for next winter Large Shade Tree in key Talks with DPW locations Musical Celebration in Congress Funded, production summer 2023 Park Pilot garden using native plants Flat Rock Park selected, DPW waiting for info Pilot Curling program completed Community Garden for residents No project lead, no location selected of Jefferson/ Vanderbilt Terrace Update Cycle 2 Proposals: One proposal submitted proposing the city make cross country ski equipment available to residents to rent. Costs are currently undetermined. 2023 schedule: Meetings are scheduled for the first and third Monday, 5:30 pm, as needed. A motion to modify the Cycle 2 submission deadline to July 1, 2023, was made by Jeff. Tim seconded the motion. All in favor. Other Business: Mary Estelle announced that she would step down from the CPB Committee at the end of May 2023. The meeting adjourned at 6:45 pm. It was agreed that a second meeting in April was not needed. The next meeting is May 1, 2023.
