Presentation: Saratoga Springs Fire Department Baseball Team – Chris Stewart from the Saratoga Springs Fire
Department spoke to the Recreation Commission. The Saratoga Fire/Police Baseball Club provides an opportunity to
grow baseball and raise money for charities. Last year, the team provided opportunities for baseball with NYS Police
and the Kingston Police. The community comes out and watches the games. There is no admission fee for the games.
The boot is passed around for people to donate to the causes. The NYS Police game raised $3,000.00 with 120 visitors
in attendance and the other game raised $1,000.00. Chris Stewart is requesting a waiver of fee for the four charity
games. The June 9, 2018-7pm & June 10, 2018-10am games will go to the Round Lake Tragic Fire families. The teams
like to help people in non emergency situations. The Fire Department #343 and the PBA sponsor the team. Their goal is
to have 100% of the boot collection go to the charity. The fee for a night game would be $130.00 and a day game would
be $80.00. Cheryl Smith asked how they marketed. Chris Stewart said that they put the information on Face book,
flyers downtown and give flyers to the Rec. Department. The team gets sponsors for the Umpires, equipment and
supplies.
3. Discussion and Vote: Saratoga Springs Fire Department Baseball League Waiver Request
The motion to approve the request to waive the field fee for the Saratoga Springs Fire Department/Police
Department Baseball team for the four charity games this year as they are City Departments was made by Robert
Manasier and seconded by Cheryl Smith. The request will be reviewed annually. Robert Manasier – Waive, Cheryl
Smith – Waive, Michelle Merola – Waive requested one year and revisit, Derrick Legall - Waive for Charity Games. 4
Ayes 0 Nays 0 Abstains The waiver request will go to the City Council.
Public Comment - There was no public comment.
1. Discussion and Vote: Recreation Commission Minutes – The Recreation Commission reviewed the minutes.
There were no amendments.
2. Discussion and Vote: 2017 Annual Report – The Recreation Commission reviewed the 2017 Annual Report.
John Hirliman added the additional sponsors to the Annual Report. The Recreation Commission discussed the
2017 programs and facilities. DPW provided maintenance to the facilities and was getting Rec. Center capital
projects completed. The Boxing Clinic with the Saratoga Boxing Club was a new clinic. The Fall Field
Hockey program was changed from a Clinic to a League. Zumba was changed from a registered program to a
drop in program. Pickleball and Adult Basketball grew. Ryan Finley came to the soccer clinic and gave a
demo. A second session of Tiny B’ball was added. John Hirliman hopes to have more basketball sponsors next
year. Camp Saradac was able to provide scholarships due to the generosity of the Hawley Foundation, Saratoga
County Children’s Committee, Saratoga Lion’s Club, Saratoga County Youth Bureau, Parker Family, and
Saratoga/Wilton Rotary. John Hirliman reported on the volunteers and facilities. The East Side and West Side
Playgrounds were upgraded. Friends of Recreation donated basketballs, soccer balls and two drink fountains at
the Ice Rink. Stewart’s Holiday Match donated $5,000.00. The motion to accept the 2017 Annual Report
was made by Cheryl Smith and seconded by Michelle Merola. 4 Ayes 0 Nays 0 Abstains The Annual
Report will be presented at the 6/5/18 City Council Meeting.

4. Discussion and Vote: Accept Donation for Camp Scholarships from the Hawley Foundation -
$35,000.00 – The motion to accept the $35,000.00 Hawley Foundation Camp Scholarship
donation was made by Robert Manasier and seconded by Cheryl Smith. 4 Ayes 0 Nays 0 Abstains
The donation will be added to the 6/5/18 City Council Meeting.
5. Discussion and Vote: Capital Projects 2019-2024 – John Hirliman asked for the Recreation Commission’s
input for the upcoming Capital Projects and 6 year program. John Hirliman will be presenting on June 21, 2018
to the Capital Committee. The Recreation Commission Budget workshops will be July, 18, 2018 and July 25,
2018. Veterans Memorial Park Playground is City owned and recommended to be upgraded. John Hirliman
explained that funding will need to be raised. East Side/West Side Renovations and the Great Outdoors project
were discussed. Ice Rink Rehab was discussed. DPW has been working on the chillers. The Recreation Center
Courts will need to be resurfaced. Recreation Center had curb cuts and the emergency exit paths completed.
Derrick Legall recommended shades for the Multipurpose room and game room. The Recreation Commission
discussed, Recreation Center Additional parking, additional Storage, camera systems, North Side Rec.
irrigation, bathrooms, and Way finding signage.
6. Discussion and Vote: Partnership with Library to have kids take skateboard lessons on Aug. 17 & July 24 –
John Hirliman reported that the Saratoga Springs Library would like to pay for Skate Park lessons as an
incentive for their summer reading program. Cheryl Smith liked the idea and Derrick Legall asked why
skateboarding. The participants would need to bring their own gear. The motion to approve Skate Park
lessons for the Saratoga Springs Library participants was made by Michelle Merola and seconded by
Robert Manasier. 4 Ayes 0 Nays 0 Abstains
7. Discussion and Vote: Saratoga Little League Request – Derrick Legall recused himself. The remaining
Recreation Commission members recommended sending the Saratoga Little League request to the
Commissioner of Public Works and the School District for review. John Hirliman explained that Saratoga
Little League would like to pave the area where there is currently gravel and stone dust. The area would only
need to be closed one and half days. The project would be done at no cost to the City or the School District.
8. Discussion and Vote: Saratoga Miss Softball Request – The Saratoga Miss Softball requested to have
temporary fencing at the Veterans Memorial Park softball fields. The organization will put up and take down
the fencing. Currently, Saratoga Wilton Baseball has used temporary fencing for years at East Side Rec. DPW
reviewed and approved their request. Parents are walking through the games while they are going on. The
fencing will cut down on parents walking through the fields during the games. The motion to approve the
Miss Softball temporary fencing request was made by Robert Manasier and seconded by Michelle
Merola. 4 Ayes 0 Nays 0 Abstains
9. Discussion: Safety Committee – The Safety Committee is cutting down the number of members. The
Recreation Commission members requested that the Recreation Department be included on the safety
committee.
10. Discussion: Master Plan Update – Survey- The Master Plan survey has been sent out to random households.
The Department will wait until GreenPlay gets enough returned and then will email out and put on website the
link to the survey. Derrick Legall said that the survey is still too long.
11. Discussion: Update East Side Rec. Batting Cages Approved – John Hirliman reported that the Saratoga City
School District approved the proposal to add two batting cages to East Side Rec. Field.
12. Discussion: General Budget – The Recreation Commission reviewed and discussed the General Budget.
13. Discussion: Directors Report – The Recreation Commission reviewed and discussed the Director’s Report.
14. Discussion: Program Report – The Recreation Commission reviewed and discussed the Program Report.
15. Discussion: Ice Rink Meeting – John Hirliman reported that the he had met with some of the Ice Rink user
groups. They discussed scheduling, upcoming tournaments and events.

16. Announcement: Thank you Saratoga Springs High School and Spa Catholic Give Back Days – Build Flower
bed – The Saratoga Springs High School and Spa Catholic seniors helped DPW build the flower bed in front of
the Rec. Center.
17. Announcement: Skate Park & Spray Pads Open – The Spray Pads are open. The Skate Park is open.
18. Announcement: Skate Park Reopen Celebration – June 8, 2018 4-6pm - The Skate Park will have its Grand
ReOpening on Friday, June 8, 2018. The presentation will begin at 4:00pm.
19. Discussion and Vote: Introduction to Ice – Change from 8 weeks to 6 weeks- The motion to change the
Introduction to Ice program from an 8 week program to a 6 week program was made by Cheryl Smith
and seconded by Michelle Merola. 4 Ayes 0 Nays 0 Abstains The proposal will help with attendance.
20. Discussion and Vote: Veterans Memorial Park Parking Signage – John Hirliman reported that there were a
number of cars parking in front of Veterans Memorial area during events. Lot C was empty. The motion to
recommend additional Veterans Memorial Park parking signage was made by Cheryl Smith and
seconded by Robert Manasier. The signage will be for all three Veterans Memorial Park lots. The Recreation
Commission members asked that this recommendation be sent to the Commissioners of Public Safety and
Public Works. 4 Ayes 0 Nays 0 Abstains
Executive Session: Personnel – The result from the Executive session was John Hirliman is to speak to the person and
warn them not to tell people they cannot use the park or it may result in suspension from facility.
Adjournment - The motion to adjourn at 8:44 pm was made by Cheryl Smith and seconded by Robert Manasier.

2018 - 6:30 pm. at the Saratoga Springs Recreation Center. The upcoming meetings on the last Tuesday of the month
are July 31, 2018, September 25, 2018, October 30, 2018, and November 27, 2018. The Budget workshops will be
Wednesdays, July 18, 2018 and July 25, 2018 6:30pm. The December 11, 2018 6:30pm Recreation Commission
meeting will be held the 2nd Tuesday of the month due to the Holidays.
