Attendance - John Hirliman, Michelle Merola, Amy Smith, Cheryl Smith, John Dowd, and Robert Manasier. Public Comment – There was no public comment. 1. Discussion and Vote: Recreation Commission Minutes – The May 29, 2018 Recreation Commission Minutes were reviewed. The Recreation Commission members did not have any revisions to the May 29, 2018 Minutes. 2. Discussion and Vote: Capital Projects 2019-2024 – The Recreation Commission members discussed the 2019-2024 Capital Projects. John Hirliman recommended to have general descriptions and combine items. Ice Rink rehabilitation included doorways, automatic doors, locker room & shelving, and Vernon boards. Playground and Facilities included field renovations, court resurfacing, automatic locks, replacement fence, park signage, playground initiative for Veterans Memorial Park, and additional a playground structure at Hathorn courts/Waterfront Park. The Recreation Center projects and a new recreation field were discussed. Every 10 years, the Rec. Center gym floor must be resanded and redone. Every year, the floor is resurfaced. John Dowd asked about the rehabilitation of the Veterans Memorial Park buildings and playground. The roof and buildings need work. The Veterans Memorial Park bathroom facilities need to be upgraded. There are only two stalls for the women and one for men. The Concession Stand needs updates. The girl’s bathroom side needs works. John Dowd said the groups who rent Veterans Memorial Park would like a space to store their stuff. The backroom upgrades are needed to run programs at Veterans Memorial Park. John Dowd said he would get a quote in the next month for bathroom upgrades. Amy Smith said the Veterans Memorial Park playground needs work. Amy Smith asked about the playground at East Side Rec. The City installed swings and a playground structure. The Great Outdoors project will be upgrading the East Side Rec. playground. John Hirliman said the Handball court will be taken down and converted into a multisport area. The Tennis and Basketball courts will be redone. A walking trail will be added. The lights will be renovated at the Baseball field. The Saratoga Wilton Baseball had spoken with the School District about having lights at the East Side Rec. Major field. John Hirlman stated that this year the Department is requesting to bond the projects instead of using the Sub Division Recreation Fees. Discussion and Vote: Camp Saradac Scholarships – 3 Non-City Scholarships-$2,665.00 and 4 City Scholarships -$1,446.25. The Recreation Commission members reviewed the scholarship request. Amy Smith stated that the Commission had a request each year. The City previously approved the Scholarship program. There is no requirement that the Department must match the funds. Amy Smith asked if the Hawley foundation funding was less than last year. The Hawley Foundation funding was more than last year. John Dowd asked if the amount was the hard Camp cost or the registration fee. The number the Commission received is the registration fee. John Hirliman explained that there was no additional staffing for the campers. Camp will use existing staff. Camp is on Day 2. The Police and Fire Department were at the Camp on the first day. The 1st group was the oldest group who saw the horse, dog, and cars/trucks. 4. Discussion and Vote: Additional Pro Shop Item – Gloves - $3.00/pair - The Recreation Department would like to sell gloves at the Pro Shop for $3.00 per pair. They are black stretchy gloves for public skating or skating. Cheryl Smith asked why the Department did not order a larger amount of the gloves. John Hirliman explained that the Department looking for a cheaper price. They are currently not in stock. The motion to approve items 1-4 was made by Michelle Merola and seconded by John Dowd. The motion was approved by Voice Vote. 5. Discussion: Master Plan Update – Survey – The Recreation Commission members discussed the Master Plan. Please respond to the survey. In Mid-July, GreenPlay will finalize the inventory, develop capital budget concepts, and have a report back to the project committee by the end of July. GreenPlay is hoping to have a final report by Labor Day. GreenPlay was happy with the turn out of the hard copy survey. 6. Discussion: General Budget – The Recreation Commission members discussed the general budget. Camp Saradac revenue is higher than last year. The Soccer/Rec. fees line is flat. The field fee line is the same as last year. This year, the Ice Rinks are doing better than last year. The program participant numbers are behind last year. Summer Camp revenue budget is going above budget. Summer Camp will be using the labor lines. The Department hired more staff than last year. John Hirliman reported that the Department worked hard to keep the Rec. Center supervision costs lower than last year. John Hirliman reported that the Youth Parking staff will be more than last year. The Personnel rates and fees will be discussed at the upcoming July 18, 2018 Budget workshop. 7. Discussion: Directors & Program Report – John Hirliman gave the Director’s and Program Report. There is more Camp Saradac revenue than last year. Camp Saradac should have 205 registered campers. Summer Clinics are 100 registrations away from last year. The Softball clinic has 1 participant registered. Discussion and Vote: Friends of Recreation Request – The Friends of Recreation organization is requesting to have a fundraising event at Veterans Memorial Park. The Family Fun Day event would include beer/wine and the Friends of Recreation would like to permission to request from the City the use of the park. Friends of Recreation has a local vendor who wants to start a catering business. Friends of Recreation is figuring out how many to limit the event to. Friends of Recreation wants to tie the event into the playgrounds and raise awareness. There will be a September 9, 2018 Golf Event. Friends of Recreation just wanted to ask. John Dowd said the bazaar that Spa Catholic would run would have alcohol. He said there is no hurt in asking. Cheryl Smith said you may get push back from having alcohol at the Park. Robert Manasier stated that it may be too close to the school. The Palio Event at Congress Park was approved to have alcohol. There is no parking at North Side or Waterfront. Congress Park allows alcohol. The Recreation Commission said to ask. The City may say no and Friends of Recreation may opt out. The Recreation Commission is requesting to go through the proper channels to ask for the Friends of Recreation to have alcohol at a Charity event at Veterans Memorial Park. The motion was made by Michelle Merola and seconded by Robert Manasier. The motion was approved by voice vote. The Friends of Recreation wanted to have a swing set that is handicap/wheel chair accessible. They would like to spend $5,000.00. Upcoming Budget Workshops - The 2019 Personnel Rates, fees and revenue will be discussed on July 18, 2018 and the 2019 General budget will be discussed on July 25, 2018. Adjournment - The motion to adjourn was made by Amy Smith at 7:22 pm and seconded by John Dowd. The motion was approved by voice vote. The Next Recreation Commission Meeting will be at the Saratoga Springs Recreation Center on Tuesday, July 31, 2018 - 6:30 pm. The Budget workshops will be Wednesdays, July 18, 2018 and July 25, 2018 - 6:30pm. The upcoming meetings on the last Tuesday of the month are September 25, 2018, October 30, 2018, and November 27, 2018. The December 11, 2018 - 6:30pm Recreation Commission meeting will be held the 2nd Tuesday of the month due to the Holidays.
