Presentation – Saratoga Wilton Baseball – Chris Mills from the Saratoga Wilton Baseball League presented to the Recreation Commission the organization’s plans to put lights on the East Side Rec. Major diamond. This will be a $150,000 donation to the Saratoga City School District. The School District is working with the Saratoga Wilton Baseball League through the process. This project will be going to the Saratoga City School District’s Property Committee before going to the NYS Education Department. This is separate from the Great Outdoors project. With the merger, financially the organization with some fundraising will be able to make the donation of lights on the Major league field to the School District. This is a big capital project and the neighbors will be notified. There will be a public meeting to address any concerns. The blue dots on the field are 5 60’ light poles. There is a second option of only using 4 light poles. The 5 light poles will allow for exit lighting and bull pen coverage. The LED lights can be directed where the light shines only on the field. MUSCO lighting system can be controlled by the electronically. There is a minimum ft candle of light that is needed for the players to see the ball. Chris Mills was told that within 10’-15’ from the field there is zero light. The cost to maintain is minimal. The lights last 50 years and the poles last longer. The poles are in 5 sections of metal. The initial section is attached to a concrete base. There will be rules in place for the usage of lights. Saratoga Wilton Baseball League plans to use the light during April/May, September/October and for tournaments. The 6:30pm game will need the light to be finished between 8pm- 9pm. The organization does not plan to run the lights to 11pm. This will increase usage by 1 game or 2 practices a night. The 8-12 year olds will be using the Major Field. Saratoga Wilton Baseball League will need NYS Education Department approval. This is a huge investment. Clifton Park and Niskayuna fields have lights. Amy Smith asked “How many houses will be affected?” Chris Mills reported that there are 4-5 houses near that field along the property line. There will be a public meeting to address any concerns regarding lighting and noise. Cheryl Smith stated that the light will not shine on the property but the neighbors will be able to see the lights. From a noise standard, Chris Mills explained that the games will be 6:30-8:30pm. Chris Mills explained that the next School property committee meeting will be September. If approved, the lights will be installed in 2019. The organization is not planning on raising the prices to the kids. John Hirliman explained that when the bull pen was moved at Veterans Memorial Park, it was going to cost $10,000.00 to move the lights. The operational expenses will be discussed. The East Side Rec. Baseball field, tennis and basketball courts will be on the same system. The details will still need to work out as the organization works through the process. Amy Smith asked about insurance to the City and the School District. The project will have to be approved and the installer will need to have insurance. Chris Mills said this project may cost more but it will be done the right way. The motion to have the Saratoga Wilton Baseball League Light Project go to the School District Property Committee was made by John Dowd and seconded by Robert Manasier. The motion was approved by voice vote. 1. Discussion and Vote: Recreation Commission Minutes – The Recreation Commission minutes for the June 26, 2018 meeting was on the website agenda. 2. Discussion: Master Plan Update – Survey- John Hirliman notified that the Survey results will be back the week of August 6, 2018. John Hirliman requested to have a conference call with GreenPlay and LA Group to report on their Survey results on August 14, 2018. The first draft of the report will be submitted in September. The proposal is expected to be presented to the Commission and the City Council in November. 3. Discussion and Vote: 2019 Budget – The Recreation Commission members discussed the 2019 budget. There will be a special meeting on Tuesday, August 14, 2018 at 6:30pm to submit the budget. There is an increase in minimum wage. There are fee increases to offset expenses. Some of the registered program fees were going up $5.00-$35.00. The Youth Parking and Ice Rink session fees are increasing $1 per person or ticket. At the July 25, 2018 budget workshop, it is discussed that the Ice Rink rental and field game hourly rates will be increasing by $5.00/hour. The youth field practice fee will remain at no charge. The $5/hour game rate increase will increase the field fees budget by over $12,000.00. The rates will be reviewed at the upcoming meeting. The proposed revenue increase was approximately $78,000.00. Discussion: General Budget – The Recreation Commission members discussed the general budget reports. John Hirliman reported that the Camp Saradac expense budget is tight. The indoor rain date activity to The Fun Spot was more than the outdoor trip. The Camp Saradac revenue has increased from last year. The Summer Clinic revenue is increasing. 5. Discussion: Directors Report – John Hirliman gave his report to the Commission. Camp Saradac has been having a hard time with all the rain. Tomorrow’s Great Escape trip is being moved to Thursday. The trip to East Side Rec. had to go to the NYS Museum. An additional bus was reserved. The Director has been working on the 2019 budget. The Recreation Department portion of the budget was submitted to the Recreation Commission. The Recreation Center gymnasium will be closed from August 20, 2018-September 16, 2018. Commissioner Scirocco came to the Recreation Center reviewed the proposals and agreed that the floor had to be sanded down and resurfaced. The floor will be relined. There will be 9 pickleball courts, 4 volleyball courts, 6 basketball courts and two walking lanes. The cost is $41,615.00. Amy Smith confirmed that Camp Saradac will not be at the Recreation Center during the resurfacing. John Hirliman explained that camp Saradac will end on Friday and the resurfacing will start on Monday. Adjournment - The motion to adjourn at 7:26pm was made by Michelle Merola and seconded by Cheryl Smith. The motion was approved by voice vote. The Next Meeting will be at the Saratoga Springs Recreation Center on Tuesday, August 14, 2018 at 6:30pm. The upcoming meetings on the last Tuesday of the month are Tuesday, September 25, 2018, October 30, 2018, and November 27, 2018. The December 11, 2018 6:30pm Recreation Commission meeting will be held the 2nd Tuesday of the month due to the Holidays.
