John Hirliman and Lisa Shields Amy Smith called the Recreation Commission meeting to order at 6:34pm. Public Comment Discussion and Vote: Minutes – The motion to approve the Recreation Commission the minutes as submitted was made by Michelle Merola and seconded by Robert Manasier. The motion was approved by voice vote. Discussion and Vote: Recreation Department fees – The Recreation Commission reviewed the Recreation Department fees in July during the budget process. The Camp season rates will increase by $15.00. The weekly fees remained the same. Field User fees went up $2.00 per hour. John Hirliman explained after taking out the supplies, dirt, etc. The amount that was left for staff is $11.35/hour during the season. This revenue would not cover mowing, dragging, etc. John Hirliman explained that the revenue charged does not cover the costs to maintain. Robert Manasier said no speedy dry should be used on the East Side Little League fields. Amy Smith said the City could not get a grounds crew for $11.35/hour. The Recreation Commission discussed that Wilton charges more for fields. The Recreation Commission discussed field options. John Hirliman recommended changing the Recreation Center fees back to the 2018 rates as City Hall was here. The Recreation Commission wanted to keep the $3.00/hour increase. This will go into effect in July 2019. The Recreation Commission discussed the rental rates of other communities, i.e. YMCA $60.00 per 1.5 hours and Wilton $70.00 per hour. Robert Manasier said that the Department had to work on closing the gap. The Ice Rink rental for Weibel and Vernon will increase in July 2019 by $5.00 per hour. The Ice Rink drop in program in 2018 went down to the Child/Senior rates except for Open Public Non-City Adult. The drop in programs will be going up $1.00 except for Open Public Non-City Adult. John Hirliman asked not to increase the basketball program’s fees for 2019. The Recreation Commission discussed and will be increasing the fee. The fees will go to the City Council in December 2018. The motion to approve the 2019 Recreation Department fees was made by Michelle Merola and seconded by Robert Manasier. They are recovering the data. The information should be available for the next Recreation Commission meeting but may have to move back the final presentation to the New Year. Amy Smith asked if there will be an additional financial impact for the delay. John Hirliman said no. Discussion: Great Outdoors Project John Hirliman reported that the Stakeholder’s meeting was on November 14, 2018 at the Rec. Center. The recommendations will be going to the School’s Property Committee. Amy Smith was concerned about the silver playground at the West Side Recreation Complex. The School was not upgrading the playground. Amy Smith thought there was money in the project. Cheryl Smith did not want the slide taken away. The School and the Stakeholders discussed the upgrades to the East Side and West Side Recreation Complexes. Discussion: Playground Initiative Update The City will not be doing the Recreation Center 2-5 year old playground or the Geyser Crest Courts playground at this time. The Commission wants to focus on Veterans Memorial Park. Over $200,000.00 in donations will need to be raised. John Hirliman is speaking to the Friends of Recreation, Grande Park, Daily Foundation and Stewarts. A video was shown to the Recreation Commission regarding a concept for park of the Veterans Memorial Park project. The Recreation Commission wants something different from the other parks. The 2019 Budget will be discussed on November 28, 2018. Deputy Mayor Lisa Shields reported that most of the Capital money will be going to the City Hall Renovations. Discussion: Basketball Program – The Recreation Commission discussed the 2018-2019 Basketball programs. The parents are right on the court. It is tight. Amy Smith recommended having a score timer/flip charts for parents to see how much time is left and score. The Recreation Commission discussed an incident at one of the basketball games. Discussion: General Budget – The Recreation Commission reviewed the general budget reports. John Hirliman reported that there will be a revenue loss at the Recreation Center. The information will be presented to the insurance company. John Hirliman submitted a preliminary report of the Recreation Center loss. Amy Smith asked if the insurance covered the lost wages of the employees. Amy Smith explained that it would have been a rider to cover the employees. Michelle Merola asked John Hirliman to check on the insurance limit. Cheryl Smith agreed that it would nice to know. Discussion: Program Report – The soccer and basketball numbers were down this year. Boxing is improving. Fall Volleyball was at 16. Adjournment - The motion to adjourn the Recreation Commission was made by Cheryl Smith and seconded by John Dowd. The motion was approved by voice vote. The next meeting will be on Tuesday, December 11, 2018, 2018, 6:30 pm. at the Recreation Center. Please note this is the 2nd Tuesday instead of the last due to the Holidays.
