The Recreation Commission will be meeting on the last Tuesday of the month on October 2019 at the Recreation Center, 15 Vanderbilt Avenue, Saratoga Springs, NY 12866. Other meeting dates are November 19, 2019 and December 10, 2019. Attendance – Michelle Merola, Amy Smith and Robert Manasier John Hirliman Public Comment - There was no public comment. The Recreation Commission members in attendance received the June 25, 2019 minutes. The Recreation Commission members in attendance discussed the 2020 budget information submitted. Minimum wage will increase from $11.10 to $11.80 per hour. The Director cut front desk hours. Amy Smith asked why the Department was cutting back the front desk hours. The Director explained that with the new Recreation software, he was expecting more registration online. DPW Staff will be in the building nights and weekends. The Personnel rates were discussed. In the 2020 budget, the Department is requesting a PT Program Coordinator to help out nights and weekends at $14.00/hour. The Department is requesting to increase the Education line to attend NYS Recreation Conference, increase marketing, postage, and mailing out post cards. The Department is requesting to decrease the amount of dirt for the field in 2020. The Director went through the 2020 recommended fees. The Director explained that the Ice Rink has City and Non-City rates while some of the programs have three tiered pricing. The Director explained that the Department was looking at having all fees be a two tier (City and Non-City) pricing in order to have more consistent pricing. Michelle Merola said the two tier pricing sounded fine. The Payroll in Softball and Tennis is down with the YMCA and Saratoga Miss Softball partnerships. The budget is due August 14, 2019 to the Finance Department. The Director had a concern about the budget gap in Camp. Michelle Merola did not want to cut back on the field trips. The Director explained that there is a new WSI. If the Department does not have a WSI on staff, the Campers can only go into the water Chest level. The Director stated that the Master Plan recommendations were not included in the 2020 Budget proposal. Robert Manasier is working on the Master Plan. DPW requested staffing to maintain and staff facilities. The Recreation Commission members appreciated DPW increasing maintenance. The School District Great Outdoor program will begin in the Fall 2019 thru November 2019 at West Side Rec. and April 2020 thru October 2020 at East Side Rec. GreenPlay will be coming to Saratoga Springs to present to the City Council on August 6, 2019. Anyone who would like to attend, GreenPlay will be available between 3:30pm-4pm prior to the Meeting at the Recreation Center. Michelle Merola, Amy Smith and Robert Manasier are available to 2020 Budget discussion 4:30-5:30pm if needed. The Recreation Commission reviewed the General Budget, and Program Reports. Camp Saradac is really hot inside the building. The Camp is sharing the space with another Theatre camp. Amy Smith asked when City Hall will be returning. The Director mentioned December 31, 2019 for phase I.
