Excused: Robert Manasier. Public Comment – No one attended from the Public. No questions were submitted to the Director. John Hirliman announced that Derrick Legall was reappointed. He said at this time if anyone wanted to put their hat in the ring, please nominate for Chair and Vice Chair. 1. Discussion and Vote: Election – Vice and Chair – Tabled to the Next meeting. 2. Discussion: Reopening Facilities and Programs – The Recreation Commission discussed the reopening plan for the programs and facilities. The City allowed the Department to operate registered programs such as Fall Soccer, Indoor Volleyball, Field Hockey, Pickleball League, and Baseball, and Tiny T’ball. The Department should be able to do drop in Pickleball, and Racquetball by November 1, 2020, no adult basketball, nor Open Gym. Rentals can begin for clinics, soccer, and trainings. The State does not allow basketball/volleyball games. Alphonse Lambert said the Department will have to run basketball differently. The Department will find out more after Thanksgiving. Alphonse Lambert said DAGS have the kids bring their own equipment and one child per basket. There have been no changes since July 6, 2020. The proposals were submitted to Risk and Safety and Public Safety Task force for review. Section II Winter Sports will not start until 11/30/2020 or 1/4/2021. Section II cancelled Fall Sports. Some schools have Cross Country and Golf. Alphonse Lambert said there was concern about bringing the winter sports back. There will be no locker rooms. Referee & visiting teams must come dressed, parents must be signed up with COVID test. Referees will need to hand held whistles. There will be no concession and No admissions. Don’t know if it’s off the ground. John Hirliman said that Wilton Jr. NBA had been cancelled. Alphonse Lambert said that CYO had been cancelled. There is demand. Amy Smith asked if John Hirliman knew about the YMCA. John Hirliman said the YMCA is running classes but he did not know about the Leagues. Amy Smith asked how long can we wait. John Hirliman said the Department would need a month in advance. Amy Smith and Alphonse Lambert don’t see basketball league happening right now. There is a demand for programs. The basketball program numbers will be reduced. Alphonse Lambert and Amy Smith said the West Side Basketball courts were full of people playing basketball. Amy Smith said her son was playing basketball at the West Side courts. He wanted her to ask about Indoor Basketball this winter. John Hirliman recommended that the Department wait it out and see if the sports open up. There could be a shorter basketball season and run basketball clinics instead of the league. Also, the Department could run the program every night and Sundays to spread the participants out. Field Hockey had 20 participants and 21 on the waiting list. Derrick Legall said the School had 75 girls for Field Hockey. The Recreation Center field was a quarter of the size of a regulation field. John Hirliman will be submitting to the Recreation Commission 3. Announcement: Skate Park Design Public Meeting - October 21, 2020 6:30pm - The Skate Park Design Public Meeting will be held on Wednesday, October 21, 2020 – 6:30pm. 4. Discussion: Recreation Master Plan – No Updates. 5. Discussion: School Capital & Great Outdoors Projects – East Side Recreation Complex will be done in a few weeks. There were still punch list items so it will be closed for the rest of the season. East Side Rec. basketball hoop backboards are going to be changed to rectangles. The Commission asked if the school going to update the West Side backboards as well. John Hirliman said not at this time. The School contract will be extended so that can be requested next year. 6. Discussion: General Budget – The Recreation Commission reviewed the budget. 7. Discussion: Directors Report – The Director’s report was submitted. 8. Discussion: Program Report – The Program report was submitted. Executive Session: 2021 Budget – The Executive Session began at 7:03pm to discuss the 2021 Budget Personnel and Part-time staff status. Adjournment – The motion to adjourn was Saratoga Springs Recreation Commission meeting was adjourned at 7:20 pm. The next Recreation Commission meeting will be Tuesday, October 27, 2020 at 6:30 PM. The next public meeting will be Wednesday, October 21, 2020 at 6:30pm at the City Council Chambers, 474 Broadway.
