Minutes The Saratoga Springs Recreation Commission meeting was called to order at 6:31 pm by Derrick Legall. Attendance – Derrick Legall, Amy Smith, John Dowd, Cheryl Smith, Michelle Merola, and Alphonse Lambert. John Hirlman. Happy Birthday to Derrick Legall and Amy Smith. Public Comment – There was no public comment. 1. Discussion and Vote: Recreation Commission Meeting Minutes – The Recreation Commission meeting minutes were included with the website agenda. 2. Discussion: 2021 Budget – The Recreation Commission discussed the 2021 budget. The comp. budget would have no DPW working evenings or weekends. The requested subsidy was less than the Comp subsidy. The Program expenses and revenues will be submitted to Finance. Michelle Merola asked if the School Agreement was back in. It currently is not but it sounded like the School was going to extend. At the next Recreation Commission meeting, the Commission will discuss the 2021 fees. Camp Saradac full program discount has been cut. There will be a weekly fee. The Recreation Department went through the budget line by line. The Department did not want to out price the programs. 3. Discussion: Reopening Facilities and Programs – The Recreation Commission discussed the reopening of the Recreation Facilities and Programs. John Hirliman met with Marilyn Rivers, John Catone and Aaron Dyer regarding reopening the Recreation Facilities and programs. There will be zero spectators allowed at the Recreation Center. Everyone will wear masks participants and visitors. There will be 25 per court in the gym. After November 16, 2020, the participants will be going into the Recreation Center using the Parking lot side entrance and exiting using the appropriate gym doors into the parking lot. Right now following the NYS High School sports model as the State has not changed since 7/6/2020. The basketball program will run in two sessions. One beginning 11/30/2020-12/20/2020 and the second session starting in January. The first session will be instructional with no games/scrimmages. The participants registering in the first session should get priority for the second session. Discussion: School Capital & Great Outdoors Projects – The Recreation Commission discussed the School Capital and Great Outdoors projects. The School District will be having an Opening Ceremony for the East Side Rec. on Friday, October 30, 2020. 6. Discussion: General Budget – The Recreation Commission discussed the 2020 budget. 7. Discussion: Directors Report – The Director gave his report. 8. Discussion: Program Report – The Recreation Commission reviewed the Program Report. Executive Session: Personnel – Tabled.
