Public Comment - Due to circumstances, the public comment section was unable to be entertained. Public comments will be accepted via email john.hirilman@saratoga-springs.org for the meetings while social distancing is required. No public comments were received. 5. Field Usage Priority The Recreation Commission members discussed the field usage priority. The priority is School, City, Recreational, and then Travel Teams. There will be a travel tournament and School function the weekend of 5/8/2021. The Varsity games will be included within the tournament schedule. Robert Manasier, Michelle Merola and Cheryl Smith stated that the Schools are a priority. Practices will need to be moved. The Department will work with Miss Softball as the School Practices will be from 3-5pm and games are at 6pm. If the group messes up the lines, they will fix the lines. Spa Catholic will work between the teams. The School District’s season is shorter this year. DPW is at the Ice Rink and do the ice in between groups. They cannot be on the ice, on the fields or at the Rec. Center at the same time. Alphonse Lambert stated that the fields are in rough shape by the batter’s box. Adults are hitting soft toss on the fence. An email will go out to the groups about reminding that there is no soft toss on the fences. 1. Discussion and Vote: Minutes - The motion to approve the minutes was made by Michelle Merola and seconded by Amy Smith. (All Ayes). 2. Discussion and Vote: Budget Amendment – The motion to approve the budget amendment was made by Amy Smith and seconded by Alphonse Lambert. (All ayes). 3. Discussion and Vote: Rules – The motion to approve the Outdoor Court rules was made by Robert Manasier and seconded by Derrick Legall. (All Ayes) Discussion: The Recreation Commission discussed the outdoor court rules. The Recreation Commission discussed the pickleball rules. There was a group of Pickleball players who worked with the Director on the rules. Cheryl Smith said vague is good but embarrassed by the large number of rules. Announcement: Ice Rink User Meeting Moved to May – The Ice Rink user group meeting will not be held on April 27. It has been moved. The Department is waiting on additional CDC rules, new boards, and more information. 5. Discussion: Field Usage Priority – Discussed at the beginning of the meeting. 6. Discussion: Camp Saradac and cancelation Veterans Memorial Park – The Recreation Commission discussed Camp Saradac. The Veterans Memorial Park Camp had been cancelled due to low enrollment and discussed the East Side Rec. ½ day Camp Program. The Recreation Commission recommended waiting to cancel the East Side Rec. program to see if additional participants would register. The numbers for the ½ day programs were low. The Recreation Commission gave the Director the ability to cancel if needed as Michelle Merola stated most people have made Summer plans. Derrick Legall recommended waiting until the end of Registration 5/10/2021 to make the final cancelation. The staff will notify the East Side Rec. program participants of the low numbers and that the final decision will be made in May. 7. Discussion: Recreation Center Tournaments & Rentals – The Director met with John Catone, Marilyn Rivers, DPW and Aaron Dyer. The Task force was on board. There was a different stage between basketball and volleyball tournaments. The discussion was 4 courts no spectators and 2 courts limited spectators. The 1st Basketball Tournament begins 5/15/2021 weekend. There are two groups who would like the same tournament weekend. The first basketball group would have the weekend of 6/5 & 6/6. With COVID, the volleyball tournament that would normally run in February/March had to be rescheduled to June. The recommendation was that the group that had the weekend, keeps the weekend. Cheryl Smith agreed with the recommendation that the group that was originally scheduled for the weekend should keep it. Amy Smith trusts the Director to make the decision. Derrick Legall leaned towards the group who had the original date. DPW is on board with working the tournaments. 8. Discussion: Budget Meetings – The 2022 Capital Committee budget meetings were included on the agenda. 9. Discussion: General Budget – The MUNIS reports were included on the agenda. The Ice Rink rentals hours were down 247 hours. The Director will monitor the situation with Spring time rentals up. Camp Saradac numbers had to be limited. The Director will be cutting expenses to offset revenue. 10. Discussion: Directors Report – The Director gave his report. 11. Discussion: Program Report – The Community Pass Program Statistic reports for Springs 2021, Summer 2021 and Camp Saradac 2021 were included on the agenda. Add: Racquetball World/PickleballGalaxy.com Donation: The motion to accept 10 Pickleball court signs was made Michelle Merola and seconded by Alphonse Lambert. (All Ayes pending School Facility Committee approval). Discussion: The Director showed the Recreation Commission the sample of the 1 of the 10 East Side Rec. Pickleball signs that PickleballGalaxy.com wanted to donate. The Director was waiting for more information before bringing the wind screen for East Side Rec. to the Commission. Derrick Legall recommended that the signs and wind screen go to the School Facility Committee for approval prior to any approvals.
