1. Discussion and Vote: Minutes – Tabled
2. Welcome Recreation Commission Member – The Recreation Commission members introduced each other
to the newest member Adrianna Britt-Gaeta. She was appointed to the Recreation Commission by Mayor
Kelly 11/1/2021-9/15/2028.
3. Discussion and Vote: Appointment Assistant Administrative Director Recreation
The motion to appoint Lisa Morahan to the Assistant Administrative Director – Recreation position
grade 14 Step 1 was made by Amy Smith and seconded by Derrick Legall. Discussion: The Recreation
Commission welcomed Lisa Morahan. She began November 17, 2021. Ayes – All.
4. Discussion and Vote: 2022 Recreation Commission Calendar –The motion to approve the 2022
Recreation Commission Calendar was made by Amy Smith and seconded by Derrick Legall.
Discussion: The Recreation Commission meetings will be held at the Recreation Center at the last Tuesday
of the Month except December and August. There will be no meeting in August unless there is a budget vote
needed. The December meeting will be the 2nd Tuesday of the Month due to the Holidays. Ayes – All.
5. Discussion and Vote: Recreation Center Agreement – The motion recommend the 2022-2023
Recreation Center Facility Agreement to the City Council was made by Derrick Legall and Amy Smith.
Discussion: The changes are 2022 Fees and the payment section. The agreement will go to Risk and Safety
and the City Attorney for review and approval by the City Council. Ayes – All.
6. Discussion and Vote: Waiver Request – The motion to approve the waiver of ice time was made by
Robert Manasier and seconded by Derrick Legall. Discussion: Christopher Stewart, Saratoga Springs
Fire Department submitted a request for a fee waiver for all associated fees with usage of the Weibel Ice Rink
and fees associated with ice time. The waiver of these fees would allow them to donate 100% of all monetary
donations from the game to the Franklin Community Center to better support their efforts.
On November 20th the Saratoga Springs Firefighters were playing against the Saratoga Springs Police in our
annual charity hockey game. The hockey game was being played to benefit the Franklin Community Center
in their toy collection efforts for children within Saratoga Springs this Christmas season. Ayes - All

7. Discussion and Vote: Introduction to Ice Olympic Promotion – Motion Tabled.
Discussion: In the spirit of the Olympic games, the Recreation Department is looking to do a promotion for
the kids in the Introduction to Ice Skating program. This promotion would allow, if max participated, 200
participants to color an Olympic page and return it to the Ice Rink. Upon receipt of the picture the
Introduction to Ice participant would receive a pass for Open Public or Family Skate, value ranges from $4-
$5. The Recreation Commission wanted to have skate rentals included. Amy Smith asked about opening the
event up to the general public. Michelle Merola thought it was a good idea and it would bring more people to
the ice rink. The Recreation Commission discussed limiting it to the first 50 submissions. The motion was
tabled to the next meeting.
8. Announcement: Naming of the Recreation Center – December 16, 2021 – The Naming of the
Recreation Center event was discussed. Derrick Legall asked if the event could be later in the day. The
signage was discussed.
9. Discussion: Resting fields – The Recreation Commission discussed the resting of the fields. The concern
that the Commission did not know what the plan was for what was going to be done to the field during the
rest. The Commission members were concerned the fields would be rested and potentially nothing done. The
Commission asked if the Fertilization dates had been scheduled. They requested to have rain dates built into
the schedule in advance. Amy Smith stated that the Commission was discussing baseball and softball fields
but what about plans for the other fields. John Dowd said the concept was great. There needs to be a plan for
maintenance. Derrick Legall asked what does DPW mean by resting? Are they going to rotate fields and
what are they going to do? The Recreation Commission members would like to sit down with DPW to
discuss. The Recreation Commission discussed the fields and options. John Dowd had some ideas for what
the Recreation Commission needs were.
10. Discussion: 2022 Budget – The Administrative Director – Recreation, John Hirliman, reported that what
the Department asked for the Department received in needed funding.
11. Discussion: General Budget - The Recreation Commission discussed the Recreation Department
finances including Fields, Ice Rinks, Recreation Center, and Programs. The Administrative Director –
Recreation, John Hirliman, reported that Indoor Recreation Center Revenue exceeded budget. The revenue
will be reported like in 2020 without period 13 revenues. The revenue was submitted and applied to the
month it was received.
12. Discussion: Directors Report – The Administrative Director-Recreation, John Hirliman, gave his report.
Veterans Memorial Park Playground Project: Friends of Rec, the Mayor, and the Director presented the plan
to the businesses at Grande Industrial Park on November 4th. There were 5 local businesses in attendance. He
would continue to work with FOR to identify potential sponsors. The goal was to begin construction in 2022.
The Director was working with IT to see if the City could have a GO Fund Link on the City’s Website to raise
$50-$75K for the Skate bowl. The project was slowing progressing and there was still hope that construction
could begin in the Summer of 2022. The Department of Public Works was reviewing the proposal from
Artisan Skate Parks to determine how to best support the project. The proposal minus the bowl is about
$265k.

13. Discussion: Program Report - The Administrative Director-Recreation, John Hirliman, gave his report.
The Department was having a difficult time getting coaches. Teams were without coaches. The basketball
numbers were discussed and suggestions to help the program.
The Mask Policy was discussed. The Department was handing masks out at the facilities to
participants/spectators who did not bring them. Derrick Legall asked that the tournament/rental groups bring
their own. Robert Manasier asked if DOH (Department of Health) could offset PPE costs.
Adjournment – The motion to adjourn was made by Amy Smith and seconded by Derrick Legall at 8:11pm.
