The Recreation Commission Meeting was called to order by Amy Smith.
Public Comment – There was no public comment.
1. Discussion and Vote: Minutes – The motion to approve the 10/26/2021 and 11/30/2021 Meeting Minutes was
made by Robert Manasier and seconded by Alphonse Lambert. Ayes - All
2. Discussion and Vote: 2022 Scholarship Program & Volunteers - The motion to approve the Recreation
Department Scholarship Program & allowing volunteer coaches participant play for free was made by Robert
Manasier and seconded by Alphonse Lambert.
Discussion: The Saratoga Springs Recreation Department was requesting approval of the 2022 Scholarship Program.
The Department would like to add back in giving scholarships to volunteer coaches’ players. The child plays for free.
Spring Soccer Value $3,655.00 (1,828 budgeted)
Fall Soccer Value $3.655.00 (1,828 budgeted)
Basketball Value $9,850.00 (4,925 budgeted)
Total $17,160 ($8,581 budgeted)
The Department updated the table for the 2022 Scholarship program. The Reduced Lunch program and HUD
information were used to develop the scholarship funding levels. Ayes - All
3. Discussion and Vote: 2022 Part Time/Seasonal & Independent Contractor Rates - The motion to approve the
2022 Part Time/Seasonal & Independent Contractor Rates was made by Robert Manasier and seconded by
Alphonse Lambert. Discussion: The Recreation Department was recommending 2022 Saratoga Springs Recreation
Department Part-time & Seasonal Hourly Rates and Independent Contractor Game Rates - effective 2022-01-29. These
rates were developed and discussed during the budget process. The Department was utilizing a range as we are having
difficulty in getting employees. This would allow the Director the ability to compete with the local competition.

4. Discussion and Vote: Introduction to Ice Olympic Promotion – value $1,000-$2,000 – The motion to approve
the Introduction to Ice Olympic Promotion was made by Alphonse Lambert and seconded by Michelle Merola.
Discussion: In the spirit of the Olympic games, the Recreation Department was looking to do a promotion for the kids in
the Introduction to Ice Skating program. This promotion would allow the approximately 200 participants to color
an Olympic page and return it to the Ice Rink. Upon receipt of the picture, the Introduction to Ice participant would
receive a pass for Open Public or Family Skate, value ranges from $4-$5. If all 200 participate, the max. value would be
$ 2,000.00. This pass would include skate rentals ($5) if skater needed. This would hopefully increase attendance
during Open Public and Family Skate.
Participants who participated would have their art work displayed at the ice rink and received one pass for Open Public
or Family Skate, the value ranges from $4 to $5 & if needed skate rentals an additional $5.
The Department was recommending issuing a minimum of 100 passes (max. value. $1,000.00) and that the Intro to Ice
Program Participants had a priority. Intro to Ice Participants would be given a deadline where any submission will be
received, i.e. 3 weeks. After the deadline, any remaining tickets, i.e. 30 received so the 70 tickets would be open to
everyone until they were issued. By deadline, if more than 100 Intro to Ice participants participate everyone would be
given a pass for the submission up to the number registered in the program and would not be open to the public.

Discussion and Vote: Approval of Introduction to Ice Promotion (18-055)
John Hirliman stated they are looking to have the kids do some artwork in the spirit of the Olympics. If a child does
some artwork to be put up around the ice rink, they will be provided a pass for open public skate. The maximum amount
the passes would equate to is $900.
Mayor Kelly moved and Commissioner Franck seconded to approve the promotion of introduction to ice skating
program.

6. Discussion and Vote: Addendum #1 Pillar Designs LLC – The motion to approve the Addendum #1 Pillar
Designs LLC was made by Robert Manasier and seconded by Michelle Meorla. Discussion: The term of services
provided in the agreement shall be extended to December 31, 2022. Ayes - All
7. Discussion and Vote: Annual Reports – The motion to approve the Annual Reports was made by Robert
Manasier and seconded by Alphonse Lambert.
Discussion: The Recreation Commission was given the 2019 and 2020 Annual Reports. The Administrative
Director-Recreation gave the report. The Recreation Commission thanked the Department for its work.

8. Announcement: Naming of the Recreation Center – Wednesday, December 29, 2021 - 5pm
The dedication for the Naming of the Recreation Center was scheduled for Wednesday, December 29, 2021 at 5pm.

9. Discussion: Mask Requirement Update -
The Administrative Director-Recreation reported the status of the Mask requirement.
Governor Kathy Hochul announced masks will be required to be worn in all indoor public places unless businesses or
venues implement a vaccine requirement, effective Monday, December 13, 2021.
The City Council had adopted a resolution that requires all employees and visitors who are fully vaccinated, partially
vaccinated, and unvaccinated to wear a face mask when entering City buildings, facilities and/or indoor events
sponsored by the City. For the Recreation Facility only, the resolution further provided the following:
"Facemasks are to be worn appropriately (over the nose and mouth) at all times while indoors at the Recreation
Facility unless players are unable to tolerate a face covering for physical activity (e.g. practicing, playing); provided,
however, that coached, trainers, and other individuals who are not directly engaged in physical actively are required to
wear a face covering. Upon leaving the activity area for any reason, the facemask must again be appropriately worn."
Out of precaution the Recreation Facilities will no longer allow this exception for players. All players must adhere
to the Governor's mask mandate and wear a mask at all times including while playing.

Alphonse Lambert and John Dowd reported that they appreciated the work the staff was doing as the public was
wearing masks at the Recreation Center. They mentioned they were not when they were at Gavin Park.
10. Discussion: General Budget – The Recreation Commission discussed the General budget. The MUNIS
reports were on the agenda.
11. Discussion: Program Report – The Winter/Fall Statistics reports were on the agenda. The Administrative
Director-Recreation gave the report.
12. Discussion and Vote: Electronic Office Products Inc Renewal – The motion to approve the Electronic Office
Products Inc Renewal maintenance agreements was made by Robert Manasier and seconded by Alphonse
Lambert.
Discussion: The Electronic Office Products Inc was requesting an increase in pricing for the December 15, 2021-
December 15, 2022 Renewal of Existing Maintenance Agreement for the Recreation Center Copier. The monthly per
copy charge would be increased from .0060 B&W to .0072 and from .04 Color to .05. The Copier was purchased 2014

13. Discussion and Vote: Volleyball Poles Purchase - $4,158 – The motion to approve the Volleyball Poles
purchase was made by Robert Manasier and seconded by Michelle Merola.
Discussion: The Saratoga Springs Recreation Center Volleyball poles needed to be replaced. One volleyball pole set
was starting to bend and the one pole cannot be tightened. The volleyball poles are being purchased from BSN and the
cost is $4,158.00. Stewarts funding will purchase the majority of both sets of poles. The balance is within the budget.

14. Discussion and Vote: Fitness Room - $4,400 – The motion to approve the Fitness Room purchases up to
$4,400.00 was made by John Dowd and seconded by Alphonse Lambert.
Discussion: Stewarts Holiday Match donated funding to utilize. Ayes - All
Adjournment – The motion to adjourn was made by Robert Manasier and seconded by Michelle Merola. The Next
Meeting will be Tuesday, January 25, 2022 at 6:30pm at the Saratoga Springs Recreation Center, 15 Vanderbilt Avenue, Saratoga
