Johnson Recreation Center Minutes The Saratoga Springs Recreation Commission meeting was called to order at by Derrick Legall, chair at 6:35pm. Attendance –Derrick Legall, Amy Smith, Alphonse Lambert, Robert Manasier, John Dowd, Adrianna Britt-Gaeta John Hirliman, Lisa Morahan, Peg Ruben, Barbara Lombardo, Cheryl Johnson, Maureen Crowley, Sally DeForest, Margot Tonhn, Annie Krasnicki Public Comment - Peg Ruben, Barbara Lombardo, Cheryl Johnson, Maureen Crowley, Sally DeForest, Margot Tonhn, & Annie Krasnicki spoke to the Recreation Commission requesting the Tennis Courts not be lined with Pickleball Lines. Annie Krasnicki said the pickleball lines on the tennis courts make playing confusing. The lines overlap. The East Side Tennis courts are used for High School and College play. It is nice to see the facilities and especially kids learning the game. There were three tennis courts converted into 10 pickleball courts. Sally DeForest reported it’s nice to have the courts available in the area. Peg Ruben advocated to have the courts remain tennis courts and said right now the courts are not as busy. As it gets warmer, there would be more tennis players using the courts. Barbara Lombardo stated we (tennis players) play on all three courts. There were young adults playing. She mentioned there were 10 lighted pickleball courts and three lighted tennis courts. She explained how the tennis players cannot play tennis on the 10 pickleball courts. The school did a great job. It’s hard to play on the School courts due to surfacing and could not play during the day when school was in session. It was explained that pickleball players could then use the tennis courts even if there was space available on the pickleball courts. The tennis players could not use the pickleball courts. Cheryl Johnson appreciated the good communication from the Director. She appreciated the support. The pickleball lines are next to the tennis lines. They were difficult to play on. Derrick Legall asked would it be helpful to have a reservation system. It may be difficult to enforce. Adrianna Britt-Gaeta explained as a Division 2 athlete, she played on fields and courts with multiple lines. It was explained that tennis was a much smaller ball. There was 50-65 waitlist for the pickleball programs. The Commission was looking for ways to get the participants to play. There would be portable lines down for the next few weeks until the league was finished. Ironically, the pickleball players did not like playing on the tennis courts. Barbara Lombardo mentioned instead of adding additional lines to the Tennis courts recommended converting a court over at Veterans Memorial Park to pickleball. There would be both Tennis courts and pickleball courts. Alphonse Lambert mentioned looking converting one of the Geyser Crest Basketball courts to pickleball to increase usage. Sally DeForest asked if the City had reached out to other towns. There are other towns with courts. Pickleball turnover was half hour to forty minutes a game where tennis games are longer. 4. Discussion and Vote: Reconsider Lining the Tennis Courts with Pickleball Lines – The motion to keep the three East Side Tennis Courts for Tennis was made by Amy Smith and seconded by Robert Manasier. Discussion: The Recreation Department was recommending against lining the City Tennis Courts with Pickleball Lines. This would cut down on the line confusion. This would help beginners to the sports. (Ayes-All) Alphonse Lambert brought up the North Side Recreation field. The Recreation Commission discussed the Willard J. Grande Memorial Field field use. Alphonse Lambert brought up Daniels Road and Denton road fields. 1. Discussion and Vote: Minutes – The April 26, 2022 Minutes were approved. 2. Discussion and Vote: Recreation Department Part Time Personnel – The motion to approve the list of the Recreation Department part time/seasonal personnel submitted to Civil Service was made by Alphonse Lambert and seconded by Robert Manasier. (Ayes-All) 3. Discussion and Vote: Recreation Department Purchases – The motion to approve the Recreation Department purchases submitted to the Recreation Commission was made by Amy Smith and seconded by Alphonse Lambert. Discussion: The Recreation Department needed $2,597.33 in Camp Supplies, $600.00 in additional Camp Shirts, $1,000.00 in medical supplies, 2 basketball hoops for $596.00 and $900.00 in staff training. The Recreation Department was requesting approval for Camp Staff training 2 Waterfront Lifeguard Skills training @ $450.00 each. Discussion and Vote: Authorization for Running Program Sponsor –The motion to authorize the Saratoga Springs Running Booster Club to sponsor the City’s running program was made by Alphonse Lambert and seconded by John Dowd. Discussion: The Saratoga Springs Running Booster Club would like to make an annual donation of shirts and program supplies to our co-sponsored Summer Running program. The Department was requesting authorization to allow the Booster Club to solicit for and/or purchase shirts and supplies with the intent to donate them to the City's running program each year. These annual donations will be subject to the approval and acceptance of the Recreation Commission and City Council. (Ayes-All) 6. Discussion and Vote: Co-Sponsored Program – The motion to approve the Co-sponsored Yoga program was made by Amy Smith and seconded by Derrick Legall. Discussion: The Recreation Department was asking the Recreation Commission to Co-sponsor the City’s Yoga Program and for the Recreation Commission to approve the Co-Sponsor Yoga agreement with Alithia Rodriguez-Rolon. Yoga classes provide multiple benefits, including improving strength, flexibility, and balance. It had also been known to ease arthritis symptoms and provide relaxation and peace of mind. The Department would like to start with an Introduction to Yoga - Beginners Series which is a 3 week class 2 days/week - dates July 18-August 3 & August 8 - August 24 Times Monday and Wednesday 7:00-8:00am. The cost was $90.00/$110.00 (Prorated current fitness rate) with the drop in rate at $18.00/$20.00. (Ayes – All) 7. Discussion and Vote: Capital Projects Amendment – The motion to amend the Capital budget in the amount of $140,100.08 was made by Derrick Legall and seconded by Robert Manasier. Discussion: The Recreation Department was requesting to obtain subdivision Recreation fees in the amount of $70,000.00 and On Deck had committed a total of $ 70,100.08. The Department was requesting Artisan Sourcewell Construction Contract be approved. The Contracted Construction Services Lump Sum will be $405,100.08 with an additional $140,100.08 needed. The Recreation Department was recommending Ice Rink Rehabilitation, Veterans Memorial Park Playground, Bike Park, and the Recreation Facility projects. The Recreation Commission tabled the vote on the Artisan Sourcewell Construction contract. The Recreation Commission discussed the issues at the Skate Park. Public Safety would be increasing patrols. The Recreation Commission was concerned about the damage to the skate park. Alphonse Lambert concerned skateboarders were being disrespectful. He thought the park was a great outlet but there was a concern about what was going on. Amy Smith concerned that there was no one there to report it and wanted the vandalism curtailed. John Dowd suggested security either through the school, public safety or fill the gaps if needed. Derrick Legall recommended a neighborhood watch. Robert Manasier asked if the resource allocation to the project was worth it. The Director reported the frustration of the graffiti and people were going crazy. John Dowd wanted a presence at the Skate Park and wanted a commitment of four times a day. Discussion: Floor Refinishing – The Recreation Department received back the request for quote for the Recreation Center floor refinishing. Forth Sports Floors submitted a proposal for $9,300.00. The floor refinishing quote information would go to DPW. Forth Sport Floors Inc. Total Square Feet 22,620 Lump Sum Total $9,300 and Artistic Wood Floor Total Square Feet 22,000 Lump Sum Total $9,890 on the submitted quotes. 9. Discussion: Tournaments – There were tournaments that were cancelled. Saratoga Spark canceled the tournament for this weekend. Eric Medved should be hosting a tournament for June 11 & 12, 2022. There would be a pickleball tournament for Sunday, June 18, 2022. 10. Discussion: Pickleball Courts – The Recreation Commission discussed the Pickelball courts. 11. Discussion: Skate Park – On Wednesday, May 25, 2022, the Recreation Department (John Hirliman & Lisa Morahan) joined the Saratoga School District, Public Works, and Public Safety Committee representatives to discuss the issues of vandalism that occurred over the past few months. It was decided by the group to host a public forum the beginning of June at the Skate Park for the departments to also attend, and seeking public input how to curb the problems. Having a volunteer day was discussed. The Recreation Department met on May 31, 2022 with OnDeck Saratoga @ 2pm to discuss. The current Skate Park rules were submitted to the Recreation Commission. There was a request to expand the Skate Park to include wheeled users (scooters/bikes) not just skateboarders. There would be a free Skate Park Jam on June 25, 2022 4:30-8:30pm. 12. Discussion: Camp Saradac – The Orientation for Camp Saradac would begin on Tuesday, June 21, 2022. Camp at East Side and the Recreation Center would begin on Monday, June 27, 2022 – August 19, 2022. The Camp was having difficulty getting waterfront lifeguards. The Department wanted to send two staff to be trained. The Camp was scheduled to go to Peerless pool - 7/6, 8/12 and to Moreau Lake State Park 7/1, 7/15, 7/29, 8/5. 13. Discussion: Waterfront – The Department received a request for a playground at the Waterfront. The Department was looking at programming at the Waterfront Park. Discussion: Bike Park – On May 18, 2022, the Recreation Department (John Hirliman & Lisa Morahan) met with Deputy Comm. of Public Works, Joe O'Neill, and Anna LaLoe of Shredders (along with members of her Club/Board) to do a site visit of a potential location for the pump park off of West Ave (Station Lane). The Recreation Department was reaching out to DPW with a summary of the site visit and opinion. The location was a challenge, not to mention quite small for the size and scope of the ideal pump park. A further communication would be going to Public Safety to update observations made and proposed a meeting to discuss the location to remain on the potential location list for the park. There was a Bike Park in Greenfield. They were having difficulty with parking for the location. It was popular. 15. Discussion: East Side Rec. Field House – The Assistant Director was looking for funding and furnishings. The Friends of Recreation funding would be used for East Side Rec. furnishings. 16. Discussion: Friends of Recreation – Saratoga Springs Friends of Recreation had donated supplies to fundraise at the Soccer league. They had raised $126.00 so far at the fields. The Director met with the Friends of Recreation regarding donation for Program supplies, equipment & furnishings. The Friends of Recreation would like to be recognized for their donation. The Friends of Recreation were looking at a Friends of Recreation room so they could donate items to it each year. 17. Discussion: General Budget – The MUNIS April 2022, and Yearend Period 13, 2022-2019 (January- April) Reports were discussed. 18. Discussion: Director’s Report – The Director gave his report. The Recreation Commission discussed capital projects. John Dowd asked about the status of the Veterans Memorial Park building. 19. Discussion: Program Report – The Springs 2022, Summer 2022, East Side Rec & Recreation Center Camp Saradac Community Pass Program Statistics reports were discussed.
