Discussion and Vote: Recreation Department Purchases The motion to approve the Recreation Department Purchases was made by Adrianna Britt-Gaeta and seconded by Derrick Legall. Discussion: The Recreation Department would be purchasing $ 2,800.00 for Soccer Jersey, $492.00 for Coaches t-shirts to Walton’s Sports Shop and a Gaga Pit $2,049.00 to S&S for Camp Saradac totaling $5,449.00. Discussion and Vote: Recreation Department Personnel The motion to approve the Recreation Department Part Time Personnel list was made by Adrianna Britt-Gaeta and seconded by Derrick Legall. Discussion: The Department hired Elisabeth Bates, Alicia Staigar and Andrea Carroll. Ayes – All 4. Discussion and Vote: Accept the Saratoga Springs Friends of Recreation Fund of The Community Foundation for the Greater Capital Region donation $14,643.00 The motion to accept the Saratoga Springs Friends of Recreation Fund of The Community Foundation for the Greater Capital Region donation in the amount of $14,643.00 paid for by the Adirondack Trust Company was made by Alphonse Lambert and seconded by Derrick Legall. Discussion: The Recreation Department was requesting to accept the Saratoga Springs Friends of Recreation Fund of The Community Foundation for the Greater Capital Region donation in the amount of $14,643.00 for the Vernon Arena Scoreboard paid by Adirondack Trust Company. The Adirondack Trust Company donated the original scoreboards in 1993 (Weibel) & 1996 (Vernon) and the Weibel Replacement in 2017. The scoreboard dedication will be in September during the Can/Am games and installed in the Summer. Ayes - All 5. The motion to award the Printed T-shirts quote Spring-Fall 2023 to Walton’s Sport Shop, Inc. was made by Derrick Legall and seconded by Michelle Merola. Discussion: The Recreation Department was requesting the award the Printed T-Shirts Spring – Fall 2023 quote to Walton’s Sport shop. Michelle Merola asked if the company had been awarded last year. The company did the Basketball jerseys/t-shirts. Discussion and Vote: 2023 Camp Saradac Programs/Field Trips and Agreements The motion to approve the 2023 Camp Saradac Programs/Field Trips and agreements was made by Alphonse Lambert and seconded by Michelle Merola. Discussion: The Recreation Department was requesting approval of the 2023 Programs and Field Trips and their agreements submitted to the Recreation Commission. The vendors and field trips list included but not limited to the Painted Pony, Mr. Ding-a-ling, Kingpin Bowling, Wilton Wildlife, West Side Rec., East Side Rec, Ice Rink, Saratoga County Fair, Sky Zone, Uncharted Wild, and others that were within the budget. Ayes - All 8. Discussion: Rental fee Recommendation for School in 2024 – During the day prior to 2pm, the Scott T. Johnson Recreation Center lag rate would be used. The school had charged an hourly rate by permit. The Division Street School charged $62.11/hour on Saturdays, $59.37/hour on Sundays, and Maple Avenue $63.00/per hour on Saturdays, and the Main gyms $47.00 x 2 per hour. The School District was looking, due to the renovations, to utilize the Scott T. Johnson Recreation Center gym November - March 8am-2:15pm, 1Junior High court and maybe the racquetball court. The Department would still have pickleball (6 courts) during this time Monday-Friday. This request would not conflict with the Waldorf School. The racquetball court would be charged at the current rate. 9. Discussion: Capital Projects – The Capital Projects for 2023 were Playground equipment, Ice Rink Security equipment, and Bike Park project. a. Discussion: Skate Park – The Skate Park project should be starting this Spring. The Recreation Commission discussed the status of the current Skate Park ramps. The ramps purchased in 2006. The bowl would be removed and drainage was good. John Hirliman explained that the City could find another spot for the ramps, like Geyser Crest, Veterans Memorial Park, Weibel Avenue, etc., the ramps could be stored off site while being researched, or could be auctioned. Michelle Merola asked if the City could get good money for the ramps. Adrianna Britt-Gaeta asked if a ramp would be left for a beginner area. The Recreation Commission discussed auctioning off the ramps. b. Discussion: Waterfront Playgrounds – DPW had a plan for the Waterfront Playground. The Recreation Commission received information regarding the Waterfront Playground from John Hirliman. The Commission’s feedback was needed. The concept cost $150,000. Michelle Merola wanted to see if the company could add a zip line. The zip line at the West Side Rec. was enjoyed. Derrick Legall liked the playground but did not like Shen Green. Derrick Legall recommended royal blue. DPW charged for Weddings and events at the Waterfront Park. c. Discussion: Veterans Memorial Park - Playground Equipment & Building The Veterans Memorial Park Playground Purchase requisition had gone to City Hall. DPW recommended feedback for the Veterans Memorial Park building. The purchase order was sent to City Council. The ADA evaluation was attached to the contract with rankings. The custom sign offs were reviewed. The final products were reviewed. DPW requested feedback for the Veterans Memorial Park building renovation project. The Recreation Commission were looking on how the walking trail was going to be reconfigured. Alphonse Lambert asked if the building was going to be similar to the East Side Rec. field house and would there be an ability to rent out the meeting room. Adrianna Britt-Gaeta thought the building was nice. Alphonse Lambert said the field house would be too far from the baseball field. Discussion: Recreation Center Play Area & Bankshot Court/Basketball Courts – DPW was recommending expanding the Scott T. Johnson Play area and install a Bank Short Court/Basketball Court. The Recreation Commission loved the concept but was concerned about vandalism of the baskets unless all the areas were enclosed and monitored. The Commission did not see the product in a public space. DPW wanted to expand the playground with swings. John Hirliman appreciated DPW’s effort. The neighbors wanted outdoor basketball courts to replace the ones previously on the site. Originally, the City was waiting for the renovation of the parking lot. Alphonse Lambert said that outdoor basketball court would be good. It would give families an opportunity to play outside while camp was here. Adrianna Britt-Gaeta asked if the court would include adjustable hoops. Alphonse Lambert and Adrianna Britt-Gaeta said that Gavin Park had adjustable basketball hoops and roller hockey on the tennis courts. Derrick Legall really liked the idea and ability to utilize the space for multiple sports. John Hirliman reported that he would like to have the court up by summer for Camp Saradac. 11. Discussion: Camp Saradac & Franklin Community Center – The Franklin Community Center wanted the Department and Commission to know about their program and Project Lift. Colleen Potter spoke of the challenges the applicants were facing. Project Lift needed more time to obtain the paperwork. Some applicants were homeless and dealing with a multitude of issues. The Recreation Department was requesting to give the Franklin Community Center the ability to be the applicant’s verification. The Department would no longer chase their tax forms as many do not file prior to registration. Franklin Community Center would be their verification. The Department was looking at new form to make if more easier to follow. Working with the Franklin Community Center, this helped kids in the City. The organization paid the camper’s portion. According to Franklin Community Center, some of the families did not trust the government and they struggle with the required paperwork. John Hirliman explained that Camp Saradac accepted scholarships on a first come, first served basis. The Recreation Commission would allow the Franklin Community Center to receive spots in Camp Saradac and provide paperwork afterwards. Franklin Community Center meets a community need. Camp Saradac sold out within 15 minutes and had 54 on the wait list. The City Council had left $30,000.00 for assignment to utilize for payroll. The number of campers had been reduced from 150-170 to 96. Derrick Legall asked if staff continued to be an issue. The two locations stretched the staff too thin. The Department wanted happy families. If too many campers were registered, the camp would not be enjoyable. Adrianna Britt-Gaeta said it sounded like signing kids up for swimming at the YMCA. Ayes - All 12. Discussion: General Budget – MUNIS 2022 Period 13 report would close out on 2/28/2023. The Recreation Commission would receive the report at the March 28, 2023 Meeting. Discussion: The MUNIS reports dated 2/24/2023 stated that January 2023 revenue received was $ 206,374.19. MUNIS reported that expenses were $305,636.71 and a balance of $2,184,208.95. Currently, there were $46,369.76 encumbered expenses. The Period 13 2022 revenue received was $ 1,274,820.41 YTD which is over $75,270.70 over budget. MUNIS reported that $2,258,514.59 with encumbrances of $35,590.09 and a balance of $408,702.94. The City had not received the $70,100.08 in Skate Park donations at the time of this report. They had met their goal. They would be coming to the City. Discussion: Director’s Report John Hirliman explained that basketball ended 2/11 along with Tiny Basketball second session. There was increase in middle school enrollment. Coaches would need to be more accountable. John Hirliman was recommending having the scorekeepers on payroll. Alphonse Lambert said if there was an issue the referee needed to shut the game down. The signs were up. The coaches were inciting the parents. The parents then defended the coaches. Adrianna Britt-Gaeta said rules had to be implemented and it was a lot. Derrick Legall said he had to walk a person out after being tossed from the game. There was recommendation of having the coaches referee the first few weeks.
