The Saratoga Springs Recreation Commission Meeting was called to order at 6:38pm by Amy Smith.

1. Discussion and Vote: Approval of Minutes
The motion to approve the 2/27/2024 Minutes was made by Robert Manasier and seconded by Derrick
Legall. Discussion: The Recreation Commission approved the 02/27/2024 Minutes.

2. Discussion and Vote: Approval of Recreation Department Part Time Personnel
The motion to approve the Recreation Department revised part time personnel list submitted to Civil
Service was made by Derrick Legall and seconded by Michelle Merola. Discussion: The Recreation
Commission reviewed the list of part-time/seasonal personnel. The Recreation Commission discussed the
two Camp Directors, one for Camp Saradac and the other for the Multisport Camp. The Recreation
Commission agreed to increase employee number 2867 Assistant Director rate from starting rate of
$17.00/hour submitted to $19.00/hour. The employee had been a Camp Saradac counselor for years.

The motion to Recreation Department Purchases was made by Robert Manasier and seconded by Michelle
Merola. Discussion: The Recreation Department would be purchasing up to $3,277.37 for Darling Donoughnuts,

4. Discussion and Vote: Approval of 2024 Camp Saradac & Multisport Trips and Programs
The motion to approve the 2024 Camp Saradac & Multisport Trips and Programs was made by Robert Manasier
and seconded by Derrick Legall. Discussion: The Recreation Department was requesting approval of the 2024 Camp
Field Trips and Programs. The trips and programs will be purchased out of account number A3567154 54500 Programs and Bus
Trips which has a 2024 adopted budget of $31,000.00. The pool trips will be out of account number A3567154 54350 Pool which
has a 2024 adopted budget of $1,875.00. The Equipment and Vehicle Rental account number is A3567154 54530 with a budget
of $16,567.00 and Gas and Oil account number is A3567154 54520 with a budget of $5,228.00. The items with the Deposit
would be paid in advance for the trips or program. The Recreation Commission discussed the programs/trips estimated costs.
There was a new trip to Saratoga Corinth & Hudson Railway, and program, Darling Donuts. The Program Coordinator decided to
go Kingpins instead of Strike Zone. The Department had two five year passes to the State Park that were purchased last year.
The Department tried to have something every day. The Multisport Camp was going to the Clifton Park players Park, Peerless
Pool, Prospect Mountain, Ice rink. The Sky zone – Clifton Park charged flat fee so there was no additional charges for the
Multisport camp. Amy Smith asked if the Department would add spots. John Hirliman was concerned about the quality of the
Camp if the Department added to many campers. He wanted the campers to have a good experience.

The motion to approve the 2024 State of New York Department of Health
Renewal Application for a Permit to Operate Camp Saradac and Multisport

This is an annual request. The Department would be working with Saratoga County
Department of Health this year. The personnel, background check and Camp Safety
plan with the annual permit would be submitted 60 days prior to Camp opening.

The motion to approve the Youth Service Project Minor Contract with County of Saratoga was made

10. Discussion and Vote: Authorization for the Mayor to sign It’s Climb Time Agreement $850.00
The motion to approve the It’s Climb Time Agreement $850.00 was made by Amy Smith and seconded
by Michelle Merola. Discussion: The Recreation Commission approved the It’s Climb Time LLC $850.00
agreement to go to the City Council for Mayor’s signature.

11. Discussion and Vote: Authorization for the Mayor to sign NYS Parks Permit for the Running
Program
The motion to approve the NYS Parks Permit for the Running Program was made by Robert Manasier and
seconded by Derrick Legall. Discussion: The Recreation Commission approved the New York Parks,
Recreation and Historic Preservation Saratoga Spa State Park 2024 Special event/Activity Permit Application
to go to the City Council for Mayor’s signature. The Recreation Department operates our running program each
year throughout the Summer at no charge to the City. The City provides insurance to the State Park each
year. It’s Free.

12. Discussion and Vote: Authorize the Mayor to sign the Pitney Meadows Community Farm Facilities
Use Agreement for the Running Program
The motion to approve the Pitney Meadows Community Farm Facilities Use Agreement for the Running
Program was made by Amy Smith and seconded by Derrick Legall. Discussion:
The Recreation Commission approved the Pitney Meadows Community Farm Facilities Use Agreement to go
to the City Council for Mayor’s signature. The Recreation Department operates our running program each
year throughout the Summer at no charge. The Pitney Meadows Community Farm confirmed that the
Recreation Department could utilize the farm again this year Mondays – Saturdays 8:30am-10:30am for the
Boys Running ages 10-18 and Tuesdays and Thursdays 8:30-9:30am for families with children ages 4-9
ending 8/24/2024. There is no charge for the use of the facility running the same program at the same place.

13. Discussion and Vote: Approve to apply for the USTA Growing Tennis Together Grant
The motion to approve to apply for the USTA Growing Tennis Together Grant was made by Derrick Legall
and seconded by Robert Manasier. Discussion: The Program Director would be apply for a $1,600.00
grant from the USTA for Tennis Supplies and staffing. The Spring, Summer and Fall Red ball Tennis
programs had been extremely popular. (Ayes – All)
14. Announcement: Spring Exhibition, 2024-03-30, 10am, at the Saratoga Springs Ice Rink on
Weibel Avenue Discussion: The Saratoga Springs Recreation Department would be
having the Aloha Spring Exhibition on Saturday, March 30, 2024 beginning at 10:00
am at the Saratoga Springs Ice Rink on Weibel Avenue. Skaters who were not in the
Fundamentals or Introduction to Ice program would also participate in the exhibition
for $10/$12. The mother made skits to all the skaters. Those that choose would not
have to wear a helmet. The program had been successful.
John Hirliman announced that as of today, LT. Jenna Hilton request to use the Scott
T. Johnson Recreation Center, this Friday 3/29/24, 12-2pm, for the Easter Bunny
event. This event was moved from Congress Park. The event cannot go to Congress
Park with the snow. It’s the 4th anniversary of the event. The national guard would
be at the event along with Police and Fire Departments. Amy Smith thought that was
awesome.
15. Discussion: Bocce Update – Discussion: The Veterans Memorial Park project was looking into having two
Bocce Courts. The City allocated $13,000.00 for the court. The Southwest Association received a total of 18
email responses from individuals and families expressing an interest in playing bocce at the bocce ball courts
if the courts end up being constructed at the Veterans Memorial Park. Many who responded with very
enthusiastic support. As best as John Hirliman could determine these 18 emails represented the responses of
at least 30 people. Amy Smith played bocce. It was like shuffleboard and had a wooden design. The
Recreation Commission discussed that the $2 million cost was a lot for one field.
16. Discussion: Free Employee Drop-In Benefit – Discussion: The Benefit was under review
through HR. Amy Smith asked what the hold up was. HR was discussing with the City Attorney on the
implementation of the free employee drop in benefit. The Recreation Commission discussed the potential
loss of revenue but concluded that employees would bring additional paying participants.
17. Discussion: Capital Projects - Discussion: The next six years the Recreation Department was looking
into property for expanding programming, redeveloping the Veterans Memorial park, playgrounds, onsite
AED with Call, West Side Pavilion, increase storage at the facilities, digital signage, court resurfacing,
HVAC unit, roofs, parking, and building upgrades. There was nothing new with Veterans Memorial Park
until the plan was finished.

1. Discussion: Veterans Memorial Park Playground & Field House MP
Discussion: The Recreation Commission discussed the project.
2. Discussion: Ice Rink - Discussion: The Recreation Commission
discussed the Security system project. The City met with Skidmore regarding the 10
year plan. Skidmore wanted to pay the lump sum up front. Skidmore was looking to
amend the contract. Amy Smith asked about the 3 year capital portion. The
Recreation Commission discussed the $187,00 light project, and $97.000 project.
There had been skyrocketing projects. The Projects included renovating the lobby.
The City would go out and get pricing to move on the project. Skidmore built the
locker room. There was $300,000.00 capital project. The Wellness Center spacing
was tough. It’s a good deal but don’t increase the footprint. NEXUS center was
amazing partnership town and facility. The partnership with the school could work.
3. Discussion: Bike Park
Discussion: ARC was working with the City regarding the phase 1 of the Bike Park
project. The appraisal was the longest it had been taking. The appraisal see how
much to have more space. The property would be near the ice rink. If the contact
was amended to a Design/Build, it would take off $65,000.00 for other vendor. If
goes well the project would start in the fall.
4. Discussion: Scott T. Johnson Recreation Center
Discussion: The Recreation Commission discussed the parking project, PA System
upgrade and fixed Multipurpose Room window. John Hirliman met with the
Commissioner regarding parking lot. The company came back with 16 additional
spots, originally had 45 spots. The Scott T Johnson Recreation Center needed the
parking only can get that small number of spots. The Subdivision Recreation fees
went towards Civic spaces. There was $150,000 to upgrade the facility and the
parking area. The Storage Unit engineers did not submit. The only submission was
from Synthesis for $55,000.00. The Recreation Commission thought it was too
expensive for a shed.

5. Discussion: Station Lane
Discussion: The Recreation Commission discussed the Station Lane project. The
$20,000.00 funding would be coming through the City. The area would be behind
the post office. There would be a design ready and done, reserve funding access.
The City would pay LA Group as a designated engineer. This would be for
playground, walking path, fields, trails and additional amenities.
18. Discussion: General Budget
Discussion: According to the MUNIS general budget reports, Recreation used 16% of the expense budget
($93,379.92 in February), and had raised 27.6% by February 2024 ($320,957.85 in February). The Department
increased $417,279.31 expenditures 18% from 2022 but save 9.6% $283,101.74. The Department in 2023 increased
revenue by 5.5% ($81,376.31) over the budget. This was 23% ($295,551.15) higher than in 2022
($1.27M vs $1.57M).

19. Discussion: Director’s Report
Discussion: The Assistant Administrative Director Recreation went to the monthly Safety Committee meeting. She
heard a presentation from NYMIR regarding trainings for staff.
20. Discussion: Program Report
Discussion: The Recreation Commission received the Community Pass Statistics reports for Camp Saradac &
Multisport Camp, Spring, Summer, and Winter 2023/2024 reports. As of 3/26/2024, Camp Saradac had 1,350
participant weeks, with 445 on the waitlist generating $171,870.00, Multisport Camp had 137 participants with 2 on
wait list generating $20,905.00, Spring 2024 had 876 participants with 29 on the waitlist generating $51,942.80,
Summer 2024 had 62 participants generating $3,620.00, and Winter 2023/2024 had 1,091 participants generating
$70,676.50. Spring Soccer was trying to hit 500. The Grade 5-7 increased to 10 teams. The Department was seeing
a lot of kids come back. The Department just opened up for summer registration and need one more participant for
Multisport.
