Discussion and Vote: Authorization for the Mayor to sign the Tennis Co-sponsor agreement with Saratoga Regional YMCA The motion to Authorization for the Mayor to sign the Tennis Co-sponsor agreement with Saratoga Regional YMCA was made by Adrianna Britt-Gaeta and seconded by Derrick Legall. Discussion: The Recreation Department was requesting approval of the Tennis Co-sponsor agreement with the Saratoga Regional YMCA again this year. The City would receive revenue in account A046 42051 Rec Prog Clinic fees. The Department was looking to have a 50/50 revenue split of the Summer Tennis Camp revenue less City expenses with the Saratoga Region YMCA. This agreement would go to the City Council for approval on 5/7/2024. The Recreation Commission recommended that the agreement next year would be for extended years. The next co-sponsor agreement would be for Baseball with Saratoga American Legion Stampede. (Ayes – All) Motion carries unanimously. 6. Discussion and Vote: Authorization for the Mayor to sign School Transportation Rental Agreement The motion to Authorization for the Mayor to sign School Transportation Rental Agreement was made by Alphonse Lambert and seconded by Derrick Legall. Discussion: The Recreation Department was requesting authorization for the Mayor to sign the Saratoga Springs City School District Transportation Rental Agreement. This was an agreement for Camp Saradac and Multisport Camps. The equipment vehicle rental budget account # was A3567154 54530 had an adopted budget of $16,567.00. The 2024/2023 rate was $50.00 /bus/day (2022 rate $40.00/bus/day). The annual camp gas and oil budget account # was A3567154 54520 had an adopted budget of $5,228.00. The Multisport Camp Program and Bus Trips account # was A3567374 54500 has a budget of $1,850.00. The 2024 rate was $2.26/mile (2023 $2.34/mile) (2022 $2.37/mile). The School District would hire the bus drivers. The City would pay the School District $32.16 (2023 $32.65/hour) (2022 $ 32.09/hour), plus allowances, etc. The school transportation so many different rates billed for trips depending on where the drivers were coming according to Adrianna Britt-Gaeta. The City was charged from the bus garage to Scott T Johnson Recreation Center where Camp would go and back. The budget had been fairly close. Alphonse Lambert asked did the City had to sign off. The City received the bills much quicker now. Amy Smith asked did the City have to pay at end. John Hirliman explained that last year there were three monthly bills. The rates did not change significantly. The rates stayed the same for rental and went down for mileage and staff/benefits. This was great of camp. There should be a savings with these rates. Discussion: Capital Projects Discussion: The next 6 years the Recreation Department was looking into property for expanding programming, redeveloping the Veterans Memorial park, playgrounds, onsite AED with Call, West Side Pavilion, increase storage at the facilities, digit signage, court resurfacing, HVAC unit, roofs, parking, and building upgrades. The 6year plan was discussed. The City budgets for the first year and years 2-6 were estimated costs for the projects. The Recreation would rank the projects for the Mayor’s Office Capital Committee presentations in June/July. The Capital Committee would rank all City projects and the Mayor would bring the recommendation to the Council over the Summer. In October, the Finance Commissioner would generally include the recommendations in the Comprehensive Budget. Depending on Funding, not all projects would make in. Any projects fully funded by Bond or Subdivision Rec fees/grants/donations – if donated got accepted due to no impact on tax. Subdivision Recreation fees was $285,972, as of the end of 2023. The generic funds were used for Line Irrigation for $25.000. If the City’s priorities changed, the City would not have to go to bond council for playground and facility items. Amy Smith asked if the submission included pictures to show why the Department needed the funding. We can create budget lines. The HVAC unit was in 2025 and the Storage Unit was 2024. These are projects are needed. The projects that did not get funding were pushed out as a Fire Truck was needed for $2M. The City’s ranked projects between $7-$10M generally would make the Capital budget. Derrick Legall asked if the items could go back into the 6 year plan. If did not get the pavilion that year, would move the project to the following year. The next year, the DAM was the number one project and spread out over multiple years. Adrianna Britt-Gaeta asked which dam. John Hirliman responded with the one on Loughberry Lake that needed to be repaired and upgraded. The West Side water projects and sewer projects did not go against the Capital fund. The Water/Sewer was self funded. 1. Discussion: Veterans Memorial Park Playground & Field House MP Discussion: The Recreation Commission discussed the project. The Veterans Memorial Park Plan needed funding. The property funding overlay was discussed. The donor wanted to flip the baseball field. The Gazebo sitting in the middle of the park to watch a game was discussed. The Extension plan included a playground pavilion to have birthday parties. With the boom of tennis, the request was to keep the 4 tennis courts instead of taking 2 for pickleball courts. The 8 pickleball courts were recommended along with the 4 tennis courts and one basketball court. The two bocce courts were recommended to be in the same area but there was concern about the stone dust. The project increased by $400,000.00. The walking trail location was discussed. Timeline included starting this fall would be the field house. The plan was to include turf for baseball. Saratoga Miss Softball does not want to lose the Spring season. After getting the finalized plan, then announce to the public and have public hearings. DPW would need public support as the project would not be fully funded. Derrick Legall asked about naming the donor. Discussion: Ice Rink Discussion: The Recreation Commission discussed the Security system project. The $310,000.00 in Ice Rink went thru. DPW was setting up services for Skidmore Projects. Public Safety and DPW would take care of utilizing the funding. The Mayor was supporting for the 3rd ice rink. With the need, the Mayor was supportive of the project. There could be additional City Programming and community run programming, Figure Skating, Girls Programming and Hockey. The City did not want to deny kids access to skating. The rink would cost $15/$20M. Schenectady County was looking at a 2nd rink, Union was planning on a $45M Ice Rink next to Casino, and talked about moving to larger rink. If going to do build a 3rd rink, the City would want to be complete before the other rinks. 3. Discussion: Bike Park Discussion: ARC was working with the City regarding the phase 1 of the Bike Park project. The parcel behind the Ice Rink was discussed for the location. There would be three phases: Velosolutions Pump Track, 2nd Phase Bicycle playground, including painting color on the asphalt and 3rd phase Shipping Container Hub storage then platform would bring back down and around. There was funding of $400,000.00 and DPW worked on a $400,000 grant. The Velosolutions section would be $400,000 + $260,000 and $367.000 to be over a $1M for entire project. Amy Smith mentioned that shredders said that the organization could come up with the funding. Currently, nothing had been signed and looking to construct in 2025. If the Bike Park went in at the Ice Rink, it would impact the ice rink location. Amy Smith was concerned that the Bike Park was so far out of the City and did not have Bus access. Lisa Morahan mentioned that the Station Park had been looked at previously. Parking would become an issue. The Park would be looking at 20 participants on average and 30-50 unless big event. Attendance would be similar to a baseball game. Derrick Legall asked could this project impact 3rd ice rink. There were areas that are not buildable. The Recreation Commission property but the appraisal that the City could pay would be less than the asking price. Amy Smith was concerned general public getting to the location. The group participant currently would drive to all the other areas including the State Park, and Florida. The Shredders program participants would drive. The user group would use the Park the most. Amy Smith wanted the under served people to utilize the Park. The area was hidden and not lighted. The area was far away. Derrick Legall mentioned that the kids can’t get their. The Shredders organization wanted the Bike Park project done. Adrianna Britt-Gaeta felt the Park should happen. Bicycle had a different vibe than Skate Park. Utilizing the Ice Rink location was the fastest, quickest way to get the Park built. The Station Park area had changed. The encampment was moved. The location designed to the wetlands. There was more interest park. The Bike Park would be all asphalt and area with dirt. Amy Smith said the Park design once complete should go for public approval. It was worth public meeting. The Public meeting would allow the public to give any concerns. One location was 1.4 from broadway and the other was 2.4 miles from Broadway. Station Lane access was on a Route 29. It was closer to the High School. AS recommended having the plans open to public. John explained there were 3 partners including affordable housing approximately 12 acres, and the 2 other partners gave the cash. There were 189 units. The Subdivision Recreation fees were $2,000 per unit and go to that park. At the time there were people soliciting the support of DPW. There was a space and there was a spot. The Recreation Commission discussed the bathroom and public transportation access. DPW was on board with DPS. If there was a Public Meeting and get feedback, then amend the contract Design/Build agreement for $1M. The items have to be prioritized. Amy Smith was concerned about lighted areas for safety. 4. Discussion: Scott T. Johnson Recreation Center Discussion: The Recreation Commission discussed the parking project, PA system upgrade, HVAC system, Women’s Bathroom toilets and refrigerator/freezer. The Department was looking at a 3rd storage proposal. 5. Discussion: Station Park Discussion: The Recreation Commission discussed the Station Lane project. The funding would be coming through the City. The City Council approved to release the planning board applicant's, Intrada-Vecino Group, voluntary contribution of $20,000 to the Recreation Department. The 2017 Planning Board applicant, Intrada-Vecino Group, agreed to make a "voluntary contribution' of $20,000 toward "civic or recreational area" that would be "utilized for design or physical improvement to the public park being created". Paragraph 11 of the Planning Boards 11/20/17 Notice of Decision states this fact and further states that the voluntary contribution is "accepted". The Recreation Department would seek to utilize these funds for the design or physical improvement to the public park being created. The Project was going to the LA Group, DPW Designated Engineer, after the 5/7/2024 meeting. 8. Discussion: General Budget Discussion: The Recreation Commission discussed the general budget reports. According to the MUNIS general budget reports, Recreation used 23.4% of the expense budget ($232,682.23 in March), and had raised 36.2% by March 2024 ($138,163.93 in March). First Quarter Revenue was $572,063.40 and Expenses were $600,763.38. The Department increased $417,279.31 expenditures 18% from 2022 but save 9.6% $283,101.74. The Department in 2023 increased revenue by 5.5% ($81,376.31) over the budget. Discussion: Director’s Report Discussion: The Administrative Director - Recreation gave his report. The Recreation Discussed the Youth Parking program. The parkers would not be working at the garage but would be working the Belmont Festival at Wright and Jackson Streets. The Recreation Commission discussed the School District ending date. As of 4/29/2024, Camp Saradac had 1,501 participant weeks including Before/After Care, with 525 on the waitlist & 71 withdrawn generating $171,922.00, Multisport Camp had 166 registered participants with 5 on wait list & 2 withdrawn, generating $22,740.00, Spring 2024 had 1,232 participants with 25 on the waitlist & 115 withdrawn, generating $51,942.80, Summer 2024 had 224 participants with 3 withdrawn generating $12,225.00, and Winter 2023/2024 had 1,091 participants generating $70,676.50. Spring Soccer was at 491. It was close to 500 soccer players. It was great to see the division grade 5-7 had 91 players this year. People were coming back and did not want to be in the travel world. Players and parents really liked our program. The league got out of the tournament circle. It was great to see the progress. Volleyball was increasing along with Tennis. The program maxed out the 9U and 10-17 our adult program grew for 19 of 20 slot filled. It was a great program to see. (Ayes – All) Motion carries unanimously. Discussion: Saratoga Springs League had requested the T-ball field on Walnut Street be skinned. The Little League infield would be similar to Lake Ave. The organization worked with DPW. DPW was good with it. Saratoga Springs Little League would do the work. The motion to accept the Saratoga Springs Little League Request was made by Alphonse Lambert and seconded by Robert Manasier. (Ayes – All) Motion carries unanimously. Executive Session: Personnel The motion to go into Executive Session was made by Robert Manasier and seconded by Derrick Legall. The Recreation Commission went into Executive Session at 8:07pm. The Recreation Commission came out of Executive Session at 8:25pm. There was no decision made by the Recreation Commission. The Recreation Commission discussed the fields and the field user groups. Alphonse Lambert encouraged that the School Teams come first during the short Spring season until after Sectional play. Adrianna Britt-Gaeta was concerned about the kids who do not make the school teams. John Hirliman explained the players used to go to Babe Ruth recreational teams.
