PUBLIC WORKS COMMITTEE MEETING MINUTES 1/26/2016 MEMBERS PRESENT: Joe Caban, Scott Fischer, Dave Maglio OTHERS PRESENT: Ray deBruijn, Dawn Wagner, Mark Jaeger, Katy Macek CALL TO ORDER: Joe Caban at 6:32 pm. MEETING NOTICED BY STATE STATUE DPW Equipment- Dump Truck Replacement: deBruijn opened discussion stating that the current 2000 F-550 4X4 Ford dump/plow truck is due for replacement in the Capital Program. There is a 2016 550 dump truck available thru Ewald Truck in Hartford. We would have to add a plow and salter to the truck. The big advantage to this is that there will be an 8 – 10 month lead time from Ford to order a new truck now. Ford is no longer making the 2016 Super Duty chassis. Budget for the replacement is $80,000 ($40,000 from Borrowing and $40,000 from DPW-ERF). The cost of the built truck from Ewald is $60,530. The cost of the plow and salter plus other equipment needed for the truck is $16,825. Total cost will be $77,355. There is $94,000 currently in the DPW-ERF, so there is money for the truck plus money for the upcoming pickup truck that is to be replaced this year also. The 2000 will be put on the auction site and it is estimated to bring in between $20,000 and $30,000. The advantage to moving forward now is that we can get the new truck plowing this season and sell the old truck during the current season for a good price. Motion made by Dave Maglio/ Scott Fischer to recommend to Finance Committee. Motion passed. Updated Special Assessment Policy – DRAFT: Discussion and review of the final draft for the Special Assessment Policy. This was reviewed by staff and the Village Attorney. There was new language added based on experiences from last year with the Linden St. project. Also language was cleaned up to reflect current and future practices. Future project residences will get a link or e-mail about what the projects will be. The new web site will have automatic links that the affected residents can sign up for. Motion made by Scott Fischer/ Dave Maglio to recommend to Finance Committee. Motion passed. Grady Park Pedestrian Bridge: Discussion about the current condition of the pedestrian bridge which is located at the end of the 200 block of N. Dries St. by the Grady Park creek. During repair of the wooden decking, DPW noticed the need for steel repair. We contracted with Graef Engineers to do an inspection and give a recommendation as to the condition of the structure. Graef is the firm that does all the bridge inspections for Ozaukee County. Kevin Wood, Graef, said the bridge is sound with repairs needed. There is no need to shut the bridge down due to danger of failure. DPW will do the repairs this year at a cost of approximately $1,000. There is money in the budget to cover this project, even though there was no discussion at budget time. This was due to the fact that the inspection came after the budget discussions. Future bridge replacement numbers were also given. The original bridge was installed in 1990 for a cost of $4,550. A new bridge will cost, with new abutments, between $25,000 and $30,000. This would be a direct replacement of the weathering steel structure. Future discussion will be take place for this project. Storm Water Planning Grant: An update was given to the status of the Village’s Grant application. The Wisconsin DNR is behind on getting the paperwork to the approved applicants. R&M Engineering said the paperwork should get to the Village this week or next week. Then we can get together with R&M to start our storm water planning with the grant money. There is $59,000 in the budget for the matching grant. 2017 Street Projects Update: The project is moving along well. Sean Sullivan, from R&M, is our project manager. We have had several meetings and discussions about the upcoming projects. A letter was sent to the affected residents about an inspection that we will have to do. This will involve getting into the houses to inventory the sewer clean outs and sump pump connections. There will be a 30% design public information meeting in March. The exact date is to be determined. Other Matters: Discussion was had with the YMCA about a future youth tennis program at the Grady Park tennis courts. The program will be finalized in the future for this year. A gentleman wants to start a youth LaCrosse program at the Schowalter Park fields that Rebel Football uses for practice. He has talked with the Rebels and there will be no conflict with the 2 programs. A park agreement will be put together, just like other agreements with other groups, for this year. Discussion was held about the appliance recycling program that a Milwaukee company wants to get started with the Village. This was talked about previously. There is no cost to the Village or its residents for this program. A contract will be brought to committee in February for approval.
