May 14, 2013 ***VILLAGE BOARD MINUTES*** May 14, 2013 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:13 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Bob Hamann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, and Joe Caban-present. Others Present: Dawn Wagner, Mary Kay Baumann, Ruth Ann Dobbs-Saukville American Legion, and Mark Jaeger. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF APRIL 17, 2013 MEETING Maglio/Krocka made a motion to approve the April 17, 2013 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann read and presented Ruth Ann Dobbs with a Poppy Day Proclamation. Dobbs distributed poppies. Dickmann stated that she received an e-mail regarding Municipal Clerks Week and thanked Baumann for all of her work. Dickmann reported that she attended the regional meeting for the League of WI Municipalities last Wednesday. Dickmann stated that she will be receiving a copy of a power point presentation regarding good State information and will forward it to Board members at that time. REPORT FROM THE VILLAGE ADMINISTRATOR No comment. ORDINANCES – RESOLUTIONS – PETITIONS None. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee The next meeting is scheduled for Tuesday, June 11, 2013. Public Works Committee The next meeting is scheduled for Tuesday, May 28, 2013. Public Safety Committee The next meeting is scheduled for Thursday, June 13, 2013. Finance Committee Dickmann reported on the meeting of May 14, 2013. Claims for April 2013 were approved in the amount of $214,251.45. May 14, 2013 The Investment Report and Budget Watch were reviewed. Mike Harrigan of Ehlers & Associates reviewed the Village’s borrowing options. An initial resolution for 2013 Capital Project Funding will be presented at the June 4, 2013 Village Board meeting. Committee went into Closed Executive Session with no action being taken. Other matters included:  IT upgrade for the Police Department and Village Hall.  There will be an Open House on June 4th for the Chief’s last day.  The Saukville Chamber Golf Outing/Awards Dinner will be held on Wednesday, June 19th at Fire Ridge Golf Course.  The Saukville American Legion made a donation towards the purchase of American flags for the Village. We were also informed that the Legion will no longer be charging the Village for the use of their facilities for elections.  The State Patrol has begun using space at the Police Department.  River Fest is scheduled for this Saturday, May 18th.  The Police Department has taken delivery of a new UTV for the summer from Cedar Creek Motor Sports. REPORTS OF SPECIAL COMMITTEES Plan Commission The next meeting is scheduled for Thursday, June 6, 2013. Community Development Authority/Industrial Review Committee The next meeting is scheduled for Wednesday, May 15, 2013. Library Board Caban reported on the meeting of Tuesday, May 14, 2013. Flooring proposals were received for the Library floors. Kohl’s Floor Covering will be installing vinyl wood tile in several areas of the Library. The new roof will be installed in early June. Friends of the Library made a generous donation of $1,425. This money will be used for the Lego Club for Kids at the Library. The Library has begun a program “1,000 books before Kindergarten”. The Library will be hosting a Senior Lunch. Discussion is being held regarding Eastern Shores Library System merging with Manitowoc and Calumet’s Library Systems. Mid-Moraine Municipal Association Hamann reported on the meeting of May 8, 2013. He stated that Senator Grothman spoke on the nine (9) fiscal items that he would like to see put into the budget. He reviewed the association’s concerns and stated that you can’t fight the Governor. Wagner stated that this information can all be reviewed in the Legislative Updates that she has been sending. May 14, 2013 Hamann stated that Mid-Moraine’s next meeting is a dinner meeting on Wednesday, May 22 nd at the Five Pillars in Random Lake. OPERATOR’S LICENSE APPROVALS None.
