August 6, 2013 ***VILLAGE BOARD MINUTES*** August 6, 2013 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Bob Hamann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, and Joe Caban-present. Others Present: Dawn Wagner, Mary K. Baumann, Chief Schultz, Chief Goetz, Shari Kirsch, Madelyn Stucky and Family, Avery Phillips and Family, and Mark Jaeger. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JULY 23, 2013 MEETING Maglio/Caban made a motion to approve the July 23, 2013 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Chief Goetz of the Police Department presented a Certificate of Commendation to 12 year old Madelyn Stucky for her quick thinking when a reverse 911 call went out in the Village for a missing 6 year old girl. She heard the call and recognized the description of a girl playing in her family’s backyard. She contacted the Police Department and the girl was safely returned to her family. Goetz stated that, because of young people like Madelyn, Saukville is a better place to live. Chief Schultz of the Fire Department presented a Certificate of Commendation to 8 year old Avery Phillips and her 14 year old cousin Haley for their bravery. Avery’s family was visiting relatives in Pewaukee over the 4th of July holiday. Avery noticed her younger brother Michael in the pool not moving. She quickly pulled him out of the water and Haley started CPR on him until paramedics arrived. The quick thinking of these two young ladies saved Michael’s life. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS None. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works Committee No Report. Public Safety Committee The next meeting is scheduled for Thursday, August 8, 2013. August 6, 2013 Finance Committee Dickmann reported on the meeting of August 6, 2013. A recommendation was made to the Village Board to approve a 2-year agreement with the Village of Grafton for Building Inspection Services. Caban/Gielow made a motion to approve the 2014-2015 Intergovernmental Agreement-Building Inspection Services with the Village of Grafton for a 2-year term. Motion carried. A recommendation was made to the Village Board to approve a 10-year contract with Advanced Disposal for trash/recycling services. Krocka/Maglio made a motion to approve a 10-year contract with Advanced Disposal as presented. Motion carried. Other Matters: The Saukville Lions have donated a volleyball system to be installed at Quade Park. National Night Out is being held on August 13th at Grady Park. All are encouraged to attend. An offer has been extended for the Utility Operator Laborer position. Plan Commission has approved a proposed Code modification regarding reference to the Utility Superintendent and Community Development Director. It has been recommended to Village Board for Public Hearing. The next Mid-Moraine dinner will be held Wednesday, August 28 th in Cedarburg. Contact Mary Kay if you are interested in attending. Strategic Priorities and Actions Steps will be included in the September 3rd Finance Committee packet. Everyone is encouraged to attend Live @ the Triangle on Wednesday, August 7 th featuring Conscious Pilot. REPORTS OF SPECIAL COMMITTEES Plan Commission Report on the meeting of August 1, 2013. A sign proposal for Golden Pearl was reviewed and approved. A new business use and sign proposal for Integrated Medical were reviewed and approved. A CSM for land division, 18.3 acres, located in the Town of Saukville, on Highway I and Hillcrest Road was reviewed and approved. A CSM for land division, 51.4 acres into 2 parcels with 2 out lots, located in the Town of Saukville, on Highway O was reviewed and approved. Proposed changes to the Code were reviewed and recommended to the Village Board for Public Hearing. New Business Park Brochures were distributed to Commission members. The first loan through the new loan program with PWSB was approved for Sass Accounting. August 6, 2013 Community Development Authority/Industrial Review Committee The next meeting is scheduled for Thursday, August 15, 2013. Library Board The next meeting is scheduled for Tuesday, August 13, 2013. Mid-Moraine Municipal Association The next meeting is scheduled for September, 2013. OPERATOR’S LICENSE APPROVALS Maglio/Krocka made a motion to approve the Operator’s License Applications for Stageman for Beck’s Exxon, Rizk for Tri-Par, and Alioto for Mid-City Quick Mart. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Hamann/Maglio made a motion to adjourn. Motion carried at 8:12 p.m. Mary K.
