October 7, 2014 ***VILLAGE BOARD MINUTES*** October 7, 2014 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members Present: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka- present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, Mike & Julie Gallo, and Roy Wilhelm. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF SEPTEMBER 23, 2014 MEETING Sauer/Caban made a motion to approve the September 23, 2014 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Election Inspector Appointments: Dickmann requested a motion to approve Gerald Dickmann and JoAnn Wagner as Election Inspectors for the Village of Saukville. Krocka/Gielow made a motion to approve Gerald Dickmann as an Election Inspector for the Village of Saukville. Roll call vote was taken with B. Dickmann abstaining. Motion carried. Krocka/Gielow made a motion to approve JoAnn Wagner as an Election Inspector for the Village of Saukville. Motion carried. Dickmann requested a motion to approve Kevin Devenport as a member of the Plan Commission. Gielow/Caban made a motion to approve Kevin Devenport as a member of the Plan Commission. Motion carried. REPORT FROM THE VILLAGE ADMINISTRATOR None. PUBLIC HEARING – To hear comments on a proposed Zoning Ordinance Text Amendment to Change Certain References to the Positions of Engineer and Director of Public Works (8:00 p.m.) Wagner stated that removing references to the Engineer and Director of Public Works is a two (2) part process. The first step was completed with the passing of Ord. #750. To complete the change the Plan Commission had to review the proposed text amendment change and it had to be submitted for Public Hearing. Wilhelm stated that in 1998, when Chris Lear was Administrator, two (2) Trustees wanted to eliminate the position and they were “dressed down”! October 7, 2014 Wilhelm referenced an August 28, 2014 article stating that the Village would use outside services and consultants as needed. Wilhelm voiced concerns about not having a staff engineer referenced in ordinances. He stated that there is no harm in leaving the language in the ordinances. Wilhelm cautioned the Board on making decisions that would affect future Boards and the Village. Dickmann, hearing no other comments, requested a motion to close the Public Hearing. Krocka/Caban made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Public Hearing closed at 8:08 p.m. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #751 – Zoning Ordinance Text Amendment – Reference to Engineer and Director of Public Works Sauer/Maglio made a motion to waive the first reading of Ord. #751 – Zoning Ordinance Text Amendment – Reference to Engineer and Director of Public Works. Motion carried. Caban/Sauer made a motion to waive the reading of Ord. #751 – Zoning Ordinance Text Amendment – Reference to Engineer and Director of Public Works. Motion carried. Gielow/Krocka made a motion to approve Ord. #751 – Zoning Ordinance Text Amendment – Reference to Engineer and Director of Public Works. Motion carried. Ord. #752 – Repealing §72-10.E and Amending §199-10.D – Private Wells Sauer/Maglio made a motion to waive the first reading of Ord. #752 – Repealing §72-10.E and Amending §199-10.D – Private Wells. Motion carried. Caban/Sauer made a motion to waive the reading of Ord. #752 - Repealing §72-10.E and Amending §199- 10.D – Private Wells. Motion carried. Gielow/Krocka made a motion to approve Ord. #752 – Repealing §72-10.E and Amending §199-10.D – Private Wells. Motion carried. Res. #1192 – Reducing Special Assessment Against Property at 491 S. Main Street Maglio/Krocka made a motion to waive the reading of Res. #1992 – Reducing Special Assessment Against Property at 491 S. Main Street. Motion carried. Krocka/Caban made a motion to approve Res. #1192 – Reducing Special Assessment Against Property at 491 S. Main Street to 124.59 feet. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee The next meeting is scheduled for Tuesday, October 14, 2014 Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of October 7, 2014. October 7, 2014 A recommendation was made to the Village Board to approve the purchase of six (6) rifle suppressors w/connectors for a “not-to-exceed” amount of $4,800 to be paid from the General Government Reserve Fund. The General Government Reserve Fund would be reimbursed with proceeds from the sale of PD equipment. Committee went into Closed Executive Session with no action being taken. Other Matters: A draft of a sump pump waiver ordinance will be reviewed at the October 21st Finance Committee Meeting. The next Mid-Moraine Dinner is being held October 22nd at the Water Street Brewery. If anyone is interested, please contact Mary Kay. The Library Tech Services position that was recently vacated is being filled internally. Lynn Stark has agreed to step into that position. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee The next meeting is scheduled for Thursday, October 23, 2014. Library Board The next meeting is scheduled for Tuesday, October 14, 2014. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS Caban/Gielow made a motion to approve a Combination Class “A” Liquor License transfer request for Fox Bros. Piggly Wiggly from 835 E. Green Bay Ave. to 810 E. Green Bay Ave. Motion carried. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Krocka/Gielow made a motion to adjourn. Motion carried at 8:15 p.m. Mary K.
