October 20, 2015 ***VILLAGE BOARD MINUTES*** October 20, 2015 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-absent, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, Chief Schultz, Ray deBruijn, Vicki Lee and Jack Morrison PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS No comments. APPROVE MINUTES OF OCTOBER 6, 2015 MEETING Maglio/Fischer made a motion to approve the October 6, 2015 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann thanked all of the Board members for their attendance at the 100 Year Celebration and the Character Counts Celebration. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner re-iterated the thank yous! ORDINANCES – RESOLUTIONS – PETITIONS None. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee The next meeting is scheduled for November 9, 2015. Public Works Committee No report. Public Safety Committee Krocka reported on the meeting of October 8, 2015. Discussion was held and a recommendation was made to the Village Board regarding an amendment to the Automated River Gauging System. Krocka/Maglio made a motion to approve the amendment to the Automated River Gauging System. Motion carried. Krocka reported that the Police Department hosted a 40-hour Crisis Intervention Training last week. Goetz stated that Mila’s donated breakfast items for all 5 days of training. Messina’s provided meals for 2 of the days and did so at a reduced rate to the department. October 20, 2015 Goetz gave Kudo’s to Laurie Miske for organizing all of the meals and snacks for the attendees. Krocka reported that Officer Depies responded to a farm accident and through his efforts to victims arm was able to be saved. Krocka reported the Officer Neese was able to revive to pulseless/non-breathing individuals at separate incidents in the Village. Krocka reported that EMS Division Chief Shari Kirsch will retire from the department effective November 2, 2015. Krocka reported that the Open House held on October 10 th went well and was well attended. Krocka reported that Emergency Management received two (2) “Turn Around/Don’t Drown” signs to be put up on Riverside Drive. Krocka reported that EM Director Jack Morrison attended a Disaster Relief Conference in Oshkosh. Finance Committee Dickmann stated that the minutes for the October 12 th and 19th Finance Budget Meetings were in the packets for review. Dickmann reported on the meeting of October 20, 2015. Claims for September 2015 in the amount of $340,946.61 were reviewed and approved. The Budget Watch and Investment Reports were reviewed. Committee went into Closed Executive Session with no action being taken. A recommendation was made to the Village Board to Amend Section 3.09 of the Personnel Manual and Create Section 3.10 – Fire Department Officer Selection Process. Maglio/Caban made a motion to approve Amending Section 3.09 of the Personnel Manual and Creating Section 3.10 – Fire Department Officer Selection Process. Motion carried. A recommendation was made to the Village Board to approve the HOME Consortium Program – Mutual Cooperation Agreement. Krocka/Maglio made a motion to approve the HOME Consortium Program – Mutual Cooperation Agreement. Motion carried. Other Matters: There was a great turnout for the Character Counts Annual Celebration on Monday night. Finance Committee and Village Board meetings will be held on Monday, November 9 th and Tuesday, November 24th. The Utility Committee will meet prior to the Finance Committee meeting on November 9th. There is a training opportunity on Economic Development on October 29 th. If you are interested, please contact Mary Kay. The Village of Newburg will be hosting the Mid-Moraine Dinner on Wednesday, October 28 th at NoNo’s. If you are interested in attending, please contact Mary Kay. The Village was informed that the Town of Saukville has officially closed Orchard Lane. October 20, 2015 The 100 Year Celebration was excellent and well attended. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee Gielow reported on the meeting of October 15, 2015. Reviewed and approved an approximately 2,020 sq. ft. accessory storage building, site plans and landscape plans for Standard Machine. Reviewed and approved the sale of a parcel of land in the Dekora Woods Business Park. Library Board Caban reported on the meeting of October 13, 2015. A report was reviewed regarding the computer breach at the Library. The Digital Lab has been well received and other Libraries are considering applying for grants for the same program. Jen Gerber has been re-elected as the Treasurer of the Wisconsin Library Association for a 3-year term. A new page, Elizabeth Klein, has been hired. The Manitowoc Calumet Library System has given notice to dissolve the WAN internet agreement with ESLS. Costs to ESLS member libraries are going to rise in 2016 as a result of this. Eastern Shores is exploring the possibility of a merger with other Library systems. Mid-Moraine Municipal Association The next meeting is scheduled for January 13, 2016. OPERATOR’S LICENSE APPROVALS Maglio/Krocka made a motion to approve Operator’s License Application for Murphy for Rally Time Sports Bar. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Krocka/Gielow made a motion to adjourn. Motion carried at 8:12 p.m. Mary K.
