December 1, 2015 ***VILLAGE BOARD MINUTES*** December 1, 2015 SAUKVILLE POLICE DEPARTMENT 649 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS No comments. APPROVE MINUTES OF NOVEMBER 24, 2015 MEETING Maglio/Sauer made a motion to approve the November 24, 2015 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann requested a motion to approve the list of Election Inspectors for the Village of Saukville for the 2016-2017 Election Cycle. Krocka/Caban made a motion to approve the list of Election Inspectors for the Village of Saukville for the 2016-2017 Election Cycle. Roll call vote was taken with Dickmann abstaining. Motion carried. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner reminded everyone that the Village’s annual Christmas Tree Lighting would be held Wednesday, December 2nd @ 6:00 p.m. at Veterans Park. REPORT FROM THE POLICE CHIEF Goetz reported that he requested early in 2014 the creation of a second sergeant position to allow for the appointment of a lieutenant by the end of 2015. Goetz stated that Sergeant Rob Meyer has shown great leadership and has earned the respect of his fellow officers. Goetz stated that he was pleased to announce the appointment of Rob Meyer to Lieutenant. Lieutenant Meyer’s children pinned him with his new badge. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #759 – Creating Chapter 160 – Sex Offender Residency Krocka reported that this ordinance is being created to place restrictions on where sex offenders can live within the Village. This ordinance was recommended from Public Safety with an amendment to Section D. Krocka/Maglio made a motion to waive the first reading of Ord. #759 – Creating Chapter 160 – Sex Offender Residency. Motion carried.  December 1, 2015 Sauer/Krocka made a motion to waive the reading of Ord. #759 – Creating Chapter 160 – Sex Offender Residency. Motion carried. Sauer/Krocka made a motion to adopt Ord. #759 – Creating Chapter 160 – Sex Offender Residency with the amendment to Section D. Motion carried. Res. #1224 – 2016 Room Tax A recommendation was made to the Village Board to approve Res. #1224 – 2016 Room Tax for a total of $30,600. Dickmann read Res. #1224 – 2016 Room Tax. Sauer/Caban made a motion to approve Res. #1224 – 2016 Room Tax as presented. Motion carried. Res. #1225 – Declaring Official Intent to Reimburse Expenditures on Street Reconstruction Projects from Proceeds of Borrowing Maglio/Krocka made a motion to waive the reading of Res. #1225 – Declaring Official Intent to Reimburse Expenditures on Street Reconstruction Projects from Proceeds of Borrowing. Motion carried. Maglio/Gielow made a motion to approve Res. #1225 – Declaring Official Intent to Reimburse Expenditures on Street Reconstruction Projects from Proceeds of Borrowing. Motion carried. Res. #1226 – In God We Trust Krocka/Caban made a motion to waive the reading of Res. #1226 – In God We Trust. Motion carried. Caban/Gielow made a motion to approve Res. #1226 – In God We Trust. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee Ord. #759 – Sex Offender Residency was reviewed and recommended to the Village Board for approval. Discussion was held regarding the appointment of a Lieutenant to the Police Department. There were 47 ambulance calls during the month of November. Sue Schegel will contact EMS regarding discrepancies on the ambulance billing report. Finance Committee Dickmann reported on the meeting of December 1, 2015. Res. #1224 – 2016 Room Tax was reviewed, requests were made, and a recommendation was made to the Village Board for approval. Res. #1225 – Declaring Official Intent to Reimburse Expenditures on Street Reconstruction Projects from Proceeds of Borrowing was reviewed and recommended to the Village Board for approval. Other Matters: The Village is working with Ehlers on a possible advanced refunding. The Village’s Christmas Tree Lighting will be held on Wednesday, December 2 nd @ 6:00 p.m. at Veterans Park.  December 1, 2015 Management staff will be attending training on December 10 th. The Chamber will be holding its Annual Holiday Breakfast at Saukville Elementary on Wednesday, December 2nd @ 7:00 a.m. REPORTS OF SPECIAL COMMITTEES Plan Commission The next meeting is scheduled for Thursday, December 3, 2015. Community Development Authority/Industrial Review Committee No report. Library Board The next meeting is scheduled for Tuesday, December 8, 2015. Mid-Moraine Municipal Association The next meeting is scheduled for January 13, 2016. OPERATOR’S LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None.
