April 6, 2016 ***VILLAGE BOARD MINUTES*** April 6, 2016 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, Ray deBruijn, Ray Hartmann, Dale Kropidlowski, Olivia Whitoon-DNR, Tree City USA, Mike Schneider - U-Haul Self Storage, and Mark Jaeger. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS No comments. APPROVE MINUTES OF MARCH 22, 2016 MEETING Maglio/Krocka made a motion to approve the March 22, 2016 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann thanked the three Trustees for running for office and their continued support of the Village. Olivia Whitoon of the DNR presented the Village with the Tree City USA Award. deBruijn stated that the Village will be celebrating Arbor Day on Friday, April 29 th with a tree planting at Saukville Elementary School. REPORT FROM THE VILLAGE ADMINISTRATOR No report. PUBLIC HEARING Hear Comments on the following Zoning Ordinance Text Amendment Requests (8:05 p.m.): • A Zoning Ordinance text amendment request by Village staff to create §205-41.A(9), amend §205- 41.E(3) and I(1) and (5), and amend §205-96 to allow construction of a municipal well and related structures in the B-P Business Park District Wagner stated that a copy of the proposed ordinance was included in the packets. This zoning code change is being recommended from the Finance Committee. Wagner stated that the ordinance was drafted by the Village Attorney. Wagner stated that a copy of the proposed site plan was included in the packet for reference. Wagner reported that the Utility staff has been working hard on this project. • A Zoning Ordinance text amendment requested by Hansen’s Management Services, LLC to amend §205-40.A(8) to allow motor vehicle rental facilities as a permitted use in the B-4 Highway Shopping April 6, 2016 Center District, and to create §205-57.O to allow interior self-storage facilities as a conditional use in the B-4 Highway Shopping Center Business District. Wagner stated that this request have been reviewed by the Plan Commission and recommended to the Village Board for approval. The proposed text amendment would allow for U-Haul Self Storage at 835 E. Green Bay Avenue as a conditional use. Wagner stated that if the text amendment were approved tonight, U-Haul would submit plans to the Plan Commission including the conditional use. Wagner commented positively on the plans that were submitted. CLOSE PUBLIC HEARING – hearing no questions, Dickmann requested a motion to close the Public Hearing. Maglio/Krocka made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #761 – Creating §205-41.A(9), Amending §205-41.E(3) and I(1) and (5), and Amending §205-96 – B-P Business Park District. Krocka/Sauer made a motion to waive the first reading of Ord. #761 - Creating §205-41.A(9), Amending §205-41.E(3) and I(1) and (5), and Amending §205-96 – B-P Business Park District. Motion carried. Sauer/Maglio made a motion to waive the reading of Ord. #761 - Creating §205-41.A(9), Amending §205- 41.E(3) and I(1) and (5), and Amending §205-96 – B-P Business Park District. Motion carried. Sauer/Krocka made a motion to adopt Ord. #761 - Creating §205-41.A(9), Amending §205-41.E(3) and I(1) and (5), and Amending §205-96 – B-P Business Park District as presented. Motion carried. Ord. #762 – Amending §205-40.A(8) and Creating §205-57.O – B-4 Highway Shopping Center Business District/Business Uses. Krocka/Maglio made a motion to waive the first reading of Ord. #762 - Amending §205-40.A(8) and Creating §205-57.O – B-4 Highway Shopping Center Business District/Business Uses. Motion carried. Caban/Maglio made a motion to waive the reading of Ord. #762 - Amending §205-40.A(8) and Creating §205-57.O – B-4 Highway Shopping Center Business District/Business Uses. Motion carried. Caban/Gielow made a motion to adopt Ord. #762 - Amending §205-40.A(8) and Creating §205-57.O – B-4 Highway Shopping Center Business District/Business Uses as presented. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of April 6, 2016. April 6, 2016 Discussion was held regarding fluoridation in the Village’s water system and a recommendation was made to the Village Board. Other Matters: Election results were provided. The Village is hosting joint training on Thursday, April 14 th. The topic is “Attitude Makes a Difference”. OED will be holding their annual Outreach Event on April 26 th. REPORTS OF SPECIAL COMMITTEES Plan Commission The next meeting is scheduled for Thursday, April 7, 2016. Community Development Authority/Industrial Review Committee The next meeting is scheduled for Thursday, April 21, 2016. Library Board The next meeting is scheduled for Tuesday, April 12, 2016. Mid-Moraine Municipal Association The next meeting is scheduled for April 13, 2016. OPERATOR’S LICENSE APPROVALS Krocka/Sauer made a motion to approve Operator’s License Application request for Dolezal for Tri-Par. Motion carried. LIQUOR LICENSE APPROVALS None.
