April 19, 2016 ***VILLAGE BOARD MINUTES*** April 19, 2016 SAUKVILLE POLICE DEPARTMENT 649 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:12 p.m. Village Clerk, Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, and Dale Kropidlowski. PLEDGE OF ALLEGIANCE CEREMONIAL OATH OF OFFICE – TRUSTEES Baumann swore in Trustees Sauer, Fischer, and Gielow for another two year term. TRUSTEE APPOINTMENTS Krocka/Sauer made a motion to approve the Trustee appointments as presented. Motion carried. COMMITTEE APPOINTMENTS Caban/Krocka made a motion to approve the Committee appointments for the Architectural Review Board, Board of Review, Cemetery Committee, Community Development Authority & Industrial Review Committee, and Finance Committee as presented. Motion carried. Krocka/Caban made a motion to approve the Committee appointments for the Library Board, Mid- Moraine Legislative Committee, Plan Commission, Public Safety Committee, and Public Works Committee as presented. Motion carried. Krocka/Sauer made a motion to approve the Committee appointments for the Utilities Committee, Board of Zoning Appeals, Fire Department Manpower Study Sub-Committee, River Fest Committee, and July 4 th Committee as presented. Motion carried. Dickmann noted the Chairperson for each Committee. CITIZEN COMMENTS AND QUESTIONS No comments. APPROVE MINUTES OF APRIL 6, 2016 MEETING Krocka/Maglio made a motion to approve the April 6, 2016 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann thanked the Trustees with continuing their support of the Village. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS None. April 19, 2016 REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of April 19, 2016. Claims for March 2016 in the amount of $225,564.46 were reviewed and approved. The Budget Watch and Investment Report were reviewed. Discussion was held regarding the CORP Plan and the 5 Year Capital Plan. Other Matters: The Annual Ozaukee Economic Development Outreach event is scheduled for Tuesday, April 26th at Shully’s in Thiensville. The Village hosted a joint community training and it was well attended. Wagner shared the article in the Ozaukee Press regarding the Village’s plan to eliminate fluoridation. The time-line for the website and stated that Phase I has been completed. The anticipated launch of the new website is the end of October. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of April 7, 2016. Minutes from the March 1, 2016 meeting were reviewed and approved. A request for signage at Seamless Progression Academy of Martial Arts, 620 E. Green Bay Ave, Suite 107 was reviewed and approved. A request for signage At Mid-City Mart, 827 E Green Bay Ave. was reviewed and approved. A request for a Zoning Text Amendment – R-C Condominium Residential District – Amending §205-36.A Of the Municipal Code was reviewed and recommended for approval. Ordinances #761 and #762 were approved by the Village Board. Ansay is prepping lots in TID #4 for marketing purposes. Community Development Authority/Industrial Review Committee No report. Library Board Caban reported on the meeting of April 12, 2016. The Library received a nomination for the Governor’s Archival Innovation Award. April 19, 2016 Discussion was held regarding a possible merger of Libraries. Mid-Moraine Municipal Association Fischer reported on the meeting of April 13, 2016. Discussion was held regarding municipal inspections on home sales. OPERATOR’S LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None.
