January 8, 2019 ***VILLAGE BOARD MINUTES*** January 8, 2019 SAUKVILLE POLICE DEPARTMENT 649 E Green Bay Ave SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Joe Caban-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, and Jim Nowlen-absent. Others Present: Dawn Wagner, Chief Meyer, Vicki Lee, Greg Johnson – Ehlers, Gilly Schultz, Pat, Karen and Payton Kosmosky, Nick Goetz, Eric and Cooper Ramthun, Pat and Kip Cramer, Jeff and Wendy Goetz, Jennifer Jens, Lucas Nennig, Matthew Wojkowski, Mary Goetz, Craig, Katie, Mary and Claire Kennison, Matt Caswell, Brad Grams, Tanner Woepse, Chris Janich, Laurie Miske, Kim Buechler, and Dan Benson-Ozaukee Press. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF December 5, 2018 MEETING Maglio/Fischer made a motion to approve the December 5, 2018 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann requested a motion to approve Marcella Wilde to the Library Board. Maglio/Caban made a motion to approve Marcella Wilde to the Library Board. Motion carried. Lieutenant Promotion: Chief Meyer announced Pat Kosmosky’s appointment to the Lieutenant Position. He has worked with Pat since 2006. Chief Meyer listed all Lt. Kosmosky’s glowing qualifications and stressed that Lt. Kosmosky will do a great job moving the Department further in training and other areas in the years to come. He also stated that they had worked well with Kosmosky as Union Steward for many years. Chief Meyer swore Lt. Kosmosky in and Lt. Kosmosky’s daughter Payton pinned his badge on. Lt. Kosmosky thanked Chief Meyer, the Village Board, and also previous Chief Goetz and said he is looking forward to working in this new position. Swearing in Ceremony – Police Officer: Nick Goetz. Chief Meyer explained how police departments are changing their hiring procedures. Gone are the days when you would have 200 applicants for an open position. The last time the Village requested applications they received 13. Now Police Departments actively search out candidates. The Village of Saukville has known Goetz for many years. They know his character, family, and upbringing. These things can’t be January 8, 2019 taught. Goetz had even gone on many ride-a-longs with current Police Officers to have advanced training to be more prepared when the day came to be hired at a municipality. Chief Meyer swore Officer Nick Goetz in, and retired Police Chief Goetz pinned on his badge. Appointment of Dawn Wagner to serve as acting Village Clerk for January 8, 2019 Village Board meeting, pursuant to Section 61.23 (1) of the Wisconsin Statutes. Belling/Maglio made a motion to approve Dawn Wagner to serve as acting Village Clerk for January 8, 2019 Village Board meeting, pursuant to Section 61.23 (1) of the Wisconsin Statutes. Motion carried. REPORT FROM THE VILLAGE ADMINISTRATOR Congratulations to Lt. Kosmosky on his promotion and to Officer Goetz for his appointment. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #791- Amending §140-1 – Offenses Against State Laws Subject to Forfeiture Maglio/Caban made a motion to waive the first reading of Ord. #791 – Amending §140-1 – Offenses Against State Laws Subject to Forfeiture. Motion carried. Caban/Maglio made a motion to waive the reading of Ord. #791 Amending §140-1 – Offenses Against State Laws Subject to Forfeiture. Motion carried. Maglio/Caban made a motion to approve Ord. #791 Amending §140-1 – Offenses Against State Laws Subject to Forfeiture. Motion carried. Res. #1288 – Resolution Authorizing the Issuance and Sale of $1,960,000 General Obligation Promissory Notes Greg Johnson, Ehlers, presented the Sale Day Report and Resolution 1288 to the Village Board. Great news! There were 10 bidders on this sale which is exceptional. The rates came in very favorable in this volatile market – the winning bidder was Baird, Milwaukee, WI at 2.4692%. Overall the grand total of the notes is $75,734 less than projected due to the great rates. He also stated that Moody’s affirmed the Village of Saukville Aa3 rating with a glowing report. The Village has strong financial management practices. They stated several times that staff and Village Board are forward thinking in management and future planning for the Village. The Village has healthy reserves and is in excellent condition. Trustee Fischer asked how long the Village had to accept the bid. Johnson said the reason the sale was today was because of the Board meeting tonight so the decision had to be made tonight. Maglio/Caban made a motion to waive the reading of Res. #1288 – Resolution Authorizing the Issuance and the Sale of $1,960,000 General Obligation Promissory Notes. Motion carried. Belling/Maglio made a motion to approve Res. #1288 – Resolution Authorizing the Issuance and Sale of $1,960,000 General Obligation Promissory Notes. Roll call vote: Fischer, nay; Seitz, nay; Dickmann, aye; Maglio, aye; Belling, aye; Caban, aye. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No Report. Finance Committee No Report. January 8, 2019 REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of January 8, 2019. The minutes of the December 5, 2018 meeting were reviewed and approved. Reviewed a sign permit application for Energenecs, 700 E Milan Drive, submitted by Poblocki Sign Company LLC on behalf of Energenecs. It meets the Zoning code Requirements. Lear/Luisier moved to approve the sign permit as presented. Motion carried. There were no other matters. Community Development Authority/Industrial Review Committee No report. Library Board Caban reported on the meeting of January 8, 2019. A donation was received from the Master Gardener Assn. Gerber will chair the Library Association Conference in 2020. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Maglio/Fischer made a motion to approve Operator License Applications for Busch and Sommerfeld for Beck’s Green Bay Ave Mart and Schowalter for d’Klein. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Fischer/Seitz made a motion to adjourn.
