March 19, 2019 ***VILLAGE BOARD MINUTES*** March 19, 2019 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE, SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-absent, Joe Caban-absent, Richard Belling- present, Scott Fischer-absent, Trevor Seitz-present, and Jim Nowlen-present. Others Present: Dawn Wagner, Mary Kay Baumann, Ray deBruijn, and Chief Meyer. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF FEBUARY 12, 2019 MEETING Nowlen/Seitz made a motion to approve the February 12, 2019 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann read a Proclamation declaring 2019 American Legion Centennial Year. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of February 12, 2019. Claims for February 2019 in the amount of $$870,334.57 were reviewed and approved. The Budget Watch and Investment Report were reviewed. March 19, 2019 A recommendation was made to the Village Board to approve the Saukville Revolving Loan Fund Program – Policies and Procedures Manual. Belling/Nowlen made a motion to approve the Saukville Revolving Loan Fund Program – Policies and Procedures Manual with a $1,750 application fee. Motion carried. A recommendation was made to the Village Board to approve the 2019 Tourism Promotion Plan & Budget. Nowlen/Belling made a motion to approve the 2019 Tourism Promotion Plan & Budget as presented. Motion carried. A recommendation was made to the Village Board to approve the Standpipe Renovation Bids. Nowlen/Belling made a motion to approve the Standpipe Renovation bid from Badger Specialty Coatings at a bid of $161,875.00. Motion carried. Committee went into Closed Executive Session regarding the sale of vacant land. A recommendation was made to the Village Board to accept the Vacant Land Offer to Purchase from Mr. Mover, Inc. for Parcel No. 110500105100. Belling/Nowlen made a motion to approve the Vacant Land Offer to Purchase from Mr. Mover, Inc. for Parcel No. 110500105100 for $16,000 with the fund allocated to CDA. Motion carried. Other Matters: The next Village meetings will be held Tuesday, April 16, 2019. Mid-Moraine will be holding a dinner on Wednesday, March 27th at Memories in Port Washington. The Annual Business Forum is being held on Tuesday, April 2nd at Charter Steel. OED will be holding its Annual Outreach on Wednesday, May 1st at Shulley’s in Thiensville. The Community Rivers Project has new Programs available for the public. The 2019 Economic Profile has been added to the Village web-site. Staff did an excellent job handling the recent flooding in the Village. Staff is working with Stark on a pre-construction meeting for the Tower/Bucktrout St Street Project. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of March 19, 2019. A Zoning Text Amendment was reviewed and recommended to the Village Board for Public Hearing. March 19, 2019 An Offer to Purchase Vacant Land was reviewed and recommended for approval. A sign request for Domino’s was reviewed and approved. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of March 19, 2019. A 720 sq. ft. storage building for Charter Steel was reviewed and approved. A 19,720 sq. ft. building addition for Pope Scientific was reviewed and approved. A 61,000 sq. ft. building addition for Engineered Exhaust was reviewed and approved. A recommendation was made to the Village Board for a Vacant Land Offer to Purchase. Library Board Minutes for the March 12, 2019 meeting were in the packets for review. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Seitz/Nowlen made a motion to approve Operator License Applications for Bohrer for Railroad Station and Fonder for Rally Time. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Nowlen/Belling made a motion to adjourn to April 16, 2019.
