November 18, 2019 ***VILLAGE BOARD MINUTES*** November 18, 2019 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE, SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein- present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Ray deBruijn, and Vicki Lee PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF NOVEMBER 5, 2019 MEETING Maglio/Nowlen made a motion to approve the November 5, 2019 minutes as presented. Motion carried. COMMUNICATIONS None. REPORT FROM THE VILLAGE PRESIDENT Dickmann requested a motion to appoint Joe Caban to the Library Board to fill the seat vacated by Sandy Schulz. Nowlen/Fischer made a motion to appoint Joe Caban to the Library Board. Motion carried. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1300 – 2020 General Fund Budget Dickmann read Res. #1300 – 2020 General Fund Budget. Nowlen/Belling made a motion to approve Res. #1300 – 2020 General Fund Budget. Roll call vote was taken with Fischer and Seitz voting Nay. Motion carried. Res. #1301 – 2020 Debt Service Budget Dickmann read Res. #1301 – 2020 Debt Service Budget Belling/Nowlen made a motion to approve Res. #1301 – 2020 Debt Service Budget. Roll call vote was taken with Fischer and Seitz voting Nay. Motion carried. November 18, 2019 Res. #1302 – 2020 Compensation Schedule Dickmann read Res. #1302 – 2020 Compensation Schedule Belling/Maglio made a motion to approve Res. #1302 – 2020 Compensation Schedule. Roll call vote was taken with Fischer and Seitz voting Nay. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meetings of November 18, 2019. Claims for October 2019 in the amount of $283,958.16 were reviewed and approved. The Budget Watch and Investment Report were reviewed. Committee went into Closed Executive Session with no action being taken. A recommendation was made to the Village Board to approve Res. #1302 – 2020 Compensation Schedule. A recommendation was made to the Village Board to approve the Contract for Services - Village Administrator. Maglio/Nowlen made a motion to approve the Contract for Services – Village Administrator for another year. Motion carried. Other matters: The Fire Department received $28,500 for the sale of its old tanker truck and $900 for the sale of the rescue boat. Funds will go into the Fire Department Equipment Replacement Fund. Thad Trinko will be sworn in as the new Fire Chief for the Village on Wednesday, December 4th. The joint Plan Commission/Finance Meeting scheduled for December 4th has been postponed to January. Jen Gerber received the 2019 President’s Volunteer Award from the Wisconsin Library Association. The Chamber will hold its Annual Breakfast on December 4th at Saukville Elementary and its annual Holiday Social at Messina’s on December 11th. Please let Mary Kay know if you wish to attend either event. deBruijn reported that demolition has begun on the Grady Park tennis courts. November 18, 2019 REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee A recommendation was made from the CDA to the Village Board to approve the “Solar Now” Pilot Project including: • Solar Ground Lease Agreement • Electrical Service Agreement – “Solar Now” Solar PV System Hosting Pilot Program within the State of Wisconsin Wagner stated that if the Project is approved it would need to go to the Plan Commission for a Conditional Use Permit. Nowlen/Maglio made a motion to approve the “Solar Now” Pilot Project including a Solar Ground Lease Agreement and Electrical Service Agreement – “Solar Now” Solar PV System Hosting Pilot Program within the State of Wisconsin. Roll call vote was taken with Hebein abstaining. Motion carried. Library Board No report. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Belling/Fischer made a motion to adjourn to December 4, 2019.
