November 5, 2019 ***VILLAGE BOARD MINUTES*** November 5, 2019 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE, SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- absent, Scott Fischer- present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Ray deBruijn, Ray Hartmann, Dale Kropidlowski, Vicki Lee, Ross Brooks, Tonya Casberg, and Erica Eberhardy- U-Haul, and Dan Benson-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF OCTOBER 15, 2019 MEETING Maglio/Nowlen made a motion to approve the October 15, 2019 minutes as presented. Motion carried. COMMUNICATIONS None. REPORT FROM THE VILLAGE PRESIDENT Dickmann stated that a joint Plan Commission/Village Board meeting is being scheduled for Wednesday, December 4, 2019. REPORT FROM THE VILLAGE ADMINISTRATOR None. PUBLIC HEARING – TO HEAR COMMENTS REGARDING A ZONING ORDINANCE TEXT AMENDMENT REQUESTED BY U-HAUL INTERNATIONAL/AMERCO REAL ESTATE COMPANY TO AMEND §205- 57.O TO DELETE THE PROVISION THAT INTERIOR SELF-SERVICE STORAGE FACILITIES ONLY BE ACCESSIBLE FROM THE INTERIOR OF THE BUILDING, TO DELETE THE PROVISION PROHIBITING OUTDOOR STORAGE OF ANY KIND, AND TO ALLOW EXTERIOR SELF-SERVICE STORAGE FACILITIES (MINI-WAREHOUSES) AS A CONDITIONAL USE IN CONJUNCTION WITH INTERIOR SELF- SERVICE STORAGE FACILITIES IN THE B-4 HIGHWAY BUSINESS DISTRICT (8:02 pm) Wagner stated information was provided in the meeting packet regarding the recommendation from the Plan Commission to deny the proposed text amendment. Ross Brooks, U-Haul, stated that U-Haul has been in operation for 3 years and has not seen the growth that was anticipated in the inside storage. Brooks stated that people are not seeing that they offer inside storage. The hope is that seeing the exterior orange doors as a display of the product they offer. He added that the growth of the business is much slower than anticipated. Seitz asked if other storage facilities in the Village were full? Brooks stated, yes for the most part.  November 5, 2019 Nowlen asked if this was allowed for U-Haul it would be allowed in all B-4 zoning? Wagner stated yes as a conditional use. Wagner stated that the Plan Commission’s concern that exterior self-service storage facilities (mini-warehouses) are not a good fit in the commercial district. Brooks stated that, although they want to put units on the east side of the existing building, the more important units would be those on Market Street. Dickmann stated that 3 years ago the Village allowed exceptions including the additional of a canopy and a propane tank. Dickmann expressed concern with a metal storage facilities in the middle of all red brick buildings. Nowlen stated that it may be good advertising fur U-Haul but feels it may de-class the area and creates the potential of additional pop-up storage in all of B-4 District. Wagner asked if the Board wants to allow this in the B-4 zoning? Is it in the best interest of the community? Maglio stated that he can see by the west-end of the building that there are storage units inside the building. There is also signage on the building stating there is inside storage. How are the other smaller storage facilities getting the word out? Fischer asked what percentage of the interior storage is occupied? Brooks stated 20%. Seitz stated that if you came to the Village and stated we are at 92% full and we need more space, it might be a different story. Seitz asked what level of advertising has U-Haul done. Brooks stated that he has met with local realtors in the area and apartment complex managers. U-Haul is offering 1st month free, no security deposit and no long-term contract as incentives for rental. Brooks stated that they have done limited local advertising. Fischer stated that the west-side of the building has the appearance of exterior doors. Brooks said there was no visibility there. Nowlen stated that he could possible be ok with another indoor storage building on the east-side of the existing facility but can not get on board with the idea of metal storage sheds. Hearing no other comments, Dickmann requested a motion to close the Public Hearing. Maglio/Nowlen made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried at 8:28 pm. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #800 – Amending §205-57.O and Creating §205-57.Q – Business Uses Maglio/Hebein made a motion to waive the first reading of Ord. #800 - Amending §205-57.O and Creating §205-57.Q – Business Uses. Motion carried.  November 5, 2019 Nowlen/Maglio made a motion to waive the reading of Ord. #800 - Amending §205-57.O and Creating §205-57.Q – Business Uses. Motion carried. Maglio/Nowlen made a motion to deny Ord. #800 - Amending §205-57.O and Creating §205-57.Q – Business Uses. Roll call vote was taken with all in favor. Motion carried. Res. #1298 – 2020 Water Utility Budget Wagner stated that the proposed budget was in the packets. Dickmann read Res. #1298 – 2020 Water Utility Budget. Nowlen/Hebein made a motion to approve Res. #1298 – 2020 Water Utility Budget as presented. Motion carried. Res. #1299 – 2020 Wastewater Utility Budget Wagner stated that the Village will be doing Sewer Rate Study at the beginning of 2020. Dickmann read Res. #1299 – 2020 Wastewater Utility Budget. Fischer/Seitz made a motion to approve Res. #1299 – 2020 Wastewater Utility Budget. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meetings of October 28, 2019. Dickmann stated that discussion was held regarding the 2020 Budget. A recommendation was made to the Village Board to approve the Fire Department Organizational Structure. Maglio/Nowlen made a motion to approve the Fire Department Organizational Structure as presented. Motion carried. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of November 5, 2019. The minutes of the October 1, 2019 meeting were reviewed and approved.  November 5, 2019 A request for a pole sign for Mr. Movers located at 150 S. Foster St. was reviewed and approved. Other Matters: The Plan Commission and Village Board will hold a joint meeting on December 4, 2020. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of November 5, 2019. A “Solar Now” Pilot Project was reviewed and recommended to the Village Board for approval. Library Board No report. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Fischer/Seitz made a motion to approve Operator License applications for Rogers and Salvaggio for Marcus Cinema and Zuraw for Walgreens. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Hebein/Nowlen made a motion to adjourn.
