October 15, 2019 ***VILLAGE BOARD MINUTES*** October 15, 2019 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE, SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 8:25 p.m. Village Administrator Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein- present. Others Present: Dawn Wagner, Vicki Lee, Chief Meyer, and Dan Benson-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF October 1, 2019 MEETING Nowlen/Seitz made a motion to approve the October 1, 2019 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS None. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the Budget meeting of October 8, 2019. The complete budget was reviewed. Dickmann also reported on the Finance Meeting of October 15th. Claims for September 2019 in the amount of $327,226.56 were reviewed and approved. October 15, 2019 The Budget Watch and Investment Report were reviewed. VILLAGE OF SAUKVILLE – VISON-MISSION STRATEGIC PRIORITIES Maglio/Nowlen made a motion to approve the Vision-Mission Strategic Priorities as presented. Motion carried. VILLAGE OF SAUKVILLE – BOARD/STAFF CODE OF CONDUCT Maglio/Hebein made a motion to approve the Board/Staff Code of Conduct as presented. Motion carried. THE VILLAGE BOARD MAY TAKE ACTION TO NARROW THE POOL OF FIRE CHIEF CANDIDATES AND MAY DISCUSS AND TAKE ACTION TO CONTINUE THE HIRING PROCESS AND TO ISSUE A CONDITIONAL OFFER OF EMPLOYMENT TO A FIRE CHIEF CANDIDATE AND MAY TAKE ACTION ON THE ORGANIZATIONAL STRUCTURE OF THE FIRE DEPARTMENT. Maglio/Nowlen made a motion to Table Item #8 – The Village Board may take action to narrow the pool of Fire Chief candidates and may discuss and take action to continue the hiring process and to issue a conditional offer of employment to a Fire Chief candidate and may take action on the organizational structure of the Fire Department. Roll call vote with all in favor. Motion carried. Other Matters: Administrator Wagner informed the Committee that the Grady Park Project will begin with demolition in mid-November. Site prep will begin in late fall and winter and the project will be completed in Spring. Good news: the Village has finally been approved to receive FEMA and State of Wisconsin awards of $54,693 from the flooding event of August 2018. DPW Superintendent deBruijn and Treasurer Lee have spent numerous hours working with seven FEMA procurement specialists over the course of the last 14 months. The money should be received later this year and go into Fund Balance. Character Counts will be held at the Niederkorn Library on October 21st at 6:00 p.m. Retired Fire Chief Gilly Schultz will be recognized, please attend if possible. Schultz will also be riding in the Port Washington Homecoming Parade. REPORTS OF SPECIAL COMMITTEES Plan Commission None. Community Development Authority/Industrial Review Committee No report. Library Board None. Mid-Moraine Municipal Association The Association met but did not have a quorum so no action could be taken. Representative Brooks spoke on recycling changes. OPERATOR’S LICENSE APPROVALS October 15, 2019 Seitz/Nowlen made a motion to approve Operator License Applications for Lallensack for Railroad Station and Zuraw for Walgreens. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Fischer/Seitz made a motion to adjourn.
