April 21, 2020 20202020,2020A ***VILLAGE BOARD MINUTES*** pri 2020 April 21, 2020 VIRTUAL MEETING USING ZOOM 639 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Chief Trinko, Maureen Hartjes, Vicki Lee, and Ray deBruijn PLEDGE OF ALLEGIANCE CEREMONIAL OATH OF OFFICE – VILLAGE TRUSTEES Baumann read the Oath of Office swearing in Trustees Fischer, Seitz and Nowlen for another 2-year term. TRUSTEE APPOINTMENTS Belling/Nowlen made a motion to approve the Trustee appointments to Committees as listed (see attached). Motion carried with Seitz voting nay. COMMITTEE APPOINTMENTS Belling/Nowlen made a motion to approve appointments to the following Committees (see attached): Architectural Review Board (Nowlen-Chair), Board of Review (Dickmann-Chair), Cemetery Commission (Seitz- Chair), Community Development Authority (Dickmann-Chair), and Finance Committee (Dickmann-Chair). Motion carried. Belling/Hebein made a motion to approve appointments to the following Committees (see attached): Library Board, Mid-Moraine Legislative Committee, Plan Commission (Dickmann-Chair), Public Safety (Maglio- Chair), Public Works Committee (Maglio-Chair). Motion carried with Seitz voting – nay. Seitz/Belling made a motion to approve appointments to the following Committees (see attached): Utility Committee (Fischer-Chair), Board of Zoning Appeals (Hebein-Chair), Fire Dept Manpower Study Sub- Committee (Wagner-Chair), July 4th Committee. Motion carried. CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF APRIL 8, 2020 MEETING Belling/Hebein made a motion to approve the April 8, 2020 minutes as presented. Motion carried. April 21, 2020 20202020,2020A pri 2020 COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann read a proclamation recognizing Municipal Treasurer’s Week. Maureen Hartjes, Village Treasurer, introduced herself to the Board and provided a background of herself. Wagner thanked Vicki Lee for all her years of service as this would be her last Board meeting. Lee’s last day is Friday, May 1st. Hartjes read her Oath of Office as the new Treasurer for the Village. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner stated that the DPW installed 3 Little Libraries in the Village. They are at the Library, Village Hall and Quade Park at the corner of Parkside and Judge. Wagner reported that the first day of the compost site went well. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1309 – Depositories – 2020 Nowlen/Seitz made a motion to waive the reading of Res. #1309 – Depositories – 2020. Motion carried. Hebein/Nowlen made a motion to waive the reading of Res. #1309 – Depositories – 2020. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of April 21, 2020. Claims for March 2020 in the amount of $252,054.36 were reviewed and approved. The Budget Watch and Investment Report were reviewed. Res. #1309 was reviewed and recommended to the Village Board for approval. A recommendation was made to the Village Board to approve the Amended and Restated Tax Incremental District Development Agreement (TID #4). Nowlen/Hebein made a motion to approve the Amended and Restated Tax Incremental District Development Agreement (TID #4). Motion carried. Other Matters: Wagner will continue to share information with the Board regarding COVID-19. The Composite Site opened today and will be open Tuesdays, Wednesdays, & Thursdays from 12:30-2:30. Although the site is unmanned, there are security cameras. Branch collection in the Village will begin on Monday, April 27th. Branches will be picked up and moved to another location. No chipping will be done curbside. April 21, 2020 20202020,2020A pri 2020 The Oscar Grady Library will begin curbside service Monday, April 27th. Hours will be 9:00 am – 1:00 pm and 4:00 – 8:00 pm Monday-Thursday. The Fire Dept and Police Dept are both doing well. Baumann reported that the Mexican Firehouse at 100 S. Main opened today for carry-out only. Seitz reported that he and his wife spent time cleaning up the trash left in the cemetery. REPORTS OF SPECIAL COMMITTEES Plan Commission None. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS None.
