December 8, 2020 ***VILLAGE BOARD MINUTES*** December 8, 2020 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present (via Zoom), Jim Nowlen-present, and Andy Hebein- present. Others Present: Dawn Wagner, Maureen Hartjes, Chief Meyer, Ray Hartmann, Dale Kropidlowski, and Dan Benson (via Zoom) and Ray deBruijn (via Zoom). PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS Fischer said DPW did a great job cleaning up the deer hunting path and blocking the entrances from the neighbors property to the north in Schowalter Park after residents trimmed trees and left branches in the park. APPROVE MINUTES OF NOVEMBER 30, 2020 MEETING Nowlen/Maglio made a motion to approve the November 30, 2020 minutes as corrected. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann wished everyone a happy Holiday season. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner wished everyone a Merry Christmas and Happy New Year. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1324 – 2021 Water Utility Budget Dickmann read Res. #1324– 2021 Water Utility Budget Fischer/Nowlen made a motion to approve Res. #1324 – 2021 Water Utility Budget. Motion carried. Res. #1325 – 2021 Wastewater Utility Budget Dickmann read Res. #1325 – 2021 Wastewater Utility Budget. Fischer/Nowlen made a motion to approve Res. #1325 – 2021 Wastewater Utility Budget. Motion carried. Res. #1326 – Resolution Providing for the Sale of Approximately $2,260,000 General Obligation Promissory Notes, Series 2021A Hebein/Maglio made a motion to waive the Reading of Res. #1326 - Resolution Providing for the Sale of Approximately $2,260,000 General Obligation Promissory Notes, Series 2021A. Motion carried. Maglio/Nowlen made a motion to approve Res. #1326 – Resolution Providing for the Sale of Approximately $2,260,000 General Obligation Promissory Notes, Series 2021A. Motion carried with Seitz voting nay. December 8, 2020 Res. #1327 – Salvage Vehicle Inspection Fees Fischer/Hebein made a motion to waive the reading of Res. #1327 – Salvage Vehicle Inspection Fees. Motion carried. Nowlen/Maglio made a motion to approve Res. #1327 – Salvage Vehicle Inspection Fees. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of December 8, 2020. Claims for November 2020 in the amount of $134,392.87 were reviewed and approved. The Budget Watch was reviewed. The Pre-Sale Report was reviewed by Gregg Johnson, Ehlers. Res. #1326 – Resolution Providing for the Sale of Approximately $2,260,000 General Obligation Promissory Notes, Series 2021A was recommended for approval. A recommendation was made to the Village Board to approve the 2021 Property/Liability/Worker’s Compensation Insurance – EMC Insurance. Hebein/Maglio made a motion to approve EMC Insurance for the 2021 Property/Liability/Worker’s Compensation Insurance. Motion carried. A recommendation was made to the Village Board to approve the Lease Agreement – Saukville Chamber of Commerce. Maglio/Nowlen made a motion to approve the Lease Agreement – Saukville Chamber of Commerce. Motion carried with Seitz voting nay. A recommendation was made to the Village Board to approve the Intergovernmental Agreement for Comprehensive Fire Inspection Services – Between the Village of Saukville and the Village of Grafton. Belling/Hebein made a motion to approve the Intergovernmental Agreement for Comprehensive Fire Inspection Services – Between the Village of Saukville and the Village of Grafton. A recommendation was made to the Village Board to approve Kapur – Addendum No. 1 to Consultant Agreement. Hebein/Maglio made a motion to approve Kapur – Addendum No. 1 to Consultant Agreement. Motion carried. Res. #1327 – Salvage Vehicle Inspection Fees was recommended for approval. December 8, 2020 Other Matters: Dickmann said the Christmas Tree lighting went well and DPW and FD did a great job. Dickmann said the EMS Coordinator position is now posted and accepting applications until December 14, 2020. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of December 8, 2020. Luke Check’s rezoning request was denied and will go to Public Hearing. The Plan Commission recommended to Check to wait until after Ozaukee County reconstructs CTH W and address the flooding issues. The CSM land division for 2895 Orchard Lane, Town of Saukville, was approved. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association No report. LIQUOR LICENSE APPROVALS Maglio/Hebein made a motion to approve the Change of Agent – Walgreens – Thomas Perren. Motion carried. CITIZEN MATTERS AS NOTICED Seitz asked why there has not been a Public Safety Committee meeting lately. Wagner stated that the recent Public Safety issues have been brought directly to the Finance Committee to keep all Trustees informed. ADJOURNMENT Hebein/Nowlen made a motion to adjourn.
