Village President Barb Dickmann called the meeting to order at 6:30 p.m.
Village Administrator Dawn Wagner gave the Statement of Public Notice.
Members: Barb Dickmann-present (via Zoom), David Maglio-present (via Zoom), Richard Belling- present,
Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present (via Zoom), and Andy Hebein-present.
Others Present: Dawn Wagner, Maureen Hartjes, Chief Meyer, Ray DeBruijn, Dan Helm, Nick Meier, owner of 150
Foster (via Zoom), Dan Benson – Ozaukee Press (via Zoom).

Richard Belling requested a correction to the February 2, 2021 minutes. He was present at the meeting not via
Zoom.
APPROVE MINUTES OF FEBRUARY 2, 2021 MEETING
Belling/Hebein made a motion to approve the February 2, 2021 minutes as presented. Motion carried.

Res. #1332 – Preliminary Resolution Declaring Intent to Exercise Special Assessment Police Powers
Belling/Fischer made a motion to waive the reading of Res. #1332 – Preliminary Resolution Declaring Intent to
Exercise Special Assessment Police Powers. Motion carried.
Belling/Nowlen made a motion to approve Res. #1332 – Preliminary Resolution Declaring Intent to Exercise
Special Assessment Police Powers. Motion carried.

Dickmann reported on the meeting of March 2, 2021.
Claims for January 2021 in the amount of $297,408.79 were reviewed and approved.
The Investment Report and Budget Watch were reviewed.
Colonial Pkwy Reconstruction Bids
March 2, 2021
Belling/Maglio made a motion to approve Payne & Dolan, Inc. bid in the amount of $429,983.45. Motion
carried.
2021 Chamber Tourism Promotion Plan & Budget
Seitz/Belling made a motion to approve the 2021 Chamber Tourism Promotion Plan & Budget as presented.
Motion carried.
14th Amended Agreement for the Operation of the Mid-Moraine Municipal Court
Wagner explained that this updated amended agreement excludes the Town of Polk. The previous version
included the Town of Polk, but the Village of Jackson had some concerns with the Town being a member of the
Mid-Moraine Municipal Court system.
Hebein/Maglio made a motion to approve the 14th Amended Agreement for the Operation of the Mid-Moraine
Municipal Court. Motion carried.
REPORTS OF SPECIAL COMMITTEES
Plan Commission
Dickmann reported on the meeting of March 2, 2021.
The Commission reviewed and recommended approval of a Zoning Ordinance Text Amendment requested by
RCCG Household of God to amend §§ 205-56.C and 205-56.D to allow Adult Day-Care Centers and Community
Living Arrangements as Conditional Uses in the I-1 Institutional District. A public hearing will be set for the
proposed amendment.
The Commission reviewed and approved a Certificate of Compliance – Change of Use for Rob’s Cards, 142 S.
Foster St., submitted by Peter Kowalchuk.
Community Development Authority/Industrial Review Committee
Dickmann reported on the meeting of March 2, 2021.
The CDA reviewed and approved the Manufacturing of Disinfectant Wipes as a Permitted Use in the B-P
Business Park District Pursuant to §205-41.1(8) requested by Mike Kryshek, Rebel Converting for 655 N. Dekora
Woods Blvd.
The CDA reviewed and approved the Change of Use submitted by Rebel Converting for 655 N. Dekora Woods
Blvd.
Library Board

Mid-Moraine Municipal Association
No report.
LIQUOR LICENSE APPROVALS
Belling/Hebein made a motion to approve a Class B Combination Liquor License for PM of Saukville,
LLC, d/b/a Woodside Bar, Grill & Catering, 150 S. Foster, requested by EfThimios Triantafillou subject to the
final purchase of the property by PM of Saukville, LLC. Motion carried.
