June 22, 2021 ***VILLAGE BOARD MINUTES*** June 22, 2021 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 6:54 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Peter Janus, and Connor Carynski – Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JUNE 8, 2021 MEETING Fischer/Nowlen made a motion to approve the June 8, 2021 minutes with corrections noted. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Baumann administered the Oath of Office to Peter Janus as the newest Village Trustee. Dickmann welcomed him to the Board. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #810 – Parks & Recreation – Wildlife Feeding Hebein/Nowlen made a motion to waive the first reading of Ord. #810 – Parks & Recreation – Wildlife Feeding. Motion carried. Dickmann read Ord. #810 – Parks & Recreation – Wildlife Feeding. Seitz reported that this ordinance is a result of information from the DNR. This does not affect residents in any way. It affects public lands and contaminants getting into the water ways. Nowlen/Hebein made a motion to approve Ord. 810 – Parks & Recreation – Wildlife Feeding. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee Seitz reported on the combined Public Works/Cemetery Committee meeting of June 22, 2021. Seitz reported the front wall at the cemetery is being repaired. The DPW is going to survey the cemetery to get an exact count of available plot locations. Some sites are not June 22, 2021 available for full burials so there has been preliminary discussion about putting mausoleums on those sites. Sidewalks on Colonial Pkwy have been mud jacked. The Fire Department parking lot is all ready to go. The Village is just waiting on State permits. Seitz said he asked Dan Helm what he sees for the future of the DPW. Helm said that he wants to work more efficiently. Seitz said they discussed equipment and at this point, the only potential large replacement item is the street sweeper. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of June 22, 2021. Claims for May 2021 in the amount of $440,106.49 were reviewed and approved. The Investment Report and Budget Watch were reviewed. Committee went into Closed Executive Session. No other matters. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association No report. LIQUOR LICENSE APPROVALS Seitz/Hebein made a motion to approve the New Operator License applications for Decker for Walgreens and Stageman for Railroad Station. Motion carried. Hebein/Nowlen made a motion to approve the Renewal Operator License applications for Ansay and Schroeder for Walgreens, Dymond for Rally Time and Roberts and Leyton for d’Klein. Motion carried. Nowlen/Belling made a motion to approve the amended premise description for Wal-Mart. Motion carried. CITIZEN MATTERS AS NOTICED Wagner noted that Dan Helm, being proactive, had the trees at the Library trimmed ahead of the scheduled movie nights to limit liability for the Village.
