Village President Barb Dickmann called the meeting to order at 7:00 p.m.
Village Clerk Mary Kay Baumann gave the Statement of Public Notice.
Members: Barb Dickmann-present, Richard Belling-present, Scott Fischer-present, Trevor Seitz-
present(Via Zoom), Jim Nowlen-present, Andy Hebein- present, and Pete Janus-present.
Others Present: Dawn Wagner, Mary Kay Baumann, Julie Friede, Kevin Friede, Steve DeCleene – Neumann
Development, and Connor Carynski – Ozaukee Press (Via Zoom)

APPROVE MINUTES OF MAY 3, 2022 MEETING
Belling/Nowlen made a motion to approve the May 3, 2022 minutes as presented. Motion carried.
COMMUNICATIONS
REPORT FROM THE VILLAGE PRESIDENT
OATH OF OFFICE – VILLAGE CLERK
Dickmann administered Oath of Office to incoming Clerk – Julie Friede.
REPORT FROM THE VILLAGE ADMINISTRATOR
Wagner congratulated Friede and informed the Trustees of the Open House on June 3 from 1:00-3:00 to
Celebrate Baumann’s Retirement
PUBLIC HEARING - Intent of Discontinue all Public Ways – as Platted within the Emerald Ridge Subdivision and
Hines Meadow Subdivision.
DeCleene stated Saukville owned the Right-of-Way for 15 years. The Right-of-Way as filed but never fulfilled.
Dickmann thanked DeCleene for attending the Public Hearing and stated Neumann has been a pleasure to work
with.
Hearing no further comments Dickmann requested a motion to close the Public Hearing
Nowlen/Hebein made a motion to close the Public Hearing. Motion carried
ORDINANCES – RESOLUTIONS – PETITIONS
Res. #1351 – Discontinuing of Public Ways
Belling/Nowlen made a motion to Waive the Reading of Res. #1351- Discontinuing of Public Ways.
Motion carried.
Hebein/Nowlen made a motion to approve Res. #1351 – Discontinuing of Public Ways. Motion carried
Res. #1352 – Resolution Authorizing the Issuance and Sale of up to $3,933,527 Sewerage System Revenue
Bonds, Series 2022, and Providing for Other Details and Covenants with Respect Thereto, and Approval of
Related $5,625,622 Financial Assistance Agreement
Fischer/Janus made a motion to Waived the Reading of the Res. #1352 – Resolution Authorizing the Issuance
and Sale of up to $3,933,527 Sewerage System Revenue Bonds, Series 2022, and Providing for Other Details and
Covenants with Respect Thereto, and Approval of Related $5,625,622 Financial Assistance Agreement. Motion
carried
Hebein/Janus made a motion to approve Res. #1352 – Resolution Authorizing the Issuance and Sale of up to
$3,933,527 Sewerage System Revenue Bonds, Series 2022, and Providing for Other Details and Covenants with
Respect Thereto, and Approval of Related $5,625,622 Financial Assistance Agreement. Motion carried
Wagner stated the total project cost $5,931,483- Net CWFP Loan Amount of $3,933,527. The Village privately
receive Principal Forgiveness of $1,000,000, and General Principal Forgiveness of $692,095 Composite Interest
Rate 2.035%
REPORTS OF VILLAGE BOARD COMMITTEES
Utility Committee
Fischer reported on meeting of May 17, 2022
The Utility Minutes were included in the Village Board Packet.
Fischer stated R&M is finalizing on the Water System Study and noted that the study shows that if the Village
was completely built out the current system would have to be upgraded by 2040.
The Utility Committee plans to have monthly during construction and tours will be provided every other month,
depending on progress of the project
Project completion is anticipated for mid-2023
Public Works Committee
No report. Next Meeting will be held in June
Public Safety Committee
No report.
Finance Committee
Dickmann reported on the meeting of May 23, 2022.
Claims for April 2022 in the amount of $592,220.78 were reviewed and approved.
The Budget Watch and Investment Report were reviewed.
A recommendation was made to the Village Board to Approve the Sanitary Sewer Easement – Wisconsin Humane
Society Inc.
Hebein/Nowlen made a motion to approve the Sanitary Sewer Easement – Wisconsin Humane Society Inc.
Motion carried.
Committee went into Closed Session with no action being taken.
Other Matters:
Wagner shared that the Village of Saukville has a new look for the website.
Wagner stated Ground Breaking for the Neumann Development is tentatively scheduled for June 8, 2022
Wagner stated that the July Finance and Village Board meetings will be held on July 12, 2022
Board Member were asked to let Friede know if they will be in the July 4th Parade
REPORTS OF SPECIAL COMMITTEES
Plan Commission
No report.
Community Development Authority/Industrial Review Committee
No report.
Library Board
Janus reported Library is looking into additional revenue by issuing Passports, this would take place outside of normal
library hours.
Janus stated that the Monarch Library System has a new Administrator and will be attending the Library Board
Meeting in person this summer.
Mid-Moraine Municipal Association
No report.
LIQUOR LICENSE APPROVALS
