Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Res #1357 - Resolution Approving Development Agreement between Village & Northern Gateway Partners, LLC Belling /Nowlen made a motion to waive the first reading of Res #1357 - Resolution Approving Development Agreement between Village & Northern Gateway Partners, LLC. Motion Carried. Marcovitz explained the procedural and legal components of the meeting. Marcovitz provided an overview of the draft Development Agreement. Marcovitz noted that Village Board will not Vote on the Ansay Development Project Development Agreement until Wednesday, August 31st, 2022 at 4:30 p.m. This will give any citizen an opportunity to review the draft of the Development Agreement and ask questions. Marcovitz explain the Development is an $157million project. Project start timeline (infrastructure) – Fall 2022. It was noted that the plaza, that will be maintained by Mel’s Charities, is the only part of the project that will not be on the tax roll. Marcovitz noted that no Village Funds will be spent on this development. This project would be a PAYGO TID. The Developer (Ansay) pays for all of the improvements and gets reimbursed by the TID Increment. The risk in on the Developer. If the Developer does not complete the project plan as presented, they will not be reimbursed. Seitz/Nowlen made a motion to Table Res #1357 - Resolution Approving Development Agreement between Village & Northern Gateway Partners, LLC until Wednesday, August 31, 2022 at 4:30. Motion Carried. Res #1358 - Approving the Designation of a Portion of the Village’s Undesignated General Fund Balance Nowlen/Fischer made a motion to waive the first reading of Res #1358 - Approving the Designation of a Portion of the Village’s Undesignated General Fund Balance. Motion Carried. Nowlen/Seitz made a motion to approve Res #1358 - Approving the Designation of a Portion of the Village’s Undesignated General Fund Balance. Motion Carried. Finance Committee Dickmann reported on the meeting of August 29, 2022. Closed Session/No Action Taken. Firefighter/Paramedic Position Seitz/Belling made a motion to approve the Firefighter/Paramedic position once the County ARPA funding becomes available. Motion Carried Cemetery Grading & Landscape Project Nowlen/Belling made a motion to approve the Cemetery Grading & Landscape Project. Motion Carried Other Matters: None.
