***VILLAGE BOARD MINUTES*** March 7, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 6:30 p.m. Julie Friede gave the Statement of Public Notice. Members: Barb Dickmann-present, Scott Fischer-present, Trevor Seitz-via Zoom, Andy Hebein-present, Richard Belling-present, Jim Nowlen-present and Pete Janus-absent. Others Present: Dawn Wagner, Julie Friede, and Rob Meyer PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None APPROVE MINUTES OF FEBRUARY 21, 2023 MEETING. Nowlen/Fischer made a motion to approve minutes of February 21, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS –PETITIONS Ordinance 825 – Ordinance Amending § 159-2 – Storm Water Discharges and Connections Wagner stated Ordinance 825 was reviewed by the Public Works Committee. The changes are required to be in compliance with the Village’s MS-4 permit with the DNR. Fischer/Nowlen made a motion to waive the first reading of Ordinance 825 – Ordinance Amending § 159-2 – Storm Water Discharges and Connections. Motion Carried. Hebein/Nowlen made a motion to waive the reading of Ordinance 825 – Ordinance Amending § 159-2 – Storm Water Discharges and Connections. Motion Carried. Hebein/Belling made a motion to adopt Ordinance 825 – Ordinance Amending § 159-2 – Storm Water Discharges and Connections. Motion Carried. Ordinance 826 – Ordinance Amending §§ 205-118.1, 205-118.2, and 205-118.4 – Construction Site Erosion Control Wagner stated Ordinance 826 was reviewed by the Public Works Committee. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Next Scheduled Meeting – March 14, 2023 @ 5:00 p.m. Public Works/Cemetery Committee No Report Public Safety Committee No Report Finance Committee Dickmann reported on the meeting of March 7, 2023. Approve Claims for February 2023 in the Amount of $3,420,437.00. Reviewed Investment Report 2023 Tourism Promotion Plan & Budget – Saukville Chamber of Commerce Belling/Nowlen made a motion to approve the 2023 Tourism Promotion Plan & Budget – Saukville Chamber of Commerce. Motion Carried. Other Matters Wagner stated the Fire Department Heavy Rescue is currently at $25,000 in the auction with 9 days remaining. Village of Saukville will be hosting the Mid-Moraine Dinner at the Saukville American Legion on March 22, 2023 at 6:00 p.m. The Village is advertising for the bids for the Stoney Ridge reconstruction project. Community Awards Dinner is at the Saukville American Legion on April 20, 2023 at 5:00 p.m. The City of Port Washington has decided against consolidating with Saukville and Grafton Fire/EMS. Saukville will continue to work with the other surrounding communities. REPORTS OF SPECIAL COMMITTEES Plan Commission Approved Minutes of February 6, 2023 as presented. Recommended to the Village Board the Review and recommendation as to a petition for Zoning Ordinance text amendment submitted by Kyle Feerick of Feerick Properties, LLC to create § 205-58.L to allow funeral homes and crematories as a conditional use in the M-2 General Manufacturing District, provided that no principal structure is located closer than 50 feet from any lot line. Recommended to the Village Board the Review and recommend as to a petition for Zoning Ordinance text amendment requested by Northern Gateway Partners, LLC to create § 205-50.1, to establish a Premier Economic Development District pursuant to sec. 125.51(4)(u), Wis. Stats., within the Village of Saukville to facilitate growth and development within the Village. Community Development Authority/Industrial Review Committee No Report. Library Board No Report.
