***VILLAGE BOARD MINUTES*** February 21, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 6:45 p.m. Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-via Zoom, Scott Fischer-present, Trevor Seitz-present, Andy Hebein-present, Jim Nowlen-present, Richard Belling- present and Pete Janus-present. Others Present: Dawn Wagner, Ian McCain-Ansay, Claude Lois-Kapur, PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None APPROVE MINUTES OF February 6, 2023 MEETING. Seitz/Nowlen made a motion to approve minutes of February 6, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Next Scheduled Meeting March 14, 2023 Public Works/Cemetery Committee Seitz reported on the Meeting of February 21, 2023 Public Works Committee recommended approval of Amending Ordinance Section § 159-2 Storm Water Discharge and Connections and Ordinance Section § 205-118.1, 205-118.2, 205-118.4 – Permitting, Erosion and Sediment Control, Inspection. Public Safety Committee Hebein reported on the Meeting of February 21, 2023 at the Finance Committee Meeting. Finance Committee Dickmann reported on the meeting of February 21, 2023. Hebein provide a Fire/EMS Update. • Steady turn around/response to calls and Paramedics have been available. Chief Rice is currently pleased with staffing. • Chief Rice has concerns with staffing within Fire Department. The epidemic is state-wide, locally the Village has had some turnover and conflicts with other job schedules. • Chief Rice is managing availability closely to ensure coverage. • Chief Rice is also reaching out to employers, requesting flexibility with work schedules for Fire/EMS staff. • Saukville continues to have quick response time in supporting the neighboring communities with Fire/EMS calls. • Saukville received $200,000 grant for fire/breathing apparatus a few years ago. Grafton is applying for the same grant. • EMS Flex Grant has been filed. • ARPA Funds – Saukville received grant to fully fund the purchase of a SUV to assist with EMS calls. • Refurbished Ambulance is in process, possible delivery for mid-May. The Port Washington Ambulance is being shared with the Village of Saukville. • Consolidation efforts are still moving forward. Next meeting scheduled for March, looking at getting commitments from the participating municipalities to prepare budget plan. • The Ozaukee County Town Association meeting is scheduled for March, if consolidation takes place there may need to be a referendum. Fischer provide an WWTP – Project Update. Approval of Consent to Collateral Pledge of Development Agreement Belling/Hebein made a motion to approve the Consent to collateral Pledge of Development Agreement. Motion Carried. Other Matters None. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee Certificate of Compliance – Planning and Zoning for Oldenburg Properties was approved. Rolling Mill Contact Cooling Water (CCW) System Improvement Project – Phase 2, at 1658 Cold Springs Road, Requested by Charter Steel was approved. Library Board Janus reported on the February 14, 2023 Meeting. No Library Board Minutes were available. Strategic Planning process is moving forward. The Library will be conducting a community survey. People Counter is operational- 55/77 patrons are visiting daily. Mid-Moraine Municipal Association No Report. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS Cigarette License – MJ’s Bar and Grill, 100 S Main St. Belling/Janus made a motion to approve the Cigarette License – MJ’s Bar and Grill, 100 S Main St. Seitz-Nay and Nowlen Abstained. Motion Carried. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Nowlen/Hebein made a motion to adjourn. Motion carried at 6:59p.m. Julie Friede Village Clerk
