***VILLAGE BOARD MINUTES*** April 5, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:00 p.m. Julie Friede gave the Statement of Public Notice. Members: Barb Dickmann-present, Scott Fischer-present, Trevor Seitz-present, Andy Hebein-present, Richard Belling-present, Jim Nowlen-present and Pete Janus-present. APPROVE MINUTES OF MARCH 21, 2023 MEETING. Nowlen/Belling made a motion to approve minutes of March 21, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. PUBLIC HEARING – Creating 205-50.1 of the Zoning Code to Establish a Premier Economic Development District. McCain stated this would help support the retail plaza dynamic. The plaza would include restaurants and a hotel. McCain further explained the licensing will remain within the retail plaza, if a vendor decided to leave the license would not go with the vendor. CLOSED PUBLIC HEARING at 7:06 p.m. ORDINANCES – RESOLUTIONS –PETITIONS Ordinance 827 - Creating §205-50.1 - Premier Economic Development District Belling/Hebein made a motion to waive the first reading of Ordinance 827 - Creating §205-50.1 - Premier Economic Development District. Motion Carried. Nowlen/Belling made a motion to waive the reading of Ordinance 827 - Creating §205-50.1 - Premier Economic Development District. Motion Carried. Hebein/Nowlen made a motion to adopt Ordinance 827 - Creating §205-50.1 - Premier Economic Development District. Motion Carried. Ordinance 828 - Amending § 55-2 - RETAIL RESERVE Nowlen/Belling made a motion to waive the first reading of Ordinance 828 - Amending § 55-2 - RETAIL RESERVE. Motion Carried. Hebein/Nowlen made a motion to waive the reading of Ordinance 828 - Amending § 55-2 - RETAIL RESERVE. Motion Carried. Seitz/Nowlen made a motion to adopt Ordinance 828 - Amending § 55-2 - RETAIL RESERVE. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works/Cemetery Committee No Report. Public Safety Committee No Report. Finance Committee Dickmann reported on the meeting of April 5, 2023. Approved Claims for March 2023 in the Amount of $931,267.89. Reviewed Investment Report. Reviewed the 2022 Audit Report presented by Scott Sternhagen – CLA. Stoney Ridge Way Reconstruction Bids Nowlen/Hebein made a motion to approve the Stoney Ridge Way Reconstruction Bid with Payne and Dolan, Inc. as presented in the amount of $213,492.50. Motion Carried. Other Matters Mid Moraine report was provided to the Finance Committee. Village of Saukville Finance Director/Treasurer position has been posted with GOVHR. REPORTS OF SPECIAL COMMITTEES Plan Commission Approved Minutes of March 7, 2023 as presented. Reviewed and Approved the Signage Plan Submitted by SIGNworks for outdoor signage at 3265 Northwoods Road. (American Orthodontics) Community Development Authority/Industrial Review Committee No Report. Library Board No Report. Next Scheduled Meeting – Tuesday, April 11, 2023 @ 6:00 p.m. Mid-Moraine Municipal Association No Report. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. YEAR OF SERVICE AWARD PRESENTATIONS Dickmann welcomed everyone and stated the awards are for employees receiving their 5-year milestone awards. Wagner stated that the Employee Recognition Program recognizes employees for continuous years of service. It is not based on merit or popularity. It is for 5-year milestones only. Wagner also added the awards presented added up to the combine total of 80 years of service. The Village of Saukville is fortunate to have a dedicated staff and she hopes they will stay with the Village for a long time. Chief Meyer stated Tanner Woepse was absent due to active shooter training. Woepse has become an instructor for the county wide active shooter training. Woepse is receiving his 5-year Award with the Village of Saukville Police Department. Woepse has been a true asset to the Village of Saukville, he is always willing to assist where needed and does it with a smile. Chief Meyer presented Brandin Depies with his 10-year Award working for the Village of Saukville Police Department. Depies was a very young officer and very eager to learn which still carries with him today. Depies is one of the most active officers in the department. He stated Depies has been promoted to a Field Training Officer. Depies is always willing to take on more responsibilities and is currently training the departments newest officer Tanner Karman. Hope Lawrence was absent, she is celebrating her 10-year Award with the Library. Emily Laws spoke on her behalf, stating Lawrence goes above and beyond as a Library Assistant. Wagner presented Dan Helm with his 15-year Award. Helm started out as summer help in 2006, mid 2007 Helm became the full-time custodian. In 2010 Helm transferred to a full-time position in Public Works, where he was a perfect fit. Due to Helm amazing work ethic and leadership skills in 2016 he became the foreman for the Public Works Department. In 2021 Helm was promoted to the Public Works Superintendent. Wagner stated Helm has continued with his education and became a certified Storm Water Inspector. Helm has also attended the Public Works Supervisor Academy, Public Works Management Institute with UW Madison. Wagner stated Helm is a true team player, his leadership and excellent judgement he has assembled a great team in Public Works. Helm also volunteers his time and talents within the community, he has donated over 100 hours with the Saukville Food Pantry. Deanna Laabs was absent, she is celebrating her 20-year Award with the Saukville Fire Department. Wagner spoke on her behalf, stating her dedication to the Fire Department is like no other. Laabs has worked countless hours to fill the gaps whenever needed. Wagner stated she is a true asset to the Saukville Fire Department. Dickmann presented Dawn Wagner with her 20-year Award. Dickmann stated it is an honor to present Wagner with this award as she was part of the team that hired Wagner 20 years ago. Through the years, Wagner has grown into her excellent leadership for the Village of Saukville. Wagner has also grown in her additional responsibility, additional tasks, additional assignments, and additional volunteer work. Dickmann stated the list is endless. Wagner has grown the Village financially and increased the bond rating. Dickmann added that Wagner represents the Village of Saukville with the highest regard. Wagner provides the Village with professionalism, integrity, honesty, forward thinking, and incredible energy. Dickmann explained the meaning of volunteering. She stated our community continues to moves us forward. The police reserves provided the community with 192 volunteer hours in 2022, without their assistance community events (Farmers Market, Live at the Triangle, Nation Night Out, Chamber Run and Walk and the 4 th of July) would not be possible. The members of the Fire Department Auxiliary never hesitated to help out. The Village of Saukville is very fortunate to have a dedicated group to support our community. Dickmann thanks them. Dickmann also recognized the appointed officials for their service to the community. Wagner thanked the recognition committee for putting this event together.
