***VILLAGE BOARD MINUTES*** April 18, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:00 p.m. Julie Friede gave the Statement of Public Notice. Members: Barb Dickmann-present, Scott Fischer-present, Trevor Seitz-present, Andy Hebein-present, Jim Nowlen-present, Richard Belling- present, Pete Janus-present, Bill Rudolph-present and Jesse Duckart-present. Others Present: Dawn Wagner, Chief Rob Meyer, Julie Friede, Senator Duey Stroebel, Gerald Dickmann, Mark Hebein, Linda Hebein, Paul Hebein, Randy Kleppin, Patrick Feerick, Kyle Feerick, Jake Parduhn, Michelle Hebein, Mary Ellen Race, Donald Race Jr., Rachel Race, Donald Race III, and Stephanie Baldwin. PLEDGE OF ALLEGIANCE CEREMONIAL OATH OF OFFICE – VILLAGE PRESIDENT Friede administered Oath of Office to Andy Hebein. CEREMONIAL OATH OF OFFICE – VILLAGE TRUSTEE Friede administered Oath of Office to incoming Trustees. TRUSTEE APPOINTMENTS Nowlen/Rudolph made a motion to approve the Trustee appointments as presented. Motion Carried with Seitz voting nay. COMMITTEE APPOINTMENTS Rudolph/Nowlen made a motion to approve the Committee appointments as presented. Motion Carried with Seitz and Fischer voting nay. CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF April 5, 2023 MEETING. Seitz/Nowlen made a motion to approve minutes of April 5, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Hebein thanked Dickmann for her years to service to the Village of Saukville and the community. Hebein thanked Belling and Janus for their service and awarded them with a plaque. Hebein awarded Dickmann with a plaque for her service. Senator Stroebel awarded Dickmann with Citation for the State of Wisconsin for her time served with the Village of Saukville. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner thanked Dickmann for all her leadership, dedication and years of service to the Village of Saukville. Wagner added her appreciation to Dickmann for all the support she has given her and the Village staff over the past 20 years. Wagner thanked Janus for his time served as a Trustee. Wagner added Janus will continue to serve on Boards/Committees. Wagner thanked Belling for his time served as a Trustee as well as his service on other boards/committees. Wagner noted that Belling was the longest servicing Plan Commissioner in Village history. Dickmann stated she has appreciated all the opportunities she has been given to serve the Village of Saukville. PUBLIC HEARING – Creating §205-58.L – Funeral Homes and Crematories Nowlen/Fischer made a motion to open Public Hearing at 7:15 p.m. Motion Carried. Wagner stated that the Plan Commission reviewed and recommended approval of the proposed text amendment. Wagner added should this ordinance be approved the next step would be for Feerick to petition for a conditional use permit, which would be review by Plan Commission. K. Feerick stated they are looking to purchase the property at 407 N Progress Dr. to offer Crematory Services in our area to meet the growing needs of the community and within Ozaukee County. Fischer/Rudolph made a motion to close Public Hearing with Roll Call Vote Taken at 7:19 p.m. Motion Carried. ORDINANCES – RESOLUTIONS – PETITIONS Ordinance 829 – Creating §205-58.L. – Funeral Homes and Crematories Fischer/Seitz made a motion to waive the first reading of Ordinance 829 – Creating §205-58.L. – Funeral Homes and Crematories. Motion Carried. Nowlen/Fischer made a motion to waive the reading of Ordinance 829 – Creating §205-58.L. – Funeral Homes and Crematories. Motion Carried. Nowlen/Fischer made a motion to approve Ordinance 829 – Creating §205-58.L. – Funeral Homes and Crematories. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Fischer shared some pictures of the updates at the Water/Wastewater Treatment Plant. Public Works/Cemetery Committee Next Scheduled Meeting May 16, 2023 Public Safety Committee Hebein provided a couple of updates, no meeting was scheduled. A joint press release – Grafton and Saukville Commit to Shared Service Exploration will be in the Ozaukee Press this week regarding the Village of Grafton and the Village of Saukville’s ongoing efforts to explore the best way to provide Fire/EMS services. New Firefighter/Paramedic position has an interview scheduled for April 19, 2023. Finance Committee Hebein reported on the meeting of April 18, 2023. 2023 Rendezvous Park Use Agreement – Saukville Historical Society Seitz/Nowlen made a motion to approve the 2023 Rendezvous Park Use Agreement – Saukville Historical Society. Motion Carried. Amendment to the 2023 General Fund Budget. Public Hearing is scheduled for May 16, 2023 at 7:00 p.m. during the Village Board Meeting. Other Matters The Farmers Market has been moved to Peninsula Park based on safety concerns and having volunteer available. Survey was given to the vendors to determine the new location. Directional signage will be posted and vendors are aware. Appointment of the Vacant Trustee Position was discussed and will be added to a future agenda. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee CDA approved of the proposed Charter Steel Rolling Melt Shop Project at 1658 Cold Spring Rd. expansion. CDA approved of the Certificate of Compliance – Change of Use – FPZ Inc. Properties at 650 N Dekora Woods Blvd. Library Board Janus reported on the April 11, 2023 Meeting. Library Board Minutes will be sent when available. Mid-Moraine Municipal Association No Report. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None.
