Village President Andy Hebein called the meeting to order at 7:14 p.m.
Julie Friede gave the Statement of Public Notice.
Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-present,
Jim Nowlen-present and Jesse Duckart-present.
Others Present: Dawn Wagner, Julie Friede, Dan Helm, Michael Babcock – Ozaukee Press.

APPROVE MINUTES OF JUNE 20, 2023 MEETING.
P. Duckart/Nowlen made a motion to approve minutes of June 20, 2023. Motion Carried.
COMMUNICATIONS
REPORT FROM THE VILLAGE PRESIDENT
Hebein thanked the Village Staff and the 4th of July Committee for a great day.
Friede administered the Oath of Office to Pamela Duckart.

Resolution #1381 – Write-off Uncollectible Delinquent Personal Property Taxes
Rudolph/Nowlen made a motion to waive the reading of Resolution #1381 – Write-off Uncollectible Delinquent
Personal Property Taxes. Motion Carried.
Fischer/Seitz made a motion to approve Resolution #1381 – Write-off Uncollectible Delinquent Personal
Property Taxes. Motion Carried.
Resolution #1382 – Joint Resolution of Support for the Establishment of a Consolidated Fire/EMS
Department
Nowlen/P. Duckart made a motion to waive the reading of Resolution #1382 – Joint Resolution of Support for
the Establishment of a Consolidated Fire/EMS Department. Motion Carried.
Rudolph/Fischer made a motion to approve Resolution #1382 – Joint Resolution of Support for the
Establishment of a Consolidated Fire/EMS Department. Motion Carried.
Resolution #1383 – Preliminary Resolution Declaring Intent to Exercise Special Assessment Police Powers –
Stoney Ridge Way
J. Duckart/Nowlen made a motion to waive the reading of Resolution #1383 – Preliminary Resolution Declaring
Intent to Exercise Special Assessment Police Powers – Stoney Ridge Way. Motion Carried.
Seitz/Fischer made a motion to approve Resolution #1383 – Preliminary Resolution Declaring Intent to Exercise
Special Assessment Police Powers – Stoney Ridge Way with correction of the clerical error form S. Mill Street to
N. Mill Street. Motion Carried.

Hebein reported on the Meeting of July 11, 2023.
Approved Claims for June 2023 in the Amount of $1,151,313.13.
Convene to Closed Session to authorize the Village Attorney to commence legal action related to the closed
session discussion.
Nowlen/Rudolph made a motion to authorize the Village Attorney to commence legal action related to the
closed session discussion. Motion Carried.
Reviewed Investment Report.
Union Cemetery – Columbarium Project
Seitz/Nowlen made a motion to authorize Village Staff to obtain bids for the Union Cemetery – Columbarium
Project. Motion Carried.
Other Matters
Village Board Photo will be taken on August 29, 2023.
Northern Gateway Project Walking Tour is scheduled for August 7, 2023 at 4:30 p.m., meet at the corner of
Market Street and Boettcher Drive.
Meetings for the month of August would be combined into one week being held on August 8, 2023 including Plan
Commission, Finance Committee, Village Board and Community Development Authority.
2024 Budget Tour will be scheduled for Monday, September 25 th at 7:00 a.m. Budget Workshops will be
potentially scheduled on October 9 th and October 16th .
