***VILLAGE BOARD MINUTES*** June 20, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 7:00 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, William Rudolph-present, Pamela Duckart-present and Jesse Duckart-present. Others Present: Dawn Wagner, Chief Rob Meyer, Julie Friede, Ray Hartmann, and Ian McCain – Ansay, Michael Babcock – Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF June 6, 2023 MEETING. Seitz/Duckart made a motion to approve minutes of June 6, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Committee Appointments: Architectural Review Board & Public Works Committee P. Duckart will serve on the Architectural Review Board and Rudolph will serve on the Public Works Committee. Nowlen/J. Duckart made a motion to approve the change in the Committee Appointments for Architectural Review Board and Public Works Committee. Motion Carried with Seitz voting Nay. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Resolution #1378 – 2022 Compliance Maintenance Annual Report (CMAR) Hartmann provided an overview of the 2022 Compliance Maintenance Annual Report (CMAR). (Attached) J. Duckart/Nowlen made a motion to waive the reading of Resolution #1378 – 2022 Compliance Maintenance Annual Report (CMAR). Motion Carried. Seitz/Fischer made a motion to approve Resolution #1378 – 2022 Compliance Maintenance Annual Report (CMAR). Motion Carried. Resolution #1380 – Authorizing the Submission of a Wisconsin Department of Transportation Facilities Nowlen/Fischer made a motion to waive the reading of Resolution #1380 – Authorizing the Submission of a Wisconsin Department of Transportation Facilities. Motion Carried. Nowlen/J. Duckart made a motion to approve Resolution #1380 – Authorizing the Submission of a Wisconsin Department of Transportation Facilities. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Fischer reported on meeting of June 13, 2023. Public Works/Cemetery Committee Seitz reported on the Cemetery Committee Meeting on June 20, 2023. Public Safety Committee Nowlen reviewed the report from the Public Safety Committee Meeting on June, 6, 2023. Finance Committee Hebein reported on the meeting of June 20, 2023. Ehlers provided an overview of the Financial Management/Investment Services they provide to the Village of Saukville. Chief Rice provided a Fire/EMS update. Governor signed Assembly Act 245, Chief Rice will look into this further to see how this will assist with the consolidation efforts. Finance Committee and Village Board Meetings will be changed from August 1, 2023 to August 8, 2023. Other Matters Financial Planning Workshop is scheduled for August 29, 2023. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee No Report. Library Board P. Duckart reported on the June 13, 2023 meeting. Mid-Moraine Municipal Association Rudolph reported on the June 14, 2023 meeting. OPERATOR LICENSE APPROVALS Approval of New Applications for Wright, Rubinson, Schnaebele, Hansen, Peltier – Kwik Trip; Dean– Walgreens. Nowlen/Rudolph made a motion to Approve New Applications for Wright, Rubinson, Schnaebele, Hansen, Peltier – Kwik Trip; Dean – Walgreens. Motion Carried. Approval of Renewal Applications for White and Strand – Kwik Trip; Schroeder, and Andrykowski – Walgreens. Fischer/Seitz made a motion to approve Renewal Applications for White and Strand – Kwik Trip; Schroeder, and Andrykowski – Walgreens. Motion Carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Seitz/Nowlen made a motion to adjourn. Motion carried at 7:15 p.m. Julie Friede Village Clerk RESOLUTION #1378 2022 COMPLIANCE MAINTENANCE ANNUAL REPORT BE IT RESOLVED, that the Village of Saukville does hereby inform the Wisconsin Department of Natural Resources that the following action was taken by the Saukville Village Board: 1. Reviewed the 2022 Compliance Maintenance Annual Report which is attached to this resolution. BE IT FURTHER RESOLVED that the Saukville Wastewater Treatment Plant is maintaining the effluent requirement contained in the WPDES permit. Passed and adopted this 20th day of June, 2023.
