***VILLAGE BOARD MINUTES*** June 6, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 6:48 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-present, Jim Nowlen-present and Jesse Duckart-present. Others Present: Dawn Wagner, Julie Friede, Chief Rob Meyer, Brad Hoeft – Antoine, Hoeft, Eberhart, Betsy Leach, Jessica Donohue, Mary Kay Baumann, Michelle Jaeger, Michael Babcock – Ozaukee Press and Besty Leach’s Family (via Zoom) PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF APRIL 18, 2023 MEETING. Rudolph/Nowlen made a motion to approve minutes of May 16, 2023 with amendment requested by Seitz. Motion Carried. Seitz requested an amendment to be made in the Village Board Minutes from the May 16, 2023 meeting. For the record, Seitz’s vote should reflect a Nay for Cigarette License approval. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Hebein read a proclamation given the Karen Welton during her retirement ceremony with the Johnson Bus Company. Friede administer the Oath of Office – Betsy Leach – Finance Director/Treasurer. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner welcomed Leach to the Village of Saukville. ORDINANCES – RESOLUTIONS –PETITIONS REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Next Meeting Scheduled for June 13, 2023 at 5:00 p.m. Public Works/Cemetery Committee No Report. Public Safety Committee Nowlen Reported on Meeting of June 6, 2023. Finance Committee Hebein reported on the Meeting of June 6, 2023. Approved Claims for May 2023 in the Amount of $520,986.19. Reviewed Investment Report. Possible Action Regarding Appointment to the Vacant Village Trustee Position Hoeft stated action taken at the May 16, 2023 meeting did not comply with the agenda language. This resulted in an invalid motion. Nowlen/Rudolph made a motion at appoint Pamela Duckart to the Vacant Village Trustee Position. 5 Ayes – Seitz, Fischer, Rudolph, Nowlen and Hebein. 1 Abstained – Duckart. Motion Carried. Other Matters Open Book is scheduled for June 8, 2023. Utility Committee Meeting is scheduled for June 13, 2023 at 5:00 pm, including a tour of the WWTP upgrades. Live at the Triangle, June 14, 2023. Finance Meeting on June 20, 2023 Ehlers will be there to talk about the services they provide to the Village. Finance and Village Board Meeting will be held on July 11, 2023. Financial Management Planning will be held on August 29, 2023. Northern Gateway is moving forward, the water and sanitary sewer systems are complete for phase 1 and they are currently working on the storm sewer. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee No Report. Library Board No Report. Next Scheduled Meeting – Tuesday, June 13, 2023 @ 6:00 p.m. Mid-Moraine Municipal Association No Report. Next Meeting Scheduled for June 14, 2023. OPERATOR LICENSE APPROVALS Approval of New Applications for Togstad – Casey’s, Smith, Simpson, Falk – Kwik Trip Seitz/Fischer made a motion to approve the New Applications for Togstad – Casey’s, Smith, Simpson, Falk – Kwik Trip. Motion Carried. Approval of Renewal Applications for Beard, McWaters – Casey’s; Golownia – Saukville Food Pantry; Optiz – Village Sno Sneekers; Nanz, Nelson, Decker, Gruenweller, Ansay – Walgreens; Gutenkunst– Kwik Trip; Barbara Karrels – Friends of the Saukville Fire Dept. Nowlen/Duckart made a motion to approve of Renewal Applications for Beard, McWaters – Casey’s; Golownia – Saukville Food Pantry; Optiz – Village Sno Sneekers; Nanz, Nelson, Decker, Gruenweller, Ansay – Walgreens; Gutenkunst– Kwik Trip; Barbara Karrels – Friends of the Saukville Fire Dept. Motion Carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Seitz/Nowlen made a motion to adjourn. Motion carried at 7:13 p.m. Julie Friede Village Clerk
